Project Performance Monitoring and Evaluation. 27. Within three (3) months of the Effective Date, IPCC shall have established an Investment Program performance monitoring system (IPPMS) that shall be used to monitor and evaluate each project under the Facility, including the current Project. The IPPMS shall include:
Project Performance Monitoring and Evaluation. 9. The Borrower shall cause MOR to (i) monitor and evaluate the Project impact through a Project performance monitoring system acceptable to ADB, (ii) establish baseline and target values for a set of indicators for evaluating Project performance, as agreed between the Borrower and ADB, and (iii) measure, and report to ADB, the Project indicators at the inception of Project, on its completion, and three years thereafter. Project Performance Monitoring and Evaluation. 5. Within 3 months from the effective date of the framework financing agreement, MOHPS and RDA shall develop a Project Performance Monitoring System (PPMS) for the investment program. The PPMS shall monitor and evaluate the impacts, outcomes, outputs and activities in relation to the targets and milestones set for the investment program and projects under the investment program.
Project Performance Monitoring and Evaluation. 7. The Borrower shall ensure that in accordance with the Bank's Project Performance Management System Handbook, a short-list of verifiable performance indicators for monitoring and evaluation shall be prepared. Project Performance and Monitoring System (hereinafter called the PPMS) activities shall be conducted periodically to gather information through multiple sources, including the civil society groups/NGOs which shall carry out periodic monitoring/performance benchmarking of the water supply and wastewater service delivery and evaluation of the effectiveness of the new institutional framework, so as to determine whether the Project has rendered expected benefits to the intended beneficiaries. The PPMS shall also seek to detect any deficiency and/or discrepancy between the plan and the execution of the Project in using the resources efficiently so that timely corrections can be made to adjust the design of the Project.
Project Performance Monitoring and Evaluation. 16. The Borrower, through SAWACO, shall ensure that the PMU will undertake systematic project performance monitoring and analysis throughout the life of the Project and integrate it with the existing management information systems. Initially, the monitoring system shall use social assessment and socioeconomic surveys as baseline data for subsequent performance monitoring, and shall establish pre-project social and economic living conditions for the direct project beneficiaries. A second survey shall be carried out on project completion and a third survey after a period of not less than 5 years after project completion. The baseline and impact surveys will include appropriate control areas and shall assess all interventions under the Project, including resettlement and other safeguard interventions that affect the livelihood of project beneficiaries. In addition, a set of indicators taken from benchmarking data, reflecting water tariffs, service coverage and access and operational improvement will be monitored.
Project Performance Monitoring and Evaluation. 12. Within three months of the Effective Date, the Borrower, through the FD, shall finalize and adopt a project performance and monitoring system acceptable to ADB, based on indicators and procedures agreed between the Borrower and ADB. The FD, through IMED, shall: (a) monitor the indicators according to the agreed framework on a quarterly basis to determine the efficiency and effectiveness of the Project; (b) provide to ADB quarterly monitoring reports from the commencement of Project implementation until completion; and (c) use the baseline data already available in documented form and acceptable to ADB for Project performance monitoring.
Project Performance Monitoring and Evaluation. 23. The Borrower shall cause MOR and the Project Company to monitor and evaluate the Project impact through a project performance monitoring system to be established, as agreed between the Borrower and ADB, to ensure that the Project facilities are managed efficiently, benefits are maximized and social impacts are monitored. The Borrower shall also cause MOR and the Project Company to establish baseline and target values for a set of indicators for evaluating Project performance, as agreed between the Borrower and ADB, and measure the Project indicators, and compare to the baseline values, at the inception of Project implementation, at completion of the Project and three years thereafter. Where relevant, indicators shall be disaggregated by gender and ethnic group. Project Review
Project Performance Monitoring and Evaluation. 23. Viet Nam will cause VEC to ensure the implementation of a systematic Project performance monitoring and evaluation system for use throughout the Project period, and thereafter as needed, that indicates: (i) the effectiveness of Project implementation activities, including (a) the precise nature, timeliness, cost and quality of physical infrastructure implemented in the Project, (b) the integrity of resettlement and related programs, and (c) the extent to which the HIV, Illicit Drugs, and Human Trafficking Prevention Program is implemented as planned, and their impacts; and (ii) the effectiveness of the Project with regard to its anticipated effect on economic and social development relative to the baseline prior to its implementation as indicated by at least the following indicators: (a) per capita income in the Project area, (b) level of cross-border trade at Moc Bai, (c) passenger and freight vehicle operating costs and poverty rate on the Project expressway and between key locations, (d) cost for freight and fare for passenger movement between selected locations that indicate the impact of the Project on the community, (e) traffic volume at selected locations and travel time between the selected locations; (f) number of traffic accidents; and (g) number of new small and medium businesses and employment of local people. The impacts of development on low income households resulting from improved road access will receive particular attention with regard to consideration of the effectiveness of the Project.
Project Performance Monitoring and Evaluation. 32. VEC shall establish a systematic Project performance monitoring and analysis system for use throughout the Project period.
Project Performance Monitoring and Evaluation. 10. The Recipient shall ensure that a comprehensive program for PPME, acceptable to ADB, is carried out by the PCU during Project implementation. Such a PPME program shall aim to: (a) examine the Project’s technical performance; (b) evaluate the delivery of the planned facilities; (c) assess the achievement of the Project’s objectives; and (d) measure the Project’s social, economic, financial, and institutional impacts. The PIUs shall be responsible for carrying out the PPME activities, including pre-Project and post-Project physical and socioeconomic surveys, data collection and analysis. Each PIU shall establish a PPME baseline based on the pre-Project surveys and data. Annual PPME reports shall be prepared by each PIU, and consolidated by the PCU for submission to ADB. The Recipient shall cause an external monitor to undertake independent monitoring and evaluation of social, resettlement and environment activities, and the relevant costs shall be met from the resources made available for the Project. MPWT shall cause the PCU to submit a detailed PPME implementation plan, for ADB’s review and concurrence, within 6 months from the Effective Date.
