Project Performance Monitoring and Evaluation. 5. Within 3 months from the effective date of the framework financing agreement, MOHPS and RDA shall develop a Project Performance Monitoring System (PPMS) for the investment program. The PPMS shall monitor and evaluate the impacts, outcomes, outputs and activities in relation to the targets and milestones set for the investment program and projects under the investment program.
6. RDA shall provide ADB:
(a) within 45 days from the close of each quarter, with quarterly progress reports on the respective components of the project and the Investment Program. Such reports shall include information on progress made during the period of review pursuant to the preceding paragraph of this Schedule, a summary financial account for the project, changes, if any in the implementation schedule, problems or difficulties encountered and remedial actions taken, anticipated problems and the proposed remedial measures, and work to be undertaken in the following period; and
(b) a Project completion report within 3 months of completion of the project within 3 months of the completion of the Investment Program. These reports shall cover a detailed evaluation of the projects and the Investment Program respectively covering the design, costs, contractors and consultants’ performance, social and economic impact, economic rate of return, and other details as may be requested by ADB.
Project Performance Monitoring and Evaluation. The Borrower shall cause MOR and the Project Company to monitor and evaluate the Project impact through a Project performance monitoring system acceptable to ADB. The Borrower shall cause MOR and Project Company to establish baseline and target values for a set of indicators (disaggregated by gender and ethnic group) for evaluating Project performance, as agreed between the Borrower and ADB, and measure the Project indicators at the inception of Project, on its completion, and three (3) years thereafter.
Project Performance Monitoring and Evaluation. The Borrower shall ensure that in accordance with the Bank's Project Performance Management System Handbook, a short-list of verifiable performance indicators for monitoring and evaluation shall be prepared. Project Performance and Monitoring System (hereinafter called the PPMS) activities shall be conducted periodically to gather information through multiple sources, including the civil society groups/NGOs which shall carry out periodic monitoring/performance benchmarking of the water supply and wastewater service delivery and evaluation of the effectiveness of the new institutional framework, so as to determine whether the Project has rendered expected benefits to the intended beneficiaries. The PPMS shall also seek to detect any deficiency and/or discrepancy between the plan and the execution of the Project in using the resources efficiently so that timely corrections can be made to adjust the design of the Project.
Project Performance Monitoring and Evaluation. 27. Within three (3) months of the Effective Date, IPCC shall have established an Investment Program performance monitoring system (IPPMS) that shall be used to monitor and evaluate each project under the Facility, including the current Project. The IPPMS shall include:
(i) procedures and data collection and reporting; (ii) performance indicators for physical infrastructure, capacity development, and program management support; and (iii) target dates for reaching the performance indicators. Within six (6) months of the Effective Date each State, through its SIPMIU, shall have established baseline indicators for each target.
Project Performance Monitoring and Evaluation. The Borrower shall cause QMG to ensure that JCG, through the PMO, establishes and maintains a PPMS, which shall be designed to permit adequate flexibility to adopt remedial action regarding Project design, schedules, activities, and development impacts. The PPMS shall adopt the following agreed indicators: (a) physical progress of the implementation of the parts and subcomponents of the Project, as indicated in Schedule 1 to this Loan Agreement; (b) results of the capacity building program; (c) water quality and quantity improvements in the rivers and Shaohai Lake, Dagu River and Jiaozhou Bay; (d) improvement in biodiversity conservation in Shaohai Lake and Jiaozhou Bay; and (e) social development. At Project inception, the Borrower shall ensure that JCG, through the PMO, develops comprehensive PPMS procedures to systematically generate data on inputs and outputs of the Project activities, as well as the socioeconomic, health and environmental indicators to measure Project impacts.
Project Performance Monitoring and Evaluation. The Borrower shall cause MOR and the Project Company to monitor and evaluate the Project impact through a project performance monitoring system to be established, as agreed between the Borrower and ADB, to ensure that the Project facilities are managed efficiently, benefits are maximized and social impacts are monitored. The Borrower shall also cause MOR and the Project Company to establish baseline and target values for a set of indicators for evaluating Project performance, as agreed between the Borrower and ADB, and measure the Project indicators, and compare to the baseline values, at the inception of Project implementation, at completion of the Project and three years thereafter. Where relevant, indicators shall be disaggregated by gender and ethnic group.
Project Performance Monitoring and Evaluation. The Recipient, through SAWACO, shall ensure that the PMU will undertake systematic project performance monitoring and analysis throughout the life of the Project and integrate it with the existing management information systems. Initially, the monitoring system shall use social assessment and socioeconomic surveys as baseline data for subsequent performance monitoring, and shall establish pre-project social and economic living conditions for the direct project beneficiaries. A second survey shall be carried out on project completion and a third survey after a period of not less than 5 years after project completion. The baseline and impact surveys will include appropriate control areas and shall assess all interventions under the Project, including resettlement and other safeguard interventions that affect the livelihood of project beneficiaries. In addition, a set of indicators taken from benchmarking data, reflecting water tariffs, service coverage and access and operational improvement will be monitored.
Project Performance Monitoring and Evaluation. The Borrower shall cause VEC to ensure the implementation of a systematic Project performance monitoring and evaluation system for use throughout the Project period and thereafter as needed. Such systematic Project performance monitoring and evaluation system indicates: (a) the effectiveness of Project implementation activities, including (i) the precise nature, timeliness, cost and quality of physical infrastructure implemented in the Project, (ii) the integrity of resettlement and related programs, and (iii) the extent to which the programs as referred to in paragraph 14(e) above are implemented as planned, and their impacts; and (b) the effectiveness of the Project with regard to its anticipated effect on economic and social development relative to the baseline prior to its implementation as indicated by at least the following indicators: (i) per capita income in the Project area, (ii) level of cross-border trade at Moc Bai, (iii) passenger and freight vehicle operating costs and poverty rate on the Project expressway and between key locations, (iv) cost for freight and fare for passenger movement between selected locations that indicate the impact of the Project on the community, (v) traffic volume at selected locations and travel time between the selected locations; (vi) number of traffic accidents; and (vii) number of new small and medium businesses and employment of local people. The impacts of development on low income households resulting from improved road access shall receive particular attention with regard to consideration of the effectiveness of the Project.
Project Performance Monitoring and Evaluation. Within three months of the Effective Date, the Recipient, through the Project Executing Agency, shall finalize and adopt a project performance and monitoring system acceptable to ADB, based on indicators and procedures agreed between the Recipient and ADB. The Project Executing Agency shall: (a) monitor the indicators according to the agreed framework on a quarterly basis to determine the efficiency and effectiveness of the Project; and (b) provide to ADB monitoring reports from the commencement of project implementation until completion.
Project Performance Monitoring and Evaluation. The Borrower shall oversee project performance and submit quarterly reports to the Committee and ADB. To assess impact and outcome, the Borrower shall collect information on the use of health facilities including for indigent, women and children. All Qualified Subprojects shall require baseline and end-of-project health services surveys to assess services improvement in terms of use, quality, affordability, and patient satisfaction. Surveys shall be conducted jointly with subproject feasibility studies prior to investment. In addition, the Borrower, as guided by the Committee and ADB, shall conduct selective qualitative studies to obtain the views of stakeholders on the services and related matters.
