Promotion to Captain. The position shall be awarded to the most senior individual who 185 has achieved: a) a rating of “satisfactory” or above on their most recent performance 186 evaluation, and b) a passing score of 70% or above on the Wisconsin Certified Fire 187 Officer I exam, and c) a rating of “satisfactory” or above in the “assumption of duties” 188 category of their last performance review. The written examination will be waived if a 189 candidate has worked at least 1000 hours as a Captain or higher from January 1, 1989 190 until the date of the posting. Out of grade work shall be documented by the officer in 191 charge of the house at which the work was performed. 192 6.5 In no case shall the rights and/or powers of management to promote or to transfer be 193 exercised in an unreasonable, arbitrary or discriminatory manner. This shall include 194 management’s approach to the performance evaluations. In cases where there is 195 disagreement between an employee and a rater regarding the final evaluation, the 196 employee shall have recourse to the grievance procedure. In grievance arbitrations 197 involving performance evaluation, the arbitrator shall be charged with determining only 198 whether the rater employed the agreed upon evaluation process appropriately.
Promotion to Captain. 20.12.1 To be promoted to Captain, a candidate must have obtained a total average xxxx of 70%. In obtaining the said minimum 70% overall average, the candidate shall also obtain a minimum of 70% on the written exam, 70% on the oral exam and 70% on the practical exam.
20.12.2 When a vacancy occurs in the rank of Captain in the Fire Fighting Division:
a. If there is a current promotional list (i.e., a list which has not been posted for more than twelve (12) months) in effect, the position will be filled by promoting the next person on the list.
b. If there is no current promotional list in effect, all employees who have five (5) years service or more as qualified Acting Captains as of the date of the vacancy shall be eligible to sit for the Captaincy promotion examination to fill the vacancy.
Promotion to Captain. (a) When there is a vacancy for a Captain, promotion will be via the seniority number within the eligibility pool, having met the requirements of 2.3(b) above.
(b) A member can be appointed as an acting Captain until completion of their requirements. If a member appointed to such acting position is unsuccessful in completing their requirements, the appointment of acting Captain will be rescinded and they will exit the pool. The next senior person in the Captain’s Eligibility Pool will be appointed as an acting Captain (if they have not completed their requirements) or promoted to fill the vacant position.
Promotion to Captain. Promotion to Captain shall be given to the candidate with the highest Peterborough Fire Service seniority and who has received a successful passing xxxx on the Captains exam.
Promotion to Captain. The VILLAGE's Board of Fire and Police Commissioners shall retain authority to administer the promotion eligibility of Lieutenants for the rank of Captain, and nothing in this Agreement shall be construed to limit or abrogate such authority of the Board, except that the exercise of such authority shall be strictly consistent with the requirements of this section, other provisions of this Agreement and the Act, 50 ILCS 742, et.seq.
a) Employees become eligible to participate in the promotional process following one year of uninterrupted sworn experience on the Northbrook Fire Department as a Lieutenant. Employees wishing to participate in the promotional process to Captain must have Fire Officer II certification (provisional), or a Bachelor Degree in Fire Science Management, or National Incident Management System (NIMS) 300 and 400 certification. No applicant for promotion shall be required or requested to submit to a polygraph examination, a psychological test or a test by means of any chemical substance. Upon request, an employee shall be entitled to review his written examination results in accordance with the Act. The method of grading or scoring the written examination shall also be subject to review provided such review shall be in conformance with the limitations established by contractual obligations the VILLAGE may have with a third party testing organization related to preserving the third party’s proprietary interest in preserving the security and/or confidentiality of the test questions and scoring key.
b) The placement of eligible candidates on a Captain promotional list shall be based on percentage points achieved by the candidate on each of the components listed below, with a minimum cumulative score of 70%. c) If there is no current promotion eligibility list, temporary promotion may be made to a vacant position for purposes of operational necessity for a period not to exceed sixty (60) calendar days, and provided that no employee shall receive a temporary promotion more than twice in a calendar year.
Promotion to Captain. 1) In the event of promotion from the rank of Lieutenant to the rank of Captain, the Employee will go to Step I of the Captain’s scale. This becomes the Employee’s new anniversary of promotion date.
2) On the Employee’s 1st anniversary of their promotion date, they move to Step X.
3) On the Employee’s 2nd anniversary of their promotion date, they move to Step K.
Promotion to Captain. 24:01 In order to qualify for the rank of Captain an applicant must:
a) Be available for Acting Captain as outlined in Article 24:02
(1) Those Employees coming from outside of Fire Suppression will be required to work in Fire Suppression for a ninety (90) day orientation period prior to being allowed to serve in Acting Captain position.
b) Have taken a written examination worth seventy-five percent (75%) of the total score and an oral examination worth twenty-five (25%) of the total score and have obtained a weighted average minimum of 70% on both such examinations. In addition, such person must have obtained a weighted minimum of seventy percent (70%) of the written, oral, and a performance appraisal given by the Captain and Fire Chief or designate.
c) Have successfully completed a twelve (12) month trial period; and
d) After the twelve (12) month trial period achieve a minimum of seventy percent (70%) on a performance appraisal given by the Captain and Fire Chief or designate.
(1) Once a person qualifies according to 24:01(2) above, those qualified Employees must accept temporary promotions to the rank of Acting Captain. Only temporary exemptions may be approved by the Fire Chief or designate. The Fire Chief or designate has the authority to limit the number of exemptions.
(2) The only exemption to 26:02
(1) is when a letter is submitted relinquishing the Captain qualification. In order to be reinstated on the Acting Captain list the Employee must re- qualify through 26:01 (2).
(3) Time spent in permanent Acting Captain positions will be credited for probationary purposes as follows: when a six (6) month block of Acting is completed, it will be counted as six (6) months of a probationary period. Acting blocks of less than six (6) months will not be counted.
24:03 An Association representative at the same or higher level as the person being tested may be present as an observer during the written examinations and oral and practical components. The observer shall have no active role in the process and his/her absence shall not delay any examination or component.
Promotion to Captain. Promotions to the rank of Captain shall be made by the Chief of Department only from the ranks of the Department’s Lieutenants based on the Chief’s evaluation of the officers’ seniority, time in grade, experience, ability, leadership capacity, attitude, job knowledge and general overall qualifications. As stipulated above, consideration shall include interviews by the Chief, and any of his/her designees, In the event a Captain position becomes vacant, the Day Officer/Captain would have the first right of refusal for the Captain position.
Promotion to Captain. 1) An employee holding the rank of Driver to be eligible to be examined for promotion to the position of Captain must have served as of January 1 of the year the test is given at least seven (7) continuous years as a firefighter, firefighter/Paramedic and/or Driver on the Kansas City, Kansas Fire Department, one (1) year of which must have been served as a Driver. Employees shall not be eligible to test until they attain the requisite time in grade.
2) Each candidate for promotion to the position of Captain must:
a) Take a written examination prepared in compliance with all Federal Equal Opportunity Standards. The examination shall test the candidate's suitability for the position of Captain. A Candidate shall be credited with an additional 1%, for each continuous completed year of service as a Kansas City, Kansas Firefighter, Firefighter /MICT or Driver, commencing with completion of his 20th year of service (1% per year for years 20-24). These seniority points will result in a 1% increase to the written test score for every seniority point given up to a 5% increase in the written score. The total percentages for all components may not exceed 100%.
b) Be interviewed by a panel consisting of three fire fighting personnel of the rank of Battalion Chief or above, from outside the
