Bid and Construction Phase Services. Upon completion of final design services, the County will determine an advertisement and bid opening schedule. All administrative project manual documents (cover page, Notice to Bidders, etc.) will be prepared by the County and provided to the design consultant in PDF format. The Design Consultant will prepare a single project manual file in PDF format, consisting of: • Administrative documents • The bid form (prepared by the design consultant) • A sealed specification table of contents • Applicable specifications and documents The Design Consultant will prepare a single file in PDF format for the entire drawing set. Except for the cover sheet, which contains approval signature(s), all drawings may be printed directly to Adobe Acrobat format with electronic seal and signature. The Design Consultant will prepare compact discs, each with one project manual file and one drawing file. Of these, two discs will be provided to the County's Project Manager, and 25 compact discs (or as directed by Fort Bend County) will be delivered to the County Purchasing Agent for advertising. Printed documents are not required. The Design Consultant will attend a pre-bid meeting at the County Purchasing Office. It is not necessary to prepare for the meeting, other than to be able to briefly describe the project. The Purchasing Agent will forward bidder questions to the Design Consultant. Answers to questions, as well as any other required changes, will be included in an addendum, prepared by the Design Consultant, if necessary. The Purchasing Agent will distribute the addendum. After the bid, the County’s Project Manager will prepare a bid tabulation and provide a copy to the design consultant for filing. The Design Consultant will attend a pre-construction meeting with the County, Project Manager, general contractor, and construction materials testing contractor. Prior to the meeting, the Project Manager will inform the Design Consultant of how many drawing and project manual sets are required, and the Design Consultant will provide these documents at the pre-construction meeting. The Design Consultant will be responsible for reviewing contractor submittals and responding to Requests for Information. ▇▇▇▇▇ visits and progress meetings will not be required unless requested by the County. Bid and Construction Phase Services. 1. Assist the City, as required, in advertising for bids.
2. Prepare copies of bid plans and documents for distribution to bidders. Provide the City with one set of Final Plans and Bidding Documents for their use. Engineer will establish a value for the bid sets and recoup the cost directly from the bidders. Distribute bid documents to Civcast. Maintain a list of plan holders.
3. Answer any questions during bidding, prepare and distribute addenda, if necessary.
4. Assist the City in opening and Tabulation of the bids and deliver tabulation to the City within seven days of bid opening.
5. Evaluate the two low bidders. Prepare a Letter of Recommendation to the City for award of the construction contract and assist the City in conducting a pre-construction conference.
6. Prior to the construction, FMI will re-establish in the field the horizontal and vertical control for use by the contractors during construction of the project.
7. Following the award of the contract and the issuance of the notice to proceed, FMI will provide limited construction administration (CA) and construction observation services for the project, as we understand City staff will perform primary CA and inspection duties with City Staff. Based on an estimated 18-month construction schedule, we will perform the following activities as a part of our limited Construction administration/observation duties: An FMI designated representative will meet with the City inspector and superintendent of the Contractor and Subcontractors on a monthly basis, if needed, to discuss the work, submittals, schedule, and any other issues that need to be discussed. FMI in consultation with the City Staff and Inspector will review monthly pay requests submitted by the contractor At the request of the City, FMI will prepare the paperwork for change orders to the contract and deliver the change orders to the City for their approval. FMI will review contractor submittals as required by the construction contract documents.
