COMMUTE TRIP REDUCTION AND PARKING. 24.1 The Employer will continue to encourage but not require employees to use alternate means of transportation to commute to and from work consistent with the Commute Trip Reduction (CTR) law and the needs of the college/district community.
24.2 The Employer and the Union recognize the value of compressed workweeks, flextime arrangements and telecommuting/telework.
24.3 Employees will continue to be eligible to park in designated college parking areas in accordance with Employer policies. The Employer may establish and charge parking fees, assess fines for violations of motor vehicle and parking regulations, order the removal of vehicles parked in violation of regulations at the expense of the violator, and seek collection of any unpaid fines. The Employer will maintain current practices regarding non-motorized vehicles.
24.4 In the event another college/district employee or group of college/district employees working at the same location, not covered by this Agreement, is permitted to purchase employee-parking permits at a lower rate, the lower rate will automatically be applied to employees covered by this Agreement at that location.

If the Employer elects to change the parking fees during the life of this Agreement, the process outlined in WAC 174-116 will be used to set the fees. The parties agree that alternatives to the implementation of higher parking fees will be an appropriate topic for bargaining, if the Union files a request for bargaining under the provisions of Article 37, Mandatory Subjects. Parking fund revenues will be used as set forth in WAC 174-116. Upon request, the Employer will provide parking fund information to the Union.
24.4 In the event another group of college employees, not covered by this Agreement, is permitted to purchase employee-parking permits at a lower rate, the lower rate will automatically be applied to employees covered by this Agreement.
24.5 The Employer will continue its current practice of offering pre-tax parking, bus passes and other commute trip reduction options via payroll deduction.
COMMUTE TRIP REDUCTION AND PARKING. 20.1 The Employer will continue to encourage but not require employees to use alternate means of transportation to commute to and from work consistent with the Commute Trip Reduction law and the needs of the college/district community. Additionally, the Employer agrees to offer low-cost alternative transportation where appropriate and feasible.
20.2 The Employer and the Union recognize the value of compressed workweeks, flextime arrangements, and telecommuting/telework.
20.3 The Employer agrees not to make any changes to current parking conditions for the term of this Agreement unless it first meets its collective bargaining obligation.

24.2 Agencies may provide commute trip reduction incentives consistent with agency policies and within available resources.
24.3 The Employer may approve telework agreements consistent with agency policy as well as business and customer service needs.
24.4 During the term of this Agreement, agency-administered parking rates charged to employees who work at facilities located off the Capitol Campus will not be increased from the facility parking rates in existence as of June 30, 2005.
24.5 The Department of Enterprise Services will manage parking on the Capitol Campus in accordance with RCW 46.08.172.
COMMUTE TRIP REDUCTION AND PARKING. 25.1 The College encourages but does not require employees to use alternate means of transportation to commute to and from work consistent with the Commute Trip Reduction (CTR) law and the needs of the College and the community.
25.2 The College may provide commute trip reduction incentives within available resources.
25.3 Employees will be eligible to park in designated college parking areas in accordance with the College’s policies. The College may establish and assess fines for violations of motor vehicle and parking regulations, order the removal of vehicles parked in violation of regulations at the expense of the violator, and seek collection of any unpaid fines.
25.4 Any changes to parking rates will be done in accordance with WAC 174-116. Parking fund revenues will be used as set forth in WAC 174-116. Upon written request, the College will provide parking fund information to the Union.

25.3 During the term of this Agreement, agency-administered parking rates charged to employees who work at facilities located off the Capitol Campus will not be increased from the facility parking rates in existence as of July 31, 2010.
25.4 The Department of Enterprise Services will manage parking on the Capitol Campus in accordance with RCW 46.08.172.
25.5 All Employees with King, Pierce or Snohomish County Duty Stations
A. All benefit eligible bargaining unit employees assigned to an official duty station in King, Pierce or Snohomish Counties will receive a card for travel on public transportation known as a “One Regional Card for All”, otherwise known as an ORCA Card. Specifically, travel for the 2019-21 contract will be fare-free access to the following services:
1. Unlimited rides on bus services provided by Community Transit, Xxxxxxx Transit, King County Metro Transit, Kitsap Transit, Xxxxxx Transit and Sound Transit;
2. Unlimited rail service on Sound Transit, Link light rail and Sounder commuter rail;
3. Unlimited Seattle Streetcar trips;

24.3 Employees will continue to be eligible to park in designated college parking areas in accordance with Employer policies. The Employer may establish and charge parking fees, assess fines for violations of motor vehicle and parking regulations, order the removal of vehicles parked in violation of regulations at the expense of the violator, and seek collection of any unpaid fines; provided that any collections actions will not be reported to any credit agency.
24.4 Except for moves initiated by an employee’s request, such as employee requested transfers or promotions, employees subject to a change of workstation, which reasonably requires a move to a different campus parking lot, will either be reimbursed for the cost of transferring
24.5 In the event another group of University employees, not covered by this Agreement, is permitted to purchase employee-parking permits at a lower rate, the lower rate will automatically be applied to employees covered by this Agreement at the University.
24.6 The Employer’s parking rates for bargaining unit members will be as provided in Appendix

The Employer may establish and charge parking fees, assess fines for violations of motor vehicle and parking regulations, order the removal of vehicles parked in violation of regulations at the expense of the violator, and seek collection of any unpaid fines.
24.4 Except for moves initiated by an employee’s request, such as employee requested transfers or promotions, employees subject to a change of workstation, which reasonably requires a move to a different campus parking lot, will either be reimbursed for the cost of transferring the employee’s parking permit to the new lot or the transfer fee will be paid directly by the department.
24.5 In the event another group of University employees, not covered by this Agreement, is permitted to purchase employee-parking permits at a lower rate, the lower rate will automatically be applied to employees covered by this Agreement at the University.
24.6 Night shift employees (i.e. custodians, steam plant engineers and librarians) whose shifts are majority outside of 7 am – 4:30 pm hours shall have the opportunity to purchase parking permits at half price. Parking is available in the C and 12A lots with no permit needed after 4:30 pm and on weekends. Parking lot 24G will not be enforced after 5 pm.
24.7 The University will continue to offer pretax parking, bus passes and other commute trip reduction options via payroll deduction.
COMMUTE TRIP REDUCTION AND PARKING. 22.1 The Employer will continue to encourage but not require employees to use alternate means of transportation to commute to and from work consistent with the Commute Trip Reduction (CTR) law and the needs of the Employer.
22.2 The Employer and the Union recognize the value of compressed workweeks, flextime arrangements and telecommuting/telework (see RCW 70.94.547, and Executive Order 16-07).
22.3 Employees will continue to be eligible to park in designated parking areas in accordance with Employer policies. The Employer may establish and charge parking fees, assess fines for violations of motor vehicle and parking regulations, order the removal of vehicles parked in violation of regulations at the expense of the violator. When the parking violation(s) has remained unpaid for sixty (60) days) after their final appeal process has been denied, and in lieu of taking collection action, the Employer may withhold from the employee’s wages the fees associated with the parking violation(s); provided that such withholdings will be lesser of the amount of the fees or fines owed or three (3%) percent of the employee’s disposable earnings in a pay period. During the term of this Agreement, the Employer will maintain an option for free parking during working hours, and will permit free parking in its lots between 4:30 p.m. and 7:30 a.m. Monday through Friday, and on weekends and holidays, unless otherwise posted.
22.4 The Employer’s parking rates for bargaining unit members will be as described below. During the term of this Agreement, the Employer will not increase the amount charged to bargaining unit employees for parking fees beyond the rates described below without first complying with its bargaining obligations under Article 34. FY 2019 7/1/18 FY 2020 7/1/2019 FY2021 7/1/2020 Staff/ Faculty 22.5 In the event another group of employees of the Employer, not covered by this Agreement, is permitted to purchase employee-parking permits at a lower rate, the lower rate will automatically be applied to employees covered by this Agreement.

24.4 The Appointing Authority or designee may approve modified schedules which further trip reduction goals.
