CERTIFICATED EMPLOYEE EVALUATIONS. 7.1 It is understood and agreed to by the Association and the District that the primary objective in the evaluation of certificated employees is to provide assistance to said employees in the improvement of their professional skills, and that the evaluation procedures hereinafter described shall be carried out with the intent of meeting that objective.
CERTIFICATED EMPLOYEE EVALUATIONS. 17.1 Evaluation and assessment of the performance of each certificated employee shall be made on a continuing basis as follows: • Probationary personnel every year • Personnel with permanent status at least every other year. • Personnel with permanent status, who have been employed at least ten years with the school district and are highly qualified as defined in 20 U.S.C. Sec. 7801 (ESEA), and whose previous evaluation rated the employee as satisfactory may be evaluated every five years.

Professional skills/competencies necessary to the total teaching process shall be evaluated when identified as a concern by the administrator or employee. Anomalies, such as class size, intellectual abilities of the learners, availability of support personnel, the learning environment provided, and other pertinent factors, will be considered by the evaluator in the final assessment of the teacher's performance. Failure to reach agreement on the procedural aspects of the evaluation shall necessitate its submission to the Superintendent and an Association representative chosen by the unit member for review and determination. If the matter is not resolved, it shall be submitted to the grievance procedure, in Article 6000, for resolution. 16131 During the evaluation period, mitigating circumstances may arise which require modification of the evaluation parameter. The necessity for review of the evaluation criteria shall be determined by the unit member being evaluated and/or the evaluator and the determination of new evaluation elements shall be arrived at in accordance with Article 16000, Section 16150, with the waiver of time limitations. 16132 Each classroom evaluation shall be based upon at least one observation and shall be followed within seven (7) workdays by an evaluation conference in which the evaluator and the unit member shall review the observation and the substance of the evaluation. CERTIFICATED EMPLOYEE EVALUATIONS. A. Purpose Evaluations are conducted to maintain and improve the quality of education in the District. A fundamental premise for a successful evaluation program is the necessity for mutual respect and confidence to exist between the evaluator and those evaluated. The evaluation process in the District is designed to recognize and praise professional performance and to provide assistance and direction to improve instruction and student learning. Evaluation of certificated personnel is a continuing process. The process conforms to Education Code sections 44660-44665.
CERTIFICATED EMPLOYEE EVALUATIONS. 18.1 All parties within the Porterville Unified School District understand and agree that the principle objective of the teaching profession shall be to improve the quality of the educational process and to establish a positive learning environment that promotes opportunities for success for all students. A qualified, well-trained and highly motivated teaching staff is essential for the success of students. A comprehensive and collaborative evaluation process is a means for achieving that success. The Porterville Unified School District observation and evaluation process applies the California Standards for the Teaching Profession (CSTP), the content standards, and the requirements of Education Code Section 44662 as a means to assist all certificated employees, but especially less experienced professionals, in improving their professional skills.

Any grievances shall be limited to a claim that the following procedures have been violated.
