BEGINNING AND ENDING OF DAY. (a) A day for Operators will commence at the time that they are first required to report and so do at or after 12:01 A.M. and up to and including 12:00 Midnight of any calendar day. It is understood that Operators will have eight (8) or more hours of release from duty before commencing a new day. The spread of hours in a day for the purpose of computing the permissible spread of hours commences at the time an Operator first reports and continues until he/she completes his/her assignment in any given day. The spread of hours for the purpose of computing spread overtime commences at the time he/she first reports and continues until he/she complete his/her assignment in any given day with the exception that turn-in time is not included within the spread of hours.
(b) If, in the markup of an Extra Board, the Division Dispatcher errs and does not grant an Operator eight (8) or more hours release from duty before starting his/her new day, and does not notify the Operator before he/she reports for his/her new assignment, the Authority shall pay that Operator continuous time, at straight time rate of pay, from the time of his/her sign-off to the time of his/her sign-on the following day. If the Authority notified the Operator of the error in Board markup at least four (4) hours prior to the Operator's sign-on time the following day, the Operator will be given a new sign-on time and be paid a separate allowance of four (4) hours in addition to all other earnings that day.
(c) This rule only governs the determination of spread hours during which period a day's work is performed and which may include release periods for which Operators are not compensated under applicable rules.
(d) An Operator who works a night or owl run or special event assignment that commences prior to Midnight and continues into the following day, computes his/her spread from the time he/she first commences work until his/her completion of work on the following day, with the further provision that no Operator whose work continues into the following day may work after 10:00 A.M., on the following day until he/she had at least eight (8) hours release from duty.

BEGINNING AND ENDING OF DAY. (a) In all classes of service engineer's time will commence at time he is required to report for duty and shall continue until time he is relieved from duty. If another member of the crew makes out the time return, the engineer's time will not be ended before that employee goes off duty.
(b) If required to report for duty earlier than 80 minutes before the leaving time of his train, engineer will be paid for all such time in excess of the 30 minutes on the minute basis at the pro rata rate, except where road overtime, computed from the time required to report, produces a greater amount, it will be paid for at the road overtime rate. Note 1. "Leaving time," as mentioned in the foregoing, refers to the time set to depart and not to the time of actual departure.

The spread of hours for the purpose of computing spread overtime 15 commences at the time he/she first reports and continues until he/she complete 16 his/her assignment in any given day with the exception that turn-in time is not 17 included within the spread of hours. 19 (b) If, in the mark-up of an Extra Board, the Division Dispatcher errs and does not grant 20 an Operator eight (8) or more hours release from duty before starting his/her new 21 day, and does not notify the Operator before he/she reports for his/her new assign- 22 ment, the Authority shall pay that Operator continuous time, at straight time rate of 23 pay, from the time of his/her sign-off to the time of his/her sign-on the following day.
BEGINNING AND ENDING OF DAY. Time of employees shall start and end at designated assembling point. Designated assembling or starting point shall be interpreted as follows:
A. Employees in terminals or fixed headquarters shall have one designated assembly point (tool house) where they shall start and end their day’s work. When such employees are required to work away from their headquarters for one or more days, their assembly point shall be at the lodging facility.
B. For employees under the provisions of Rules 47 or 49, the assembly point shall be a location designated by the appropriate supervisor by the end of the previous day. If that point is in excess of thirty (30) highway miles from suitable, available lodging, then travel time and mileage to and from such lodging shall be allowed. The assembly point shall be accessible by automobile and have adequate off-highway parking. The adequate off-highway parking site must be of sufficient size to accommodate all the required number of vehicles completely off the highway, and the parking area and the access to the parking area should not subject employees’ vehicles to unreasonable risks of damage due to road or parking area conditions or to theft or of loss by other means or of becoming immobilized as the result of the road or parking surfaces. The Carrier is required to ensure, within the realm of reasonableness, that the employee’s vehicle is not subjected to conditions which would damage the vehicle or subject the employee to personal risk. GUIDELINES FOR WORK SITE REPORTING UNDER RULE 25 A and B At what specific locations would paid time commence and end in each of the following circumstances: Under Rule 25 A:
1. Employees who begin their tour of duty at their regular terminal or fixed headquarters and who are required to remain away therefrom one or more days (nights).

(A) In assigned road service where employes report for duty without being notified or called and it is desired on any day to defer the reporting time, advance notice shall be given not less than the usual advance calling time for reporting for duty at each terminal and in accordance with usual calling practices at such terminal. The employe shall be notified at such time when he is to report and only one such deferment may be made. In such cases, the time of the trip or tour of duty shall begin at the time the employe is required in accordance with said notice of change to report for duty and does so report. If not so notified, the reporting time shall be as provided in the assignment.
(B) Where einployes (conductors) are notified by call of time at which to report, existing rules or practices are not changed or affected by this rule.
(C) Where employes (trainmen) are called, existing rules or practices are not changed or affected by this rule. Effective August 1, 1951 — Trainmen Effective August 1, 1952 — Conductors (B) Conductors in through freight and local freight service shall have a designated point for going on duty and a designated point for going off duty. The point for going on and off duty at each terminal will be the same, except where operating conditions make this impracticable in which event the Carrier will discuss the matter with employe representatives with respect to any employe hardships before designating separate on—duty and off—duty points. (1) Bulletins advertising regular assignments for conductors and brakemen in all regularly assigned freight service, except assigned through freight service now being operated, will specify days per week the runs will be operated; the territory to be served by such assignments; the number of trips to be operated out of terminals; and the designated starting time of the assignments. Such crews will not be used in other service where other crews are available.
(2) The starting time designated in bulletins advertising regular assignments will not be changed by the Carrier without giving twenty—four hour advance notice to the crews.

It is not considered that such points will be confined to any definite number of feet, but the designations will indicate a definite and recognized location, such as the passenger station, yard office or roundhouse. The necessary forms should be made available by the Carrier. The Carrier may designate, by bulletin notice, 3 such points at a terminal and may change such designations by bulletin notice, but if additional points are desired, such additional points may be designated and changed only by agreement between the Superintendent and the Local Chairman.
(2) Engineers' compensated time will commence at the time they are required to report for duty, and shall continue until they arrive at the register room at the designated on- and off-duty point and shall thereupon cease, except as otherwise provided by Article 6. All advance call time rules are superseded, and the Carrier may designate the time for reporting for duty.
