Provisional Teachers. A. Provisional teachers are those who are within their first three years of employment with the District, except for those who have at least two years of certificated employment with another school district in the state of Washington. Those with such experience shall be provisional only during their first year of employment with the District. B. All Provisional teachers are subject to non-renewal of employment contract pursuant to RCW 28A.405.220. C. All Provisional teachers in the third year of provisional status shall be observed at least three times in the performance of his or her duties and the total observation time for the school year shall not be less than (90) ninety minutes. D. Provisional teachers who are new to the profession and whose performance is determined to be Proficient (Level 3) or Distinguished (Level 4) by the end of their second year of employment in the District may be removed from provisional status by the Superintendent. E. The Principal or his or her designee shall make at least one (1) observation for a total observation time of at least thirty (30) minutes within the first ninety (90) calendar days of employment of all teachers in their first year of employment with the District. F. The District shall notify the Association President if, a provisional employee is performing at an unsatisfactory level.
Provisional Teachers. This section applies to any person employed by a school district in a teaching or other nonsupervisory certificated position after June 25, 1976. This section provides the exclusive means for non-renewing the employment contract of a provisional employee and no other provision of law shall be applicable thereto, including, without limitation, RCW 28A.405.210 and chapter RCW 28A.645.

Provisional Teachers. Should a provisional teacher become full-time in his/her competency (three [3] or more periods in the area of competency), the provisional status will be removed from his/her record. The fact that the opening may be in the teacher’s present school or another school has no relevance. None of the provisional years of teaching in a field outside the teacher’s area of competency shall be counted toward competency in that subject area. A provisional teacher cannot be hired to fill a roster as long as an experienced teacher with competency in the major area remains unemployed. 4b. A constricted provisional teacher’s date of hire will determine his/her eligibility to bump into his/her competency or select a position in another school. If a constricted provisional teacher is placed in another school in the teacher’s area of competency, and the teacher’s original roster becomes available at the original school, the provisional status will be reinstated if the teacher returns to the original school. A provisional teacher has three (3) years in which to acquire competency in his/her provisional area. Should a teacher be hired provisionally after the opening of school, this three (3) year period shall be extended to the end of the semester in which he/she was hired. At the end of each school year, the teacher shall forward to the System a copy of the transcript indicating the number of credits successfully earned toward competency in the provisional area. This three (3) year requirement shall be extended by one (1) year during any school year in which there are COVID related issues. Provisional Teachers. 1. A Certified Provisional Teacher (CPT) is a person who has not yet been appointed, who holds a New York State provisional or permanent certificate, a New York City regular license or a New York City substitute license issued on or before June 30, 1969. CPT’s do not require annual renomination. 2. A Preparatory Provisional Teacher (PPT) is a person who has not yet completed all the requirements for New York State provisional certification, but who holds a New York State temporary license. Pursuant to Commissioner’s regulations, a PPT will be eligible for annual renomination for a state temporary license for a period of three years provided that for each year of service the PPT has been rated satisfactory and has shown progress toward state provisional certification. For any PPT who satisfies these condtions the Chancellor will seek state renomination. 3. Appointments and assignments to teaching positions shall be made in accordance with state education law, Commissioner’s regulations and applicable Board of Education regulations and provisions of this Agreement. Appointments shall be made from eligible lists of persons holding regular licenses. After all available persons with regular licenses have been appointed and where positions still remain vacant or arise during the course of the school term, certified provisional teachers shall have priority for any assignment. Where no certified provisional teacher is available for assignment, preparatory provisional teachers will be eligible for such assignment. Except in cases of emergency, any CPT or PPT employed to fill a full term or balance of term assignment will be retained for at least the duration of that term.‌‌‌‌‌
