FIRST RESPONDER. Qualified employees may be required to be on call during specific off hours. While on call, employees will be expected to carry an electronic communications device, be ready to respond, meet all legal requirements to be fit for duty, be able to arrive at the location of the emergency in one (1) hour or less, accept all overtime opportunities, and may be required to take a Company vehicle home. This employee will be the first contacted for overtime emergencies, except that calls of a specialized nature will continue to be assigned to the appropriate employee and employees designated as "outlying" will continue to be called first for problems in their respective territory. Calls to the First Responder will be attempted by phone first, then by electronic communications device. First Responders will normally be expected to handle all trouble calls associated with their department (Gas or electric). When a First Responder encounters a situation that requires additional help, it will be provided. Opportunities to be the first responder will be offered according to the standardized callout list in effect at that time. Employees who refuse the first responder opportunity will be charged for all hours worked by the employee who accepts. If no employees accept the first responder opportunity, the least senior qualified employee will be required to accept. The next time no one accepts, the next least senior employee will be required to accept. This process will continue, as needed, until all qualified employees have been required to accept and then begin again. The First Responder will be called if regularly scheduled employee(s) on duty are insufficient to handle the situation. The period of on call and compensation will be as follows: ▪ 3:00 p.m. Friday through 7:00 a.m. Monday (6 hours at 1 ½ times their normal rate of pay in addition to the amount of overtime they actually work while on call). If a holiday is observed on a Monday, the period of coverage shall end at 3:00 p.m. on Monday. For areas that do not have Emergency Troubleman 24 hour coverage, the Company may elect to have a First Responder on call as follows: ▪ 3:00 p.m. Monday through 7:00 a.m. Friday (2 hour at 1 ½ times their normal rate of pay each day, with a maximum of 8 hours, in addition to the amount of overtime they actually work while on call) If a holiday is observed on a Friday, the period of coverage shall end at 3:00 p.m. on Friday. FIRST RESPONDER i. There shall be a general call for volunteers for these programs at the discretion of the Chief, and if called, the list will be published and maintained for a two (2) year period. First Class Fire Fighter and above will be selected on a seniority basis, except if an individual has been acting as a Lieutenant for twenty-five percent (25%) or more of active duty undertaken in the previous calendar year, he or she will not be eligible for selection. FIRST RESPONDER. Every active member of the Department must become, at a minimum, a Certified First Responder by successfully completing the initial First Responder certification training program offered or sponsored by the Muncie Fire Department that takes place after the member’s conditional appointment to the Department. Failure to do so may result in disciplinary action, up to and including termination. Exceptions to this requirement will be granted only if the member is on an approved leave of absence when the initial training program is offered or if the Merit Commission grants special exception by majority vote for good cause shown. All active members must maintain, at a minimum, First Responder certification during their employment with the Department. The Department will either offer or sponsor training opportunities each year to assist members in maintaining such certification.
FIRST RESPONDER. The College shall offer an annual stipend of $500 for employees who volunteer to serve as a First Responder at TC3 based upon the needs of the College. The stipends shall be paid to an employee who is appointed as a First Responder and serves as a First Responder for a period of 12 months. Payment of this stipend shall be made upon submission of a voucher to the Human Resources Department for payment. Applications to be a First Responder must be submitted to the Office of Public Safety on a form to be provided by the College. The College reserves the right to limit the number of employees who will be named First Responders for TC3. The College will offer First Responder and certification classes on campus without cost to the employee, or loss of leave accruals. The College also agrees to reimburse individuals for completion of First Responder training outside the College upon approval of the Human Resources Administrator. Employees who have access to training without cost from another source shall seek training from that source first. Any employee who volunteers and receives compensation as described above, will serve as a First Responder for the length of time their certification is valid. Re-certification will then be required to continue as a First Responder when initial certification is no longer valid.
FIRST RESPONDER. Regional Public Safety Telecommunicators maintaining certification as First Responders shall be paid a stipend of $300.00 annually for the term of this Agreement. This will be paid semi-annually in the following months of December and June.

FIRST RESPONDER. The City shall provide emergent medical first responder services. Under the terms of this agreement, emergent medical “First Responders” are persons that have been trained in a medical first responder course, having the proper certification from the appropriate regulatory authority where the person is based. First Responders are considered to be, at a minimum, trained at or below the level of an Emergency Medical Technician. Persons serving as first responders under this agreement shall have completed basic training that emphasizes first arrival and initial assessment care in accordance with the necessary equipment and manpower as may be available to the City for said first responder services. The City shall allow only those individual First Responders which have received initial training that meets or exceed the minimum American Heart Association standards for the use of an Automatic External Defibrillator. The City shall ensure that all persons serving as first responders receive annual reviews and demonstrate their knowledge of local protocol governing the use of Automatic External Defibrillators.
FIRST RESPONDER. Any employee hired before July 1, 2000 who did not successfully complete Medical Response Technician (MRT) training will be exempted from this requirement. All employees hired on or after July 1, 2000 shall be required to successfully complete MRT training prior to completion of their initial Fire Department Academy recruit training period. All employees who currently have MRT Certification and all new employees will be required to maintain such certification for the duration of their employment. The City may institute EMS transport service; however, the impact of said decision to institute EMS transport services shall be negotiated by the City and the Union prior to implementation.
FIRST RESPONDER. Emergency Medical Services (EMS) (Parties agree that this clause is not applicable to ACFOs during the life of this agreement) 12.7.1 Employees who both elect to make themselves available to undertake First Responder – EMS Training and also to perform First Responder – EMS duties (on completion of such training) whenever required, will be paid an allowance of $1.19 per hour for each and all hours worked. 12.7.2 Employees who provide the employer with their undertaking in writing after 1 January 1997, will be paid from the date of the written advice. 12.7.3 Employees who complete First Responder – EMS training and who are subsequently required by the employer to participate in a trial of First Responder – EMS will be paid for the duration of the trial, an allowance of $0.58 per hour for each and all hours worked in addition to the allowance specified in 12.7.1. 12.7.4 If the employer determines to implement First Responder – EMS after the completion of the trial, all employees who have made the election referred to in 12.7.1 shall continue to receive the allowance specified in 12.7.1 and shall be entitled to be paid such further payment for the performance of First Responder – EMS duties as may be determined and the parties shall have liberty to apply, in relation to such performance and/or payment. 12.7.5 The allowances specified in 12.7.1 and 12.7.3: (a) Are not all purpose payments and will not apply for the purpose of shift loadings, superannuation or sick, annual, or long, service leave. 12.7.5 (b) Will be paid in lieu of any existing first aid allowance.
