Switching Limits. A. Changing Switching Limits Where CSXT considers it advisable to change existing switching limits where yard crews are employed, it shall give notice in writing to the appropriate General Chairman of such intention, whereupon CSXT and the appropriate General Chairman shall, within thirty (30) days, endeavor to negotiate an understanding. In the event CSXT and the General Chairman cannot agree on the matter, the dispute shall be submitted to the Disputes Resolution Committee for resolution prior to submitting to arbitration as provided for in the Railway Labor Act, as amended, within sixty (60) days following date of the Disputes Resolution Committee ruling. The decision of the Arbitration Board shall be made within 30 days following a hearing. The award of the Board shall be final and binding on the parties and shall become effective thereafter upon seven (7) days' notice by CSXT.
Switching Limits. 103.1 The necessity of changing or re-establishing recognized switching limits, in order to render switching services required because of extension of industrial activities or territorial extension of facilities, must be recognized.
Switching Limits. (a) Where an individual carrier not now having the right to change existing switching limits where yard crews are employed, considers it advisable to change the same, it shall give notice in writing to the General Chairman or General Chairmen of such intention, specifying the changes it proposes and the conditions, if any, it proposes shall apply in event of such change. The Carrier and the General Chairman or General Chairmen shall, within 30 days, endeavor to negotiate an understanding. In the event the Carrier and the General Chairman or General Chairmen cannot so agree on the matter, the dispute shall be submitted to arbitration as provided for in the Railway Labor Act, as amended, within sixty days following the date of the last conference. The Carrier shall designate the exact questions or conditions it desires to submit to arbitration and the General Chairman or General Chairmen shall designate the exact questions or conditions such General Chairman or General Chairmen desire to submit to arbitration. Such questions or conditions shall constitute the questions to be submitted to arbitration. The decision of the Arbitration Board will be made within 30 days after the Board is created, unless the parties agree at anytime upon an extension of this period. The award of the Board shall be final and binding on the parties and shall become effective thereafter upon 7 days notice by the Carrier. (b) This rule shall in no way affect the changing of yard or switching limits at points where no yard crews are employed. (Article II of National Agreement dated May 13, 1971.)

Switching Limits. The necessity of changing or re-establishing recognized switching limits in order to render switching services required because of extension of industrial activities and/or territorial extension of facilities must be recognized. Switching limits will be designated by general notice at all points where yard engines are assigned and will only be changed by negotiation between the proper Officer of the Railway and the General Chairman. The concurrence of the General Chairman will not be withheld when it can be shown that changes are necessitated by industrial activities and/or territorial extension of facilities. Switching Limits. Present switching limits will be designated by general notice at all points where yard engines are assigned, and will only be changed as necessitated by territorial extension of facilities. Copy of such notice will be forwarded to the General Chairman. Work Outside Switching Limits Locomotive engineers called to perform yard service within switching limits shall not be used in road service when road engineers are available except in cases of emergency. Locomotive engineers used in road service under conditions just referred to, shall be paid a minimum of hour, in addition to the regular yard pay, and without any deduction therefrom for the time consumed in road service. does not apply to locomotive engineers in yard service who are requiredto assist trains out of the yard beyond the switching limits. In order to provide timely transportation service, yard crews may be us within a distance of miles outside the established switching limits, to a maximum of miles where the first siding extends to within miles. Yard crews used outside of established switching limits in such circumstances during their tour of duty shall be compensated on a continuous time basis at yard rates and conditions. The application of this paragraph shall in no way have the effect of abolishing road switcher assignments. Yard crews used in excess of the miles outlined in sub-paragraph (a) will be governed by the provisions of paragraphs and of this article. ARTICLE
