The 'Step One - Immediate Supervisor' clause establishes the initial stage of a grievance or dispute resolution process, requiring that concerns be first presented to the employee's direct supervisor. Typically, this means that an employee must formally communicate their issue to their immediate manager, who is then responsible for addressing or attempting to resolve the matter within a specified timeframe. This clause ensures that problems are addressed at the lowest possible level, promoting efficient resolution and minimizing escalation to higher management or formal proceedings.
Step One - Immediate Supervisor. An employee shall inform the immediate supervisor of the grievance in writing on the standard grievance form. If an employee expressly requests a discussion with the immediate supervisor concerning the written grievance, such discussion shall take place within seven (7) days after filing the grievance unless the time is mutually extended. The discussion with the immediate supervisor shall be held with one of the following:
A. The employee accompanied by a Union representative;
B. The Union representative alone if the employee so requests;
C. The employee alone on their behalf. Within ten (10) workdays after the grievance is filed or the discussion meeting concludes, whichever is later, the immediate supervisor shall state their decision, in writing, together with the supporting reasons, and shall furnish one (1) copy to the employee who filed the grievance, one (1) copy to the business agent, and one (1) copy to the Director, Labor Relations. Each step one decision shall be clearly identified as a “step one decision.”
Step One - Immediate Supervisor. An employee having a grievance will first attempt to resolve it with the employee’s immediate supervisor. Such attempt at resolution shall be made by the grievant within seven (7) calendar days of the occurrence of the incident or knowledge of the occurrence that gave rise to the grievance. Within seven (7) calendar days after meeting with the grievant, the supervisor shall submit to the grievant a written response to the grievance. If the grievant is not satisfied with the written response the grievant may pursue the grievance to Step Two.

Step One - Immediate Supervisor. 1. Any Employee having a possible grievance shall discuss the matter informally with his/her immediate supervisor, with a Union Representative present, if requested. If the matter is not resolved, it may be moved to Step 2 (B‐2).
2. The Union may submit a grievance, in writing, to the immediate supervisor or Director, stating the remedy or correction requested, plus the facts upon which the grievance is based and the alleged contract violation. The Employee and the Union shall sign the grievance.
3. The immediate supervisor or Director shall have five (5) work days from the date of receipt to respond to the grievance. If the grievance is not resolved or there is no written response from the immediate supervisor or Director within five (5) work days from receipt of the grievance, it may be moved to Step Two.
Step One - Immediate Supervisor a. The employee will arrange to meet with their immediate supervisor and have a discussion meeting on the grievance and attempt to reach a resolution. The employee may request that an Association Representative be present at this meeting.
b. The Association, if they are considering filing a grievance on behalf of an employee, employees or the Association, will make an effort to meet with the immediate supervisor and have a discussion meeting on the grievance and attempt to reach a resolution.

If a solution to the grievance, satisfactory to the employee and the immediate supervisor, is not accomplished by informal discussion, the grievant shall have the right to consult with, and be assisted by, a representative of the grievant’s own choice in this and all succeeding steps of the Grievance Procedure. If the grievant desires to pursue the grievance further, the grievant, or the grievant’s representative, shall fourteen (14) calendar days of the informal discussion with immediate supervisor, submit the grievance in writing to his/her immediate supervisor with copies to parties specified in the City’s official Grievance Form. The immediate supervisor shall, within five working days of receipt of the written grievance, respond in writing to the grievance with his/her decision and specifying his/her reasons for concurring with or denying the grievance.

If the employee chooses to formally pursue his/her grievance after he/she has met with his/her supervisor as required in Subsection D of this Procedure, he/she shall present the written grievance to his/her immediate supervisor within the time limit specified in Subsection C of this Procedure. The written grievance shall be submitted on the District form and shall specify each Article, Section, and/or Subsection of the Memorandum of Understanding that is alleged to have been violated by the District and shall specify dates, times, places, and persons, and other facts necessary to a clear understanding of the matter being grieved. In cases of disciplinary action, the written grievance shall state as a ground(s) for the appeal that the disciplinary action is inaccurate, unduly severe, and/or unfair, and set forth the facts supporting such ground(s). The grievance shall also state the remedy sought. If the grieving employee fails to provide the required information, or state a ground for challenging disciplinary action, the District may return the grievance to the employee and may refuse to process the grievance until the information is furnished. The Grievance Procedure time limits will not be extended for this purpose. However, the time limits may be extended by mutual agreement of the parties. The immediate supervisor shall return a copy of the written grievance to the employee with his/her answer thereto in writing within ten (10) days of receipt of the written grievance. If the grievance is not resolved at Step One, the employee may appeal the grievance to Step Two no later than ten (10) days from receipt of the supervisor’s answer.
