Institutional Development.
(1) Institutional uses should be allowed on the shoreline if the institutional use provides a significant public benefit with respect to the Shoreline Management Act's objectives such as providing public access and/or ecological restoration.
Institutional Development. (a) Support to MOT to develop and implement measures for enhancing the overall transport policy, regulation and co-ordination including the formulation of operating and safety standards and investment plans in the urban transport sector.
(b) (i) Support to MOLGRDE to develop and implement instruments for the regulation of urban transport, and to formulate, and facilitate the implementation of urban transport plans; and (ii) carrying out of activities to build the capacity of staff of MOLGRDE, Accra MMDAs and Kumasi MMDAs in integrated urban and transport development and environmental management.
(c) Support to Accra MMDAs to develop transport-related databases and plan and deliver urban transport services.
(d) Support to PAO and CUT to provide advisory services in planning, management and regulation of urban passenger transport to the institutions and operators involved in the implementation of the Project, and carrying out of an institutional design and financing study to prepare the transition of PAO to CUT.
(e) Support to Kumasi MMDAs to develop transport-related databases and plan and deliver urban transport services.
(f) Support to passenger transport operators in the Accra MMDAs’ areas by developing the operators’ capacity to prepare business plans, enter into route service contracts and maintain their fleet.
(g) Support to DUR by developing its capacity in project management and traffic management.
(h) Support to the Motor Traffic and Transport Unit of Ghana Police Service by developing its capacity to carry out traffic monitoring and enforcement of traffic regulations.
Institutional Development. (i) review of management systems for the Recipient’s Ministries of Health and Education; and
(ii) review of financial condition of the health and education sectors, to include, inter alia, sources of funds and expenditures.
Institutional Development. Carrying out a program to strengthen institutions and develop instruments to effectively manage the Laguna de Bay Watershed environment, said program consisting of:
Institutional Development. Definition of alternative arrangements for MOPW’s reform in accordance with the proposed legal changes referred to in Part V.1 above, including:
(a) Design of changes to the institutional structure of MOPW consistent with any legal or regulatory reforms implemented under the Program.
(b) Design of the work scope and institutional arrangements that would integrate the management of water resources.
(c) Establishment of: (i) a cadastre or registry of existing MOPW norms; (ii) procedures that regulate the creation, evaluation and approval of new norms; (iii) procedures for populating, maintaining, disseminating and updating information systems; and (iv) a web-based database of the new norms and procedures.
(d) Development of a human resource strategy based on performance for MOPW.
(e) Development of an information technology strategy to support the quality and efficiency of MOPW’s business processes.
Institutional Development. Develop and implement a regulatory framework for local electricity distribution utilities (LDUs); formulation of curricula and training program to improve the technical level in electric power distribution job functions; and develop standard specifications for planning, installation, maintenance and safety of LV electric power distribution systems;
Institutional Development. (a) Training of:
(i) staff of MOAF at federal level; department of agriculture/agriculture committee at oblast, rayon and republic levels;
(ii) staff of Gossortinspektsia and Gossortkomissia at federal, oblast, rayon and republic levels; and
(iii) senior management staff and registered seed growers representing the Private Enterprises and members of NSAC and NSA.
Institutional Development. 1. Each Project Province shall carry out the training under: (a) Part A.2 in respect of Guangdong Province, and (b) Part B.2 in respect of Jiangsu Province, in accordance with a training program acceptable to the Bank.
2. Guangdong shall: (a) by no later than December 31, 2000, complete the study on navigational safety measures under Part A.3 (i) of the Project in accordance with terms of reference acceptable to the Bank, and provide to the Bank for its review and comments the results and recommendations of such study; and (b) thereafter, put into effect the recommendations of such study taking into consideration the Bank’s comments thereon.
3. Guangdong shall: (a) by no later than December 31, 2001, complete the study on the commercialization of the dredging department of GPWB under Part A.3 (ii) of the Project, in accordance with terms of reference acceptable to the Bank, and provide to the Bank for its review and comments the results and recommendations of such study; and (b) thereafter, implement the recommendations of such study taking into consideration the Bank’s views thereon.
4. Jiangsu shall: (a) by no later than December 31, 2001, complete the second phase of a study on vessel size and efficiency of waterway transport under Part B.3 of the Project, in accordance with terms of reference acceptable to the Bank, and provide to the Bank for its review and comments the results and recommendations of such study; and (b) thereafter, implement the recommendations of such study taking into considerations the Bank’s views thereon.
5. In respect of Part A.2 (ii) of the Project, Guangdong shall: (a) prepare under guidelines acceptable to the Bank a plan for the collection of additional revenues for GPWB, including a channel construction fee, for the purpose of raising the annual revenues of GPWB; (b) by no later than July 1, 1999 furnish to the Bank for its review and comments said revenue collection plan; and (c) take all actions necessary on its part to put into effect said revenue collection plan for the fiscal year starting on January 1, 2000, taking into account the Bank’s views thereon
6. In respect of Part A.2 (ii) and Part B.2 (ii) of the Project, Guangdong and Jiangsu shall cause GPWB and JPWB, respectively, to: (a) by no later than June 30 of each year, starting in 1999, furnish to the Bank a rolling five-year financing plan for GPWB and JPWB, respectively, satisfactory to the Bank; and (b) thereafter, take all action to implement said financing p...
Institutional Development. 1. Hubei Province shall: by March 31 of each year commencing March 31, 2003 and continuing through the completion of the Project, furnish an annual highway expenditure report for the Bank’s review and comments for the prior year, which shows: (i) the length of each class of highway by condition as of December 31 of the previous year; (ii) the completed physical works and actual expenditures of the previous year against the planned physical targets and budgeted funds of that year, for new construction, upgrading and improvement, rehabilitation, periodic maintenance, and routine maintenance: and (iii) the targets of the highway program for the current year, including new construction, upgrading and improvement, rehabilitation, periodic maintenance, and routine maintenance, in terms of planned physical works and planned expenditures.
(a) Hubei Province shall: (i) carry out the training under Part C of the Project in accordance with a training program acceptable to the Bank; and to that end (ii) by November 15 of each year, commencing November 15, 2003 and continuing through the completion of the Project, prepare and furnish to the Bank an annual institutional strengthening and training report in form and content satisfactory to the Bank, covering progress in implementing its training program, including a training schedule for the future year and a description of the training carried out during the year of the report.
(b) Hubei Province shall strengthen the Road Training Center established in Hubei Province in 2001, and to that end shall: (i) establish an advisory group with representatives from relevant agencies and entities both within and outside of the highway sector, to support the leading group in charge of said Center; (ii) develop appropriate courses and training material, including programs for the training of trainers, and establish e-learning facilities; and (iii) from time to time review with the Bank the progress of said Center in the delivery of its training programs.
3. Hubei Province shall, by December 31, 2005, complete a study on the development of road maintenance activities by contract, in a manner and substance satisfactory to the Bank, furnish such study to the Bank for its review and comments, and thereafter implement its recommendations taking into consideration the Bank’s views thereon.

Institutional Development. 1. Provision of goods, technical assistance, workshops, and staff training to support the implementation and sustainability of urban policy reforms, organizational performance, and urban services delivery including: managerial capacity enhancement within ULBs and related urban and municipal sector organizations to enable and sustain effective urban policy reforms; information communication and technology support to streamline workflows within and between ULBs and strengthen ULBs’ global information system mapping capacities; establishment of a Debt Monitoring Cell within the CMA for ULBs; establishment of a Tamil Nadu Project Preparation Facility within CMA to provide consultancy services to ULBs to prepare and implement infrastructure projects; and Project management support including the financing of the incremental operating costs of the CMA and RDMA.
