Individuals that are attending vocational education or job skills training are required to provide monthly attendance if the provider does not report and if they fail to provide documentation supporting the number of hours assigned they would be subject to conciliation. c. These education/training hours become the secondary activity in the NYCWAY system and requires the worker to engage the participant in a core activity which may include paid employment activities, work study, paid or unpaid internships, community activities, community service, paid work study or other work placements. Notwithstanding the above, participants who are in good academic standing with their college, will be permitted to continue to attend full-time once the 12-month lifetime maximum is reached. Although this activity will enable the participating individual to retain eligibility for CA, HRA will not count this activity for purposes of calculating the Federal Participation Rate. This is in accordance with Section 4.1 which defines the work activity "Other - Any work activity that does not meet the criteria of any of the above countable activities constitutes participation that is not countable toward federal and State participation rates." HRA uses its Internship Placement Services (IPS) program for Cash Assistance (CA) clients who are enrolled in an HRA-approved course of study and choose to participate in this internship, community activity or community service as part of their education program as well as CUNY EDGE work-study to ensure work requirements are met for those who have exhausted 12-month lifetime limit. c. For individuals that may already possess at least 60 credits and do not have a marketable degree, we may approve up to a four year post-secondary program in a demand occupation if the individual can complete the program within 24 months. Instances where the district may deny participation include but not limited to: the program selected were not in a local demand occupation, if the individual were to take longer than 24 months to complete the program, if the individual possessed marketable skills and was capable to obtain and maintain employment in that occupation or if past performance in higher education was poor. b. Described below is how the district will ensure that enrollments in post-secondary education beyond the 12-month lifetime limit are combined with a weekly average of at least 20 hours in paid employment activities which may include work study, work experience or community service: Many post-secondary programs now require some type of internship or co-op experience as part of the program.
