Training and Technical Assistance Approach and Activities. In RI, training and technical assistance activities are directed at assessing and improving the overall delivery of weatherization services to income eligible households. Maximizing energy savings, minimizing production costs, improving program management, improving the technical skills of all weatherization workers (auditors and contractors), ensuring health and safety of weatherization workers and clients, and reducing the potential for waste, fraud and abuse are the overall goals of a comprehensive T&TA program. In 2021, RI plans to use the majority of its T&TA allocation to support the hiring of a "Training and Technical Assistance Coordinator". DHS plans to contract with CLEAResult, the lead vendor for RI's Income Eligible Services (IES) program, on this new initiative. The T&TA Coordinator will collaborate with DHS program and technical staff to create a customized training plan for RI WAP. The training will include a virtual component for classroom requirements. The plan will include, at a minimum, the following list of required trainings and any others as identified by DHS. l Energy Auditor Certification Training (BPI) l EPA Certified Renovator Training l Quality Control Inspector (QCI) Training (BPI) l Combustion Appliance Zone (CAZ) Refresher Training l Health and Safety training to include ASHRAE 62.2 2016, l Personal Protection Equipment and other health and safety trainings as identified by DHS l HEAT Training ­ New Users and Refresher Training The T&TA Coordinator will develop a system for tracking training effectiveness and will report monthly progress. Upon completion of the full plan the provider will deliver a comprehensive assessment report that details the overall impact of the WAP training for the State of RI. The report will include both qualitative and quantitative data reflective of improvements in network capacity and knowledge in each identified training area.

Training and Technical Assistance Approach and Activities. Recent advances in the field of building science underscore the need to upgrade the skills and equipment of the WAP Agency staff. Significant energy conservation opportunities exist which can only be addressed through instrumented building inspection techniques using furnace efficiency testing equipment, infiltration measurement devices, and under certain circumstances, infrared scanning equipment. Opportunities also exist to streamline and systematize weatherization program management functions through the introduction of computerized systems and electronic data transfer. Staff turnover and the occasional appointment of new WAP Agencies also dictate that a core curriculum be developed to orient newcomers to the basics of the weatherization program; its goals, methods, and philosophy, as well as the practical job skills required every day. The management of the weatherization program at the local level requires expertise in a wide array of areas including construction management, fiscal policy, client education, staff motivation, energy transfer theory, materials science, installation techniques, and related issues. In addition, WAP Agencies must operate their programs in accordance with a variety of governmental regulations and policies. New Jersey has determined through experience that regularly scheduled meetings of DCA staff, and the staff of the WAP Agencies, are essential to the optimum performance of the weatherization program. The dissemination of written information between these meetings reinforces their applicability to the program. The OLIEC proposes to continue its efforts in increasing the productivity, quality and scope of the weatherization program by offering workshops, and seminars targeting a wide range of subject areas. Training is mandatory for sub grantees unless a sub grantee can provide proof that training proposed has been undertaken prior to. Proof includes but not limited to registration confirmation and certificate of completion. Sub grantees are required to provide on an annual basis to provide updates on certifications obtained and training undertaken that is not sponsored or required by NJ WAP. Sub grantees failing to adhere to required training is subject to the Progressive Compliance as stated in Section V.8.3 Monitoring Activities of this State Plan.   • Training and Technical Assistance COALITION will notify PROVIDER of the availability of training, technical assistance, and other targeted assistance in support of the provision of quality VPK services. COALITION will offer technical assistance for providers on probation. The technical assistance will be designed to facilitate the development and implementation of an improvement plan. The technical assistance will be offered in a manner and schedule prescribed by the COALITION or school district.

  • Research, Science and Technology Cooperation 1. The aims of cooperation in research, science and technology, carried out in the mutual interest of the Parties and in compliance with their policies, will be: (a) to build on existing agreements already in place for cooperation on research, science and technology; (b) to encourage, where appropriate, government agencies, research institutions, universities, private companies and other research organizations in the Parties to conclude direct arrangements in support of cooperative activities, programs or projects within the framework of this Agreement, specially related to trade and commerce; and (c) to focus cooperative activities towards sectors where mutual and complementary interests exist, with special emphasis on information and communication technologies and software development to facilitate trade between the Parties. 2.   • Peer Assistance and Review Program 1. MCEA and MCPS agree to jointly operate a Peer Assistance and Review (PAR) Program. The PAR Program is a mechanism for maintaining systemwide quality control and ensuring that all MCPS teachers responsible for teaching students are functioning at or above the high MCPS standards of performance. It provides intensive assistance for any teacher who has not yet achieved that standard or who falls below acceptable standards. Assistance and review are provided to both experienced MCPS teachers in need of significant improvement and teachers in their first year of teaching.

  • TRAINING AND EMPLOYEE DEVELOPMENT 9.1 The Employer and the Union recognize the value and benefit of education and training designed to enhance an employee’s ability to perform their job duties. Training and employee development opportunities will be provided to employees in accordance with college/district policies and available resources.
