Proposer Qualifications. Provide a description and background summary of the Prime Proposer’s consulting firm(s) The summary must include corporate qualifications, commitment, strength, and technical capabilities to fulfill all services specified and required to accomplish the work successfully. Proposer must clearly demonstrate that the Prime Proposer meet all the minimum qualification requirements outlined in Section 4, Minimum Qualifications. Reference Audits‌ Provide a description of the three (3) most recent Green-e® Energy Certification audits for entities in the state of California previously managed by the Prime Proposer within the last ten (10) years, which must be of the type and scope of services specified in this RFP. Of the three reference audits described, the proposers must demonstrate that they have completed at least one exemplaryGreen-e® Energy Annual Process Audit that shows the Proposer’s competency. Further, proposer must demonstration completion of an Auditor Training Session with Green-e® Climate staff. Proposers may not selectively choose audits. Rather, Proposers must submit audit descriptions for the most recent audits that are relevant to the services requested in this RFP. Failure to submit the most recent, relevant audits may result in the SFPUC deeming the proposal non-responsive and/or deducting points. If a Proposer responding to this RFP identifies an SFPUC audit as a qualifying audit reference, and the identified audit complies with RFP reference requirements and was subject to the SFPUC’s Consultant Performance Evaluation (CPE) process (see Appendix I), then SFPUC staff may forward either the most recent annual CPE or the final CPE for the audit, as appropriate, to the Technical Panel. Each audit description must include the following information: • Audit name; • Audit scope summary; • Audit start and completion dates; • Audit costs (prime consulting fee and total project cost); • Proposer’s role and responsibilities in the project; • Proposer’s performance on delivering the project on schedule and on budget; • Proposer staff members who worked on the project; and • Client name, reference, and contact information. Failure to submit the most recent projects may result in the SFPUC deeming the proposal non-responsive and/or deducting points from the evaluation process. If a Proposer identifies an SFPUC project as a qualifying project reference, and the identified project complies with RFP reference requirements and was subject to the SFPUC’s Consultant Performance Evaluation (CPE) procedure (included as Appendix J), then SFPUC staff may forward either the most recent annual CPE or the final CPE for the project, as appropriate, to the Technical Panel. Proposer Qualifications. (This should be placed in the "First Section" of proposal (ref. instruction in Section-A, subsection 27)) Proposals shall be considered only from those organizations having resources necessary to provide required products to HGAC members. In that regard, Proposer shall furnish, at a minimum, the information requested below. Any involvement of affiliations and partnerships should also be addressed.

A Proposer may not selectively pick projects. Rather, Proposer must submit description of projects for the most recent projects that are relevant to the services requested in this RFP. Failure to submit the most recent, relevant projects may be considered non-responsive and result in the loss of points. (See Appendix M for CSPE Language) Project descriptions shall be limited to one (1) page for each project. The description shall include: - Project scope summary; - Proposer’s role and responsibilities in the project; - Proposer staff members who worked on the project; - Client name, reference and telephone numbers; - Dates when the project was performed; - Project costs; and - Proposer’s performance on delivering the project on schedule and on budget.
