CONTEXT AND SCOPE. The Province and the VBE (individually, a "Party" and collectively, the "Parties") consider student safety to be a top priority, and have committed to reducing seismic risk to protect students through the Seismic Mitigation Program ("SMP") for schools. The primary objective of the SMP is to achieve a life-safety standard for schools by minimizing the probability of local structural collapse as a result of a seismic event. The purpose of this Memorandum of Understanding ("MOU") is to facilitate the establishment of a project office (the "VPO") to manage all of the VBE's SMP projects, to define the terms of reference for the VPO, the director (the "Director") and the steering committee (the "Steering Committee"), and to identify the respective roles and responsibilities of the VBE, the Province, the Steering Committee, the VPO and the Director. The Parties intend that the VBE will complete its SMP projects in an effective and efficient manner and within the parameters of the SMP. While the VPO is to be a part of the VBE, the intent is that the VPO will function with limited interaction with the day-to-day VBE operations.
CONTEXT AND SCOPE. Gosnells Community Legal Centre Inc is a not-for-profit community based legal and advocacy centre providing services to disadvantaged persons residing in the southeast metropolitan corridor (principally from the City of Canning through to Serpentine/Jarrahdale). Intrinsic to GCLC work is the promotion of human rights and equality of access to social justice. GCLC recognises that not all members of the community have equal access to or ability to participate in the legal system. Consequently GCLC is actively engaged in community legal education, community development and law and social policy reforms. These strategies form a significant element of GCLC’s strategic direction and are fundamental to GCLC achieving its goals and mission. GCLC receives funding from a variety of sources including Commonwealth Attorney General’s Department, State Government’s Community Legal Services Program, Department of Commerce, Department of Local Government and Communities and the Law Society of WA’s Public Purposes Trust. This funding is to resource GCLC to provide information, referral, advice, advocacy, some court representation, community legal education and policy and law reform activities in various areas of law, including; ⮚ Child SupportFamily LawDomestic Violence ⮚ Criminal Injuries Compensation ⮚ Tenancy ⮚ Volunteer legal service (evenings) Other Services provided are: ⮚ Financial Counselling ⮚ Family Dispute Resolution ( for parenting disputes) ⮚ Neighbourhood mediation

Pilot Trials would be operational until launch of the national service at the end of 2000. Annex A contains a list of communities that are candidates for Pilot Trials. Other communities may be added to this list. IC will determine the list of Pilot Trial communities and the priority sequence for Pilot Trials. The software shall be further scalable for national launch and growth. SmartSources and CivicLife will also provide the design and other specifications and requirements for the server hardware and software necessary to host the Civic Portal software in a sufficient scale to provide simultaneous access in the Pilot Trial communities, and subsequently for national launch and growth. These specifications will be provided in document form within 10 working days of receipt of the final list of pilot trial communities and concurrent user estimates from IC. CivicLife and SmartSources will design the Civic Portal software to accommodate establishment of: a) additional stand-alone development environments b) an on-line verification environment where new capabilities can be tested; and C) a fully scaled-up production environment. By the Completion Date CivicLife and SmartSources will supply the working portal software as defined in Section 7, Deliverables. Since much of the work will be in a development phase, work will progress to the Completion Date in a collaborative fashion between CivicLife, SmartSources and Industry Canada.
