Promotional Examination. POINT SYSTEM
1) A minimum of one hundred (100) points shall be allocated to the written examination with the exact number of points specified in the notice of any examination. A grade of 70% must be obtained on any written promotional examination in order to proceed further in the promotional process, except as provided by Section (D)(6) of this Article.
2) One (1) point for each full year of service on the Middletown Fire Department shall be awarded.
3) Twenty (20) points shall be allocated to the career enrichment credit portion Points shall be allocated in the following manner and shall be granted prior to the written exam: Fire Science Degree M.S. 5 B.S. 4 A.S. 3 If no candidate has a M.S. then B.S. 5 If no candidate has a B.S. then A.S. 5 If no candidate has any degree, then points assigned on per credit basis 3 Performance (Chief's points) 5 Promotional Board to be made up of three (3) 3 non-interested firefighters chosen by Local 1933 Fire Safety, Suppression and Investigation, Rescue and Emergency Medical instruction from an approved agency.

4) No points shall be allotted for veterans preference credit.
Promotional Examination. An examination for promotion to a class in the competitive service in which participation is limited to current employees with permanent status and/or to former permanent or probationary employees who are on current mandatory reemployment lists of layoff. PROVISIONAL: A career employee who is temporarily serving in a higher level or unclassified position as a temporary assignment, pending examination, classification, or in the absence of the permanent incumbent. RECLASSIFICATION: Reallocation of a position from one classification to another classification based upon consideration of the kind and level of assigned duties and responsibilities.
Promotional Examination. Every employee in the classified service shall be permitted to be absent from his/her duties during working hours in order to take any examination for which he/she is qualified in the District without deduction of pay or other penalty, provided that he/she gives notice to his/her immediate supervisor.
Promotional Examination. In cases of promotional vacancies in the classification of Police Sergeant:
A. The examination shall be promotional if there exists three (3) or more such regular employees who meet the City's minimum qualifying standard and who apply by the time the filing deadline for such vacancy.
B. In the event that there are not sufficient candidates as expressed above and the City decides not to hold a promotional exam, the examination will be given on an open/promotional basis. Employees currently employed in the Department shall receive service points as provided by this Agreement.
Promotional Examination. Employees shall be granted administrative leave, when possible, to participate in promotional examinations and promotional interviews for positions within the department. Approval will be by the facility head at the work location, following a determination that adequate staff is maintained at the work site. Appropriate travel time, occurring during normal work hours, may be considered administrative leave.
Promotional Examination. A competitive examination for a particular class restricted to persons who hold regular status with the City.
Promotional Examination. Employees shall be granted administrative leave on days other than the Employee’s regular days off to participate in promotional examinations and interviews with sufficient prior notice to their supervisor. Authority for approval of such leave shall lie with the appropriate supervisory or administrative staff, following a determination that adequate staff is maintained at the work site. Appropriate travel time, occurring during normal work hours, will be considered in granting administrative leave.
Promotional Examination. 1. Vacant positions in the rank of Captain shall be filled from an eligibility list created by a promotional procedure consisting of a written examination and an assessment center. Placement on a final eligibility list will be based on the total points scored on the written examination and the assessment center process, along with the points awarded for service time and education as set forth in the Chart 2 below. All college credits and degrees must be from an accredited college or university. Chart 2: One point for each year of service in rank immediately below Captain = up to 10 Maximum total 100 points Various exercises Bachelor’s Degree = 2 Master’s Degree = 3 * The maximum number of points an applicant can receive is 213 (if an assessment is included).
2. A study list study list must be posted for at least 90 calendar days prior to written examination being given. Officers must meet all eligibility requirements to apply for the exam process. Officers will have until until 10 5 business days, excluding weekends and holidays, before the date and time of the written examination from the date the list is posted, to apply for the promotion process.
3. The written examination will have a total point value of 100 points. The written examination must have between 50 and 100 questions. The exam questions may different styles of test questions as long as all answers to questions can be scored objectively. The written exam may contain questions from the Department’s mandatory management class that is required for promotion. Candidates must obtain a passing score on the written examination (without any service or educational points added) in order to proceed to the assessment center portion of a promotional process.
Promotional Examination. An examination for a particular classification admission to the examination being limited to regular and probationary employees in the competitive service who meet qualification for the classification.
Promotional Examination. A. Promotional examinations are to be conducted regularly during the Spring of each odd numbered year for all promotional grades. The promotional list arrived at after such examinations shall become effective on the 1St day of July in the year in which said examinations were conducted for a two (2) year period. Under no circumstances are said lists to be extended beyond the effective two (2) year period, but, in lieu thereof, new examinations will be conducted as called for herein.
B. The written portion of the promotional examination shall be conducted by an independent testing agency mutually agreed upon by the Chief and the Executive Board of the Union. Such agency shall devise, administer, and score the written examination.
C. The oral portion of the promotional examination shall be conducted by a Board of Officers holding a rank at least one (1) rank above that rank which is the subject of the promotional examination. Such officers shall be selected by the Chief from police departments located at least twenty (20) miles from the nearest boundary of the City.
D. The oral portion of the promotional examinations shall be monitored by an officer of the Police Department holding the rank of Captain or above.
E. No Member shall be eligible to take the examination for Sergeant unless he/she has, at the time such examination is given, at least five (5) years of continuous service in the Police Department as a Patrol Officer.
F. No Member shall be eligible to take the examination for Lieutenant unless he/she has, at the time such examination is given, at least seven (7) years of continuous service in the Police Department and holds the rank of Sergeant.
G. No Member shall be eligible to take the examination for Captain unless he/she has, at the time such examination is given, at least ten (10) years of continuous service in the Police Department and holds the rank of Lieutenant.
H. All examinations under this Article shall be composed of two (2) phases, i.e., written and oral.
I. The written phase of the examination shall be seventy percent (70%) of the final score and the oral phase shall be thirty percent (30%) of the final score.
