Evaluation of Classroom Teachers. A. As used in this section, “certificated classroom teacher” and “teacher” mean a certificated employee who provides academically-focused instruction to students and holds one or more of the certificates pursuant to WAC 181-79A-140(1) through (3) and (6)(a) through (e) and (g). All certificated staff including counselors and academic coaches fall under these guidelines.
B. It shall be the responsibility of a principal or his or her designee to evaluate (unless a conflict of interest) all classroom teachers in his or her school.
1. During each school year all classroom teachers shall be observed for the purposes of evaluation at least twice in the performance of their assigned duties.
2. Total observation time for each teacher for each school year shall be not less than sixty minutes.
3. A teacher on provisional status as defined in RCW 28A.405.220 shall be observed at least three times in the performance of his or her duties and the total observation time for the school year shall not be less than ninety minutes. Provisional employees shall be subject to the provisions of RCW 28A.405.220 and will not be entitled to probation prior to nonrenewal.
4. Following each observation, or series of observations, the principal or other evaluator shall promptly document the results of the observation in writing, and shall provide the teacher with a copy thereof within five days after such report is prepared.
5. New teachers shall be observed at least three times for a total observation time of ninety minutes during the first ninety calendar days of their employment period. An additional three observations will be conducted for a total observation time of ninety minutes before the final evaluation. (6 observations and 2 evaluations totaling 180 minutes).
Evaluation of Classroom Teachers. The Board agrees to ensure that its classroom teachers will be evaluated with respect to their professional duties and responsibilities at least once every three

The District will measure student growth for 20% of the evaluation in the manner it did for the 2023- 2024 school year.
B. A Probationary Classroom Teacher cannot challenge any aspect of the negotiated evaluation process, including observations, the IDP, the mid-year performance review or their assigned rating.

All other employees (e.g., ESAs, Counselors, TOSAs, Instructional Coaches, Athletic Directors and CTE Directors) shall be evaluated using the evaluation model described in Article III, Section 13. The District and Association shall meet to negotiate as needed upon the request of either party regarding the evaluation system placement of any new positions or positions in which the placement is unclear.

A classroom Teacher will be evaluated pursuant to the Tekonsha Community Schools performance evaluation system attached to this Appendix consistent with Revised School Code Section 1249 and the Teachers’ Tenure Act. The District will measure student growth for 20% of the evaluation.
2. Teachers in the Developing or Needing Support categories require an Individual Development Plan (IDP) with mid-year progress report and a mentor must be assigned.
3. Observations must be at least 15 minutes in length and require written feedback within 15 calendar days of an observation. There will be two (2) observations per school year, both scheduled with the teacher. Pre and post meetings will be scheduled for each observation. Observations must be sixty (60) days apart.
4. Provide effective teachers triennial evaluations.
5. Provide written feedback on evaluation. If written feedback is not provided, the teacher shall be deemed effective.
6. All evaluators must be trained every three (3) years in the evaluation tool.
7. All evaluations must be completed before the end of the school year.
