CERTIFICATED EMPLOYEE EVALUATIONS. A. The Employer accepts as a fundamental premise for a successful evaluation program the necessity for mutual respect and confidence to exist between the evaluator and those evaluated. B. The Employer shall evaluate and assess certificated instructional employee competency as it relates to: 1. The progress of pupils toward the standards established. 2. The instructional techniques and strategies used by the employee. 3. The employee's adherence to curricular objectives. 4. The establishment and maintenance of a suitable learning environment, within the scope of the employee's responsibilities. 5. Non-instructional duties. C. The Employer shall establish and define job responsibilities for those certificated non- instructional unit members.

CERTIFICATED EMPLOYEE EVALUATIONS. 7.1 It is understood and agreed to by the Association and the District that the primary objective in the evaluation of certificated employees is to provide assistance to said employees in the improvement of their professional skills, and that the evaluation procedures hereinafter described shall be carried out with the intent of meeting that objective.
CERTIFICATED EMPLOYEE EVALUATIONS. 17.1 Evaluation and assessment of the performance of each certificated employee shall be made on a continuing basis as follows: • Probationary personnel every year • Personnel with permanent status at least every other year. • Personnel with permanent status, who have been employed at least ten years with the school district and are highly qualified as defined in 20 U.S.C. Sec. 7801 (ESEA), and whose previous evaluation rated the employee as satisfactory may be evaluated every five years. 17.1.1 A probationary employee shall have three (3) observations each year: the first to be completed on or before the end of the first trimester; the second completed on or before February 15; and the final completed no later than thirty calendar days before the last day of the school year in which the evaluation takes place. 17.1.2 The annual evaluation for personnel with permanent status shall be preceded by at least one formal classroom observation, which will take place on or before March 15. 17.1.3 The evaluation and form utilized for evaluation shall be that which is in Appendix G of the contract
CERTIFICATED EMPLOYEE EVALUATIONS. ‌ 18.1 All parties within the Porterville Unified School District understand and agree that the principle objective of the teaching profession shall be to improve the quality of the educational process and to establish a positive learning environment that promotes opportunities for success for all students. A qualified, well-trained and highly motivated teaching staff is essential for the success of students. A comprehensive and collaborative evaluation process is a means for achieving that success. The Porterville Unified School District observation and evaluation process applies the California Standards for the Teaching Profession (CSTP), the content standards, and the requirements of Education Code Section 44662 as a means to assist all certificated employees, but especially less experienced professionals, in improving their professional skills.
CERTIFICATED EMPLOYEE EVALUATIONS. 6.1 The District retains responsibility for the evaluation and assessment of performance of each unit member, subject only to the following procedural requirements. Accordingly, no grievance arising under this Article shall challenge the content of the evaluation, nor shall it contest the judgment of the evaluator. Any grievances shall be limited to a claim that the following procedures have been violated. 6.2 It is agreed and understood that the provisions of this Article apply only to procedures for formal written periodic performance evaluations. District management reserves the right to observe employees in the performance of their duties, and to comment either in writing or orally. 6.3 Evaluation Procedures (a) Every probationary certificated employee shall be evaluated by the administration in writing at least once each school year. (b) Every permanent certificated employee shall be evaluated by the administration in writing at least every other year, or A Certificated employee and his/her evaluator may mutually agree that the employee will be evaluated only once every five (5) years if: ⮚ The certificated employee has permanent status ⮚ Has been employed by the school District for at least ten (10) years ⮚ Meets the Federal definition of highly qualified ⮚ Previous evaluations show that the employee has had an evaluation score of 39 points or higher. If either party wants to change the agreement, either may withdraw consent at any time. (c) No later than the end of the second school week of the year in which evaluation is to take place, the evaluator shall notify all employees who are to be evaluated. Prior to the commencement of the formal evaluation process, the evaluator and the certificated employee shall meet and discuss the elements upon which evaluation is to be based. A pre-evaluation form must be filled out by the employee to be evaluated. These elements shall be constrained by anomalies such as class size, intellectual abilities of the learners, availability of support personnel, the learning environment provided, and other pertinent factors; should there be an area of disagreement by the employee on an element of the evaluation, he/she shall have the right to file a written statement to that effect, which will be attached and filed with the employee's evaluation. CERTIFICATED EMPLOYEE EVALUATIONS. A. Purpose Evaluations are conducted to maintain and improve the quality of education in the District. A fundamental premise for a successful evaluation program is the necessity for mutual respect and confidence to exist between the evaluator and those evaluated. The evaluation process in the District is designed to recognize and praise professional performance and to provide assistance and direction to improve instruction and student learning. Evaluation of certificated personnel is a continuing process. The process conforms to Education Code sections 44660-44665.
CERTIFICATED EMPLOYEE EVALUATIONS. 2 A. When a unit member has received a rating of (1) –Unsatisfactory 3 or (2) – Needs Improvement on any of the Components of 4 Standards One-Five (1-5), the prime evaluator shall write 5 recommendations for improvement, as specific as possible, in the 6 Recommendations section(s) of the Evaluation Form. 7 B. When a unit member has received an evaluation with one (1) or 8 more Overall Standard Rating(s) of (1) – Unsatisfactory or (2) – 9 Needs Improvement, the prime evaluator and the unit member 10 shall jointly create an Instructional Improvement Plan on Form 11 A.2 to address the components identified as unsatisfactory or 12 needing improvement. A meeting to discuss components of the 13 Instructional Improvement Plan shall be held within five (5) days 14 of the evaluation conference, and the finalized plan shall be 15 signed and submitted to the Human Resources Division within 16 ten (10) days of the evaluation conference.
