Specialized Assignments. The following specialized assignments/needs include, but are not limited to: a) Population Management b) Training c) Special Functions d) Booking and Records e) Transportation f) Transition from Jail to Community (TJC) During the term of this agreement, nothing contained herein shall preclude Sheriff’s management from adding or eliminating Specialized Assignments. In addition, specialized assignments may be augmented by other staff as needed and as determined by the Sheriff based on operational needs. Furthermore, permanent staffing allocations for existing specialty assignments may be increased as determined by the Sheriff based on operational needs. Finally, the Sheriff may create new specialized assignments for new or existing staffing allocations, but no new specialty assignment will be established for the sole purpose of circumventing the seniority shift selection process contained in this article.

Specialized Assignments. JCO's will be assigned to specialized assignments at the discretion of the Probation Department (see No. 3 above). JCO's will be allowed to submit a request for a specialized assignment prior to the commencement of the annual work shift sign-up process. All JCO's that submit a request for a specialized assignment will be interviewed.
Specialized Assignments. Currently there are no specialized assignments for SJCO’s. a. As a part of a formal disciplinary action; or b. In order to ensure the safe and efficient operation of the Institutions and its program; or c. In order to achieve proper gender balance within programs. Nothing contained herein shall preclude Probation Department Management from adding or eliminating Specialized Assignments. However, additional specialized assignments will not be established for the sole purpose of circumventing the seniority work shift selection process as set forth herein.
Specialized Assignments. Whenever it is determined that a reduction of employees in specialized assignments (including TADs) may occur because of lack of work or funds, the following order of reduction will apply: Employees with less than three (3) years in the unit, will be removed based upon Department seniority as set out in Article 19 – Seniority. If further reductions are necessary after all employees with less than three (3) years in the unit have been removed, employees with three (3) or more years in the unit will be removed based upon Department seniority as set out in Article 19 – Seniority. The name of the employee who has been removed from a specialized assignment under this provision shall be placed on a re-assignment list which takes precedence over the existing transfer list. When moving employees back into the specialized assignment from this list, employees will be called back to the assignments in inverse order during the life of the existing transfer list. If no active list exists, or if an active list expires, then employees removed under this provision will be required to test for the position.

Members will have an opportunity to express interest in a special skills position prior to it being filled, and a competitive selection process will be used. Specialized Assignments. 1. The Department of Public Safety may provide specialized assignments for purposes of covering non-patrol operational needs as well as providing avenues for professional development. Specialized assignments shall include, but not be limited to, the following: a. Detective b. Crime Prevention Officer c. Communication Coordinator /Lead CCO’s d. Community Engagement Officer e. Fleet Equipment f. K-9 Handler 2. Whenever the Department determines that it will fill a specialized assignment it shall make an agency-wide announcement. 3. The announcement shall include a detailed description of the duties and responsibilities of the assignment as well as its shift. 4. Service in specialized assignments shall be year to year. For those officers serving in specialized assignments as of the date of the execution of this Agreement, the yearly term shall be July 1 to June 30. 5. Either the Department or the officer may terminate a specialized assignment at the conclusion of each year for any reason with thirty (30) days written notice. If neither party terminates a specialized assignment, it shall be automatically renewed for an additional year. 6. In addition, the first six (6) months of an officer’s service in a particular specialized assignment shall be considered a trial period in such assignment. During this initial six (6) month trial period, the Department may terminate an officer’s specialized assignment for any reason. Following the completion of the trial period, the Vice President for Campus Safety may also terminate an officer’s specialized assignment mid-term for failure to meet his/her job expectations; such decisions shall not be arbitrary, capricious and/or unreasonable. 7. Any employee serving in a specialized assignment shall receive a $1.25 per hour premium when actually performing said duty. Detectives shall receive a $1.75/ hour premium when actually performing said duty. 8. The "Field Training Officer" will receive a $5.00 /hour premium when actually performing said duty and one (1) hour of compensatory time for every four (4) or more hours worked for each eight (8) hour shift worked as a Field Training Officer. 9. An officer must submit a letter of interest to the Vice President for Campus Safety if he/she wishes to be considered for a particular specialized assignment. 10. A Sergeant must submit a letter of interest to the Chief if they wish to be considered for a particular specialized assignment. The filling of a special assignment shall be based upon education, training, initiative, experience and seniority. 4. Any Sergeant serving in a specialized assignment shall receive a $1.25 per hour premium when performing said duty. Any Sergeant serving as the “Field Training Officer” will receive a $4.50 /hour premium when actually performing said duty and one (1) hour of compensatory time for every eight (8) hour shift worked as a Field Training Officer. Detective Sergeant’s shall receive a $1.75/ hour premium when actually performing said duty. 5. Only a Sergeant who has completed their initial six (6) month probationary period shall be eligible to serve in a specialized assignment, unless he/she is the only Sergeant who submits a letter of interest to the Chief for such assignment. 6. Upon termination of a specialized assignment a Sergeant shall be returned to their pre-specialized assignment shift.
