Vacation Accrual Limits. An employee, who has worked three (3) years or less, may accrue up to two hundred and forty (240) hours of vacation. • An employee, who has worked fifteen (15) years or less, may accrue up to three hundred and twenty (320) hours of vacation. • Thereafter, an employee may accrue up to four hundred (400) hours of vacation.
Vacation Accrual Limits. Employees shall not be allowed to accrue vacation in excess of two times their annual vacation accrual rate. Once the maximum accumulation has occurred, vacation will cease to accrue until the employee’s vacation balance has fallen under their maximum vacation accrual amount.

Employees covered by this Agreement may exceed vacation accrual limits during a calendar year, however, the accrual limit ceiling of 360 hours will be imposed on December 31st of each year. If employees in this unit agree to participate in the ICMA VantageCare retiree medical program, the accrual limit shall be reduced to 320 hours. In December of each calendar year, the City will allow employees who have in excess of 320 hours of accrued vacation leave to convert forty (40) hours of vacation leave to sick leave.

Subject to the operating requirements of the City, employee’s accrual limit cannot exceed four hundred (400) hours of accrual. Any accrued vacation in excess of this amount will be forfeited on a pay-period basis. Upon separation, a maximum of two hundred forty (240) hours of vacation will be converted to pay; any amount in excess of two hundred forty (240) hours will be forfeited.

As of the end of the pay period including March 1 of each year, employees’ vacation leave balances shall be no greater than the maximum accrual caps indicated in the tables above. Hours earned during the pay period including March 1st are not included in the cap when looking at hours over the cap. All excess time must be taken before the end of the pay period including March 1. If an employee who is over the maximum vacation leave time has attempted but been unable to schedule time off prior to the end of the pay period that includes March 1, the Department will assign the employee to take off the next available date(s). Employees, who are unable to take scheduled vacation leave due to an illness or injury and who will exceed their maximum allowed vacation leave time, will be granted an exception for a sufficient period of time to allow for the leave to be taken.

Any employee who is unable or not permitted to use vacation during the Declaration of Emergency, and whose accrual consequently exceed maximum accruable hours during or in the first ninety (90) days following the termination of the Declaration of Emergency, shall have leave that would have exceeded the maximum accrual placed in a separate frozen leave bank, and shall not forfeit the leave so long as it is used within one (1) year of the termination of the Chair’s Declaration of Emergency.
