SUPPORT FOR BASIC AND UNSATISFACTORY PERFORMANCE. 1. When a teacher is judged below Proficient, the following conditions and provisions shall be offered to the employee in support of their professional development: Support Options May include: • Four (4) days of district funded release time to observe colleagues’ instruction • Additional/different certificated employee evaluator • A mentor • Voluntary structured support plan • In-service training • Required mentor (RCW 28A.405.140) • Be compensated at the curriculum rate of pay for any time that occurs outside the normal work day /year 2. In such cases that a teacher with more than five (5) years of experience receives a summative evaluation score below Proficient, the teacher must be formally observed before October 15th the following year. If the Formal Observation in that following year results in ongoing and specific performance concerns, a structured support plan will be mutually developed by the evaluator and teacher within five (5) days following the First Post-Observation Conference and will be completed prior to completion of the comprehensive evaluation.

The district shall support the professional development of the teacher. Any teacher whose performance is judged below proficient shall be provided the following conditions: a. The teacher’s class size will not exceed the limits established in this Agreement; b. The teacher shall be granted up to two (2) days of release time to observe colleagues’ instruction; c. The teacher may be granted an additional certificated employee evaluator; d. The teacher may be assigned only one (1) work location, i.e., one classroom; e. A mentor may be assigned if requested by the employee; f. The teacher may choose to transfer to another school with District approval; g. The teacher may choose to participate in a voluntary structured support plan; h. Additional supports may include, but are not limited to: university course work, peer coaching, reading material, and District or ESD staff development courses. The District will provide and pay for any required in-service training and any required mentor (RCW 28A.405.140). 3. In such cases that a teacher with more than five (5) years of experience receives a summative evaluation score below Proficient, the teacher must be formally observed before October 15th the following year. Prior to the end of the school year, the Association will be notified when any teacher is evaluated Basic or Unsatisfactory following completion of the teacher’s final evaluation. B. When any teacher is evaluated as Unsatisfactory or Basic the following conditions and provisions may be considered: i. The teacher’s class size limits as established in this Agreement; ii. The teacher may be granted up to four (4) days of district funded release time to observe colleagues’ instruction; iii. The teacher may request an additional/different certificated employee evaluator; iv. The teacher may be assigned only one (1) work location, i.e., one classroom; v. A mentor may be assigned; vi. The teacher may request to transfer to another school. The Superintendent may approve or deny this request. vii. The teacher may choose to participate in a voluntary structured support plan; viii. The District will pay for any required in-service training and any required mentor (RCW 28A.405.140). Additional supports may include, but are not limited to: university course work, peer coaching, reading material, and District or ESD staff development courses. ix. Any assigned district-approved support activities shall be compensated at the employee’s per diem rate of pay for any time that occurs outside the normal work day/year.

Any of these support activities shall be compensated at the employee’s per diem rate of pay for any time that occurs outside the normal work day /year. C. In such cases that a teacher with more than five (5) years of experience receives a summative evaluation score below Proficient, the teacher must be formally observed before October 15th the following year. If the 1st Formal Observation in that following year results in ongoing and specific performance concerns, a support plan for professional growth will be mutually developed by the evaluator and teacher within seven (7) days following the 1st First Post-Observation Conference.

In such cases that a teacher with more than five (5) years of experience receives a summative evaluation score below Proficient, the teacher must be formally observed before October 15th the following year. If the 1st Formal Observation in that following year results in ongoing and specific performance concerns a written support plan of professional growth will be mutually developed by the evaluator, and teacher, and with teacher consent of the Association.

Release time to observe colleagues’ instruction; B. A mentor; C. A voluntary structured support plan; D. Additional supports may include, but are not limited to: university course work, peer coaching, reading material, and District or ESD staff development courses. The District will provide and pay for any required in-service training and any required mentor (RCW 28A.405.140). E. Any District required hours worked outside the normal work day/year for the chosen support activities shall be compensated at the employee’s per diem rate of pay. Any required travel will be reimbursed at the current mileage rate. 3. In such cases when a teacher with more than five (5) years of experience receives a comprehensive evaluation rating below Proficient - 3, the teacher must be formally observed before October 15th the following year. If the First (1st) Formal Observation in that following year results in ongoing and specific performance concerns, a structured support plan will be mutually developed by the evaluator and teacher within five (5) days following the First (1st) Post-Observation Conference and will be completed prior to completion of the comprehensive evaluation. The Association will be notified that a support plan is being developed.

In the event that a teacher receives an overall rating of basic or unsatisfactory on his/her evaluation, a specific plan for improvement shall be mutually prepared with the employee and a copy sent to the YEA President, unless the employee does not wish to have the Association notified. That plan shall include the following: 1. Precise definition of the issue(s) in terms of instructional deficiency as related to the evaluation criteria. 2. A prescription of remediation which spells out what behaviors are expected, how success is to be observed and determined, and time expectations so the employee can reach an acceptable level of performance. 3. A prescription for assistance prepared by the administrator which spells out courses of action whereby the employee shall be assisted, counseled, or mentored to help improve the performance to an acceptable level. The employee shall identify resources needed to reach expectations. B. In such cases that a teacher with more than five (5) years of experience receives a summative evaluation score below Proficient, the teacher must be formally observed before October 15th the following year. If the 1st Formal Observation in that following year results in ongoing and specific performance concerns, the prior plan for improvement will be reviewed and adjusted as needed. The evaluator shall continue to work with the employee to develop satisfactory performance prior to completion of the comprehensive evaluation.
