Section 4.1 TA and Non-TA SNAP Applicants and Recipients in Work Activities Approved by the District
a. The social services district will provide childcare in accordance with the childcare section of the district’s Child and Family County Services Plan. The district will also provide for participants the following expenses which the district deems necessary for the individual to participate in orientation, assessment, employment planning, approved work activities and activities to restore self-sufficiency:
1. Monroe County has a Memorandum of understanding with Dress for Success to provide clothing. The agreement states The DFS will furnish clients with up to 3 appropriate outfits for job interview attire or for clients to begin or maintain employment. Under the MOU Dress for Success will also conduct one on one consultations and monthly dressing for success, grooming and appearance workshops.
2. MCDSS will provide participants with a Clothing Allowance in the amount of $150 when needed to secure or maintain employment or when essential for other assigned employment activities.
3. The district will assist participants in need of supplies and or books with a maximum allowance of $500 when necessary to secure or maintain employment or for other assigned employment activities such as training.
4. MCDSS will assist participants in need of licensing or testing fees that are job specific and are necessary to secure or retain employment. The district will authorize a maximum allowance of $300 for this purpose.
5. MCDSS will provide participants with a maximum allowance of $500 for the purchase of tools necessary to obtain, maintain, or resume employment
b. The district will use the following approach to assist those participants who need transportation to and from an approved work activity site, including any applicable mileage reimbursement rate, and the method used by the district to arrive at that reimbursement rate. OTDA policy establishes a mileage reimbursement rate of no less than the IRS established rate for medical/moving purposes. In all instances, should the actual cost of transportation needed to participate in an assigned work activity exceed the reimbursement rate determined by the district, the district will reimburse for the actual costs based on reasonable documentation submitted by the work activity participant. These supportive services are provided on a case-by-case basis and are only approved for individuals who are either already employed or have a promise of employment. In order to be eligible for a diversion payment, an individual must have verifiable employment or the promise of employment.

Described below are the district’s strategies for reducing the need for TA: SWE/Social Services Program Examiner refer to E&T Specialists to provide front-end employment referrals and supportive services for Temporary Assistance applicants not currently employed. This includes a supervised job search component that provides direct linkages with employers and Lewis County WorkPlace Services. Diversion is explored by the screening performed by TA worker(s) at the intake interview. Supportive Services based on documented employment or promise of employment.

Additionally, jobs leads are provided. x. Described below are the district’s strategies for reducing the need for TA: MCDSS espouses a Work First philosophy, from initial contact through eligibility, the benefits of work are discussed. During this process Supportive Services such as: Payment for employment background checks Assistance with legal issues through the Judicial Process Commission, Xxxxxxx for convicted felons through DOL Financial literacy information EITC Outreach CASH referrals Assistance with child support Direct job matching through our career center and employment contracts Access to computers and internet daily in our onsite Career Center Basic computer training daily in our onsite Career Center Immediate referrals and access to interview attire through MOU with vendors that offer such services Referrals to WIC Employers interviewing on site Resumes reviewed typed and copied MCDSS offers one time only assistance payments for: rent, energy, transportation, car insurance or repairs, tools, etc. to avoid ongoing assistance. Monroe County contracts for an aftercare program for individuals closed off of assistance for excess income. Monroe County has an MOU with City of Rochester to provide on-site Financial Counseling through their Financial Empowerment Center model. This MOU will allow individuals we serve to access services related to budgeting, savings, and credit repair free of charge. MCDSS is continually monitoring our caseload of disabled individuals for medical documentation that will support for an application and award for SSI/SSD.

The district will also provide for participants the following expenses which the district deems necessary for the individual to participate in orientation, assessment, employment planning, approved work activities and activities to restore self-sufficiency: Excluding tuition, the district will provide supportive services payments for any expenses required for participation in approved training, other assigned activity, or employment, for applicants or recipients, including but not limited to: clothing: uniforms, work clothing, specialty items, equipment: specialty tools or equipment licensing: licensing or testing fees All requests are evaluated on a case-by-case basis as to the relevance to obtaining or retaining employment. Evaluation criteria include: alternative sources of funding or service; whether other resources are exhausted; estimates from one or more providers of service or material; whether the requested item/service is required or optional; and whether the amount of the request is commensurate with the need. Written documentation from the work site or employer of the need for the required items must be submitted. Payment will be based on the lowest cost estimate. Payment may be issued directly to the jobseeker, who must submit proof that the funds were used to purchase the items authorized. If the district determines that the supportive service payment was not used for the intended purpose, a referral to investigate will be made. Alternatively, payment may be pre-arranged with and go directly to a vendor.

Strategies for Reducing the need for TA District’s strategies for reducing the need for TA are described below: The TA/Employment workers assess the need for items listed below to divert an individual from the need for ongoing assistance: •Car purchase and repairs through the contracted Employment Related Transportationn Service provider or DCDCFS - for individuals who are verified to be working and do not live and work within two miles of public transportation routes or timetable or need a car to perform the job function (i.e. – CNA). Individual applying for purchase of a car must work his/her scheduled hours for two full weeks prior to us purchasing the car. We will pay for alternate transportation for this time period if necessary. Car value must be at or below NADA average retail book value and the vehicle being purchased must be inspected by an independent certified mechanic. •Rent and security to allow an individual to locate near a verified job. •Bus passes, train fare, taxi fare for transportation to a job until first paycheck is received. •Child care to allow an individual to accept a verified job immediately •Tools or clothing to allow an individual to begin a verified job.

Described below are the district’s strategies for reducing the need for TA: Diversion payments may be made to meet a short term need in order to assist an individual to obtain or retain employment rather than opening an on-going Temporary Assistance case. All applications for diversion services will be interviewed and processed by the Eligibility Team. A request must be initiated by the individual indicating what services are needed. The eligibility worker investigates the availability of resources in the household (checking, savings, etc.) or if any outside resources are available (funding from another agency, family than can lend a hand, etc.). If any resources are available, the client will be responsible to access those resources first. If resources are available and the application is denied, a notice (LDSS 4002) "Action Taken on Your Request for Assistance to Meet an Immediate Need or a Special Allowance" is sent. If there are no available resources to meet the need, the client is advised to obtain documentation which may include estimates. When all required information is received, the worker evaluates the most cost effective means that will meet the client's needs. If a diversion payment is being made, the client may be required to write out a plan on how they will pay for future needs. The client is informed of the decision using client notice LDSS 4002.
