REQUIREMENTS AND TASKS. Contractor shall, through the LGC CivicSpark Fellow Program, provide to the City a Fellow who will organize and conduct a series of stakeholder workshops around key elements of the program for specific audiences (elected officials and businesses), and provide educational opportunities through on-site tours and seminars and outreach at local events (e.g. farmers markets, community group meetings, etc). The stakeholder workshops will provide detailed information on the program activities, how they relate to key policy goals and requirements (e.g. City’s Climate Action Plan, Municipal Energy Strategy, CA AB 802, etc.), and guidance on how to implement similar efforts. The on- site seminars and tours as well as the outreach at local events will provide a more general way for community members – particularly residents – to learn more about policy goals; access city, utility, and state energy programs; and respond to City requirements such as the municipal energy disclosure and conservation ordinance. The City plans to share these results more widely through LGC’s statewide network of local governments.
REQUIREMENTS AND TASKS. Financial Audit. A financial audit shall be conducted pursuant to the requirements set forth in California Government Code section 53398.66(j)(1). Audits shall meet required standards as revised by Generally Accepted Audit Standards (GAAS) guidelines and Generally Accepted Governmental Auditing Standards (GAGAS), as issued by the Comptroller General of the United States. to:
1.1. Express an opinion on the Authority’s compliance requirements of the laws, regulations, contracts and grants applicable to the Enhanced Infrastructure Financing District;
1.2. Provide an accompanying schedule of findings, recommendations and questioned costs, if any.
REQUIREMENTS AND TASKS. Under the general direction of the City, Contractor shall perform and report Tasks 1 through 15 below:

The Consultant would be engaged by the District to produce a Fiscal Consultant Report (FCR) that would be made available as an addendum to the Preliminary and Final Official Statements to prospective investors, which would include the following information: • An overview of the District’s ability to receive tax increment under applicable law and local actions; and • A description of District property in terms of land use and assessed values of the District; and • Applicable Financing Plan limits that are imposed within the District; and • An overview of established or pending financial obligations of the District if applicable; and • A description of top taxpayers within the Districts; and • A summary of historical and outstanding property tax appeals; and • As needed by request of the District, an investigation of new development or transfers of ownership that are existing, but not yet reflected on the assessor roll; and • Applicable tax rates and historical allocations of tax revenues of the District; and • A revenue projection for the life of the District Bonds, both on a no-growth in Assessed Value basis, and based on State inflationary rate for ad valorem taxes; and • Any other information specific to the District as may be requested by the Financing Team that is deemed necessary for appropriate disclosure in such FCR that can be responsibly reported. The Consultant, at direction of the Financing Team, would do the following: • Prepare drafts of the FCR for their review; and • Participate in Financing Team meetings; and • Review documents that pertain to the FCR, including tables and summary information included in the Official Statements; and • Participate in presentations to applicable rating agencies or credit analysts (e.g., credit enhancers) as requested; and • Execute certificate regarding the firm’s qualifications, tax increment projections, and other information as may be required of Disclosure or Underwriter’s Counsel (limited by standard disclaimers or exceptions).
REQUIREMENTS AND TASKS. Consultant is to provide the following services within the timeframes described below. Serve as an advisor to the DSD Executive Team and Accela Project Manager to help with formulating a plan for launching Accela for ministerial permitting and other tasks as needed. Services will include virtual 60 to 90-minute meetings weekly and calls for the following:
1. Familiarization with the project
2. Review punch list(s)
3. Provide ideas to reduce further customization to reduce further delays
4. Provide User Acceptance Testing feedback about the system
5. Discuss customer roll out expectations
6. Review customer help center needs
7. Discuss training materials for employees 8. Provide experience, tips, best management practices 9. Review other items as needed for feedback

1. Engage individuals and families not yet working with a Coordinated Entry System (CES) Partner Agency, with a primary focus on unsheltered families and individuals in encampments.
2. Coordinate, integrate, and leverage resources to maximize impact of services for individuals who are experiencing homelessness.
3. Conduct regular and frequent visits to encampments located on and around transportation throughways and other areas as required, which are known to have persons experiencing homelessness.
4. Maintain up-to-date contact information and areas frequented for each person.
5. Provide communication to unsheltered clients about changes in homeless services policies and/or changes in physical location of services such as food, water, hygiene facilities, regular healthcare, and behavioral health resources.
6. Provide health and hygiene interventions: Recommend that all clients wear masks any time they are around other people, noting exceptions such as young children under age 2, anyone who has trouble breathing, or is unconscious, incapacitated, or otherwise unable to remove the mask without assistance.
7. Provide clients with hygiene materials including items such as hand sanitizer, soap, shampoo, cleansing wipes, socks, blankets, non-perishable snacks, bottled water, sunscreen, gloves, toothbrush, toothpaste, and other items depending on client needs.
8. Discourage clients from spending time in crowded places or gathering in large groups, for example at locations where food, water, or hygiene supplies are being distributed.
9. If it is not possible for clients and staff to avoid crowded places, encourage spreading out (at least 6 feet between people) to the extent possible.
10. Encourage proper waste disposal to prevent spread of disease and minimize risk.
11. Provide linkages to homeless services, housing, medical, mental health, and substance use treatment, including provision of medication-assisted therapies.
