School Council. 4-2.01 The members of the teaching personnel of each school shall participate in the pedagogical and disciplinary administration of the school through the formation and operation of a School Council. Decision-making shall be the exclusive responsibility of the school administration unless Clause 4-1.04 applies.
4-2.02 The School Council shall be elected in each school no later than September 30th of each school year and shall meet at least once a month between September and June inclusive.
4-2.03 The School Council may be dissolved during the school year only by a majority vote of the members of the school’s teaching personnel.
4-2.04 The School Council shall be composed of members of the teaching personnel elected by their colleagues by secret ballot for the school year, and shall include the Union delegate. The number of the elected School Council members shall not be greater than eight (8) nor fewer than three (3).
4-2.05 The principal of the school, the vice-principal(s) of the school, or the persons named by the School Board to fill the function of school principal and vice-principal(s), shall be, by right, members of the School Council; however, the vice-principals shall be non-voting members of the School Council. Such persons, for the purpose contemplated by this clause, shall not be individuals covered by the Collective Agreement. If the principal is unable to attend, s/he may, on occasion, be represented by a vice-principal of the school.
4-2.06 If a member of the School Council resigns, the chairperson shall convene a meeting of the teaching staff within fifteen (15) calendar days to determine whether or not that member shall be replaced. If that person is replaced, s/he shall be elected by secret ballot.
4-2.07 The School Council must be consulted by the school administration on the manner of applying decisions of a pedagogical and disciplinary nature emanating from the School Board and those which the School Board may receive for implementation from the Comité de Gestion de la Taxe Scolaire de l’Ile de Montreal, Ministѐre de l’education et l’enseignment superiѐre (MEES) or its agents. In addition it must be consulted prior to any decision being made by the school administration that would establish or modify the pedagogical or disciplinary organization of the school.

School Council a) There shall be a school council of a minimum of three (3) teachers in each school/centre, elected by the teachers by secret ballot. The school council shall ensure teacher involvement in the development and implementation of pedagogical policies and practices, as well as rules of conduct and safety measures and practices at the school/centre. It shall ensure teacher liaison with the governing board.1 The teacher involvement can be promoted by meeting with the entire teaching staff instead of or in addition to the school council. In order to avoid the unnecessary duplication of meetings, when legislation obliges other staff to also be involved in the development or implementation of an issue, and where the majority of teachers agree, other staff may be invited to participate in school council and/or general teaching staff meetings.
b) The school council shall inform all teachers of the school/centre of its decisions by distributing draft minutes of its meetings to each teacher within seven (7) working days from the date of the meeting and may report to them on its deliberations at staff meetings or at meetings called for this purpose. To this end, the school/centre administration shall provide secretarial assistance in the typing and distribution of minutes. A copy of the official school council minutes shall be sent to the President of the union, the Director of Human Resources, and the appropriate Sector Director.
c) School council meetings may be held during the school day provided that they do not interrupt the continuity of the pupils’ instructional time.

Every school in the district has a School Council composed of two parents, two teachers, one education support professional and the principal. School Council meetings are open to the public. Notices of meetings are posted in the office and in the principal newsletter. Minutes of the meetings are also available. Desert Springs Preparatory follows a positive behavior model that teaches, models, and reinforces appropriate behaviors. Students learn to be SAFE, ORGANIZED, ACCOUNTABLE, and RESPECTFUL in all areas of the school. Students earn SOAR cards for following these expectations. These cards are turned into the office. Once a week, cards are drawn and students are recognized. Students also choose prizes. Our staff makes recommendations to the Principal after careful thought, taking into consideration such factors as balance of boys and girls, heterogeneous grouping, balance in class size, and student academic and behavioral needs. We believe in creating a group dynamic that allows all children to exceed to their own potentials. Students are placed in the spring of each year for the following school year. Parents may elect to provide the school with information that would aid in the selection of a successful classroom environment for their student. A registered nurse is assigned to each school on a full time basis. It is important that you notify the nurse if your child has epilepsy, asthma, heart disease, diabetes, vision or hearing problems, allergies, a physical or mental disability, or other health needs.

6.1. As required by the School Act and related regulations, the FMCS Alternative Program shall establish a School Council each school year. The School Council may be a sub-committee of the Society Executive.
