OFF DUTY DETAILS. Currently, the School District and Police Department has no Off-Duty Details and, therefore, no Off-Duty Detail Policy or Procedure. Should the School District or Police Department anticipate implementing an Off-Duty Detail program, they shall immediately engage in negotiations with the IUPA to discuss all applicable provisions including, but not limited to, rate of pay, minimum hours, insurance, employee/ contractor status, uniforms and equipment and assignment. No Off-Duty Detail may be assigned or engaged until all provisions are mutually agreed upon by the IUPA and School District/Police Department; this includes any mandatory Off-Duty overtime.

OFF DUTY DETAILS. Multiple short details, which are 4 hours or less in duration will be filled as follows: The Fire Chief or their designee will notify via email all members of the availability of multiple short details and will provide a deadline to allow for at least one 3-shift rotation (if possible) in order to give all members a chance to respond. Interested members will notify the Fire Chief or their designee via email prior to the deadline, listing the dates and times for the details they are interested in. After gathering all responses, the Fire Chief or their designee will distribute the assignments, using first-come-first-serve, while trying to give all members a chance to staff a unit on at least one game during the season, and in a manner that is as equal and fair as possible. Early response and flexibility on the part of the members is the key to ensuring at least one detail assignment. Long details, which are greater than 4 hours in duration will be filled as follows: The Fire Chief or their designee will enter the detail into the electronic staffing system with all of the pertinent detail information. Once the information is entered and verified, the electronic staffing system will call each member, on the device of their choice, in the order in which the member appears on the detail list. The member closest to the top of the list is called first and the list will move downward in order until filled. Once a member accepts the detail, the system will move the member to the bottom of that list. Last minute details (needed in a period of time less than three days from the date of receipt by the Fire Chief or their designee) will be filled out on a first-come-first-serve basis. In the event that an off duty detail is unable to be filled after following the above process, the on- duty Battalion Chief may use one member, (Other than the Lieutenant), from any rescue with a staffing of three reducing the minimum staffing of those units, only for the duration of the detail or may use an on-duty unit to fill the detail. Any detail swaps will be handled using a procedure similar for shift swaps. Both involved parties must email the Fire Chief or their designee requesting approval for the swap. Any last-minute detail swaps will be approved by the on-duty Battalion Chief. OFF DUTY DETAILS. Section 40.1 The Township shall provide a list of contract details paid by an outside source and off-duty sworn personnel will staff the contract details paid by an outside source. The contract details shall be posted within a minimum of 24 hours of the Township’s receipt of requested service, absent less than 24 hours notice given to the Township. In such case, the opportunity will be posted as soon as possible. The contracted detail will be awarded to the person with the least accumulated overtime hours. If two individuals have the same number of accumulated overtime hours, the most senior employee shall be awarded the contract detail. Accumulated overtime hours shall be determined based on year to date of the current calendar year.
OFF DUTY DETAILS. Section 1. The Chief of Police generally shall utilize the existing detail wheel to determine which officer will be given the off-duty detail. Section 2. If minimum manpower is met, an officer may use compensatory time to undertake an off-duty detail with prior approval of the Chief of Police or his designee.
OFF DUTY DETAILS. 34.1: All off-duty details require prior written approval by the Chief of Police or his designee. Prior to the submission of a request for approval to the Chief or his designee for an off-duty detail it is the understanding and agreement of the parties hereto that each request for approval shall be accompanied by an executed Hold Harmless Agreement, in the form approved by the City. 34.2: The rate of pay for off-duty details shall be set by the Bargaining Agent on behalf of its members. Payment for off-duty details shall be made directly from the employer to the Bargaining Agent for distribution to the individual officers working the various jobs. The City shall not receive payment nor have distribution or any other responsibilities for off-duty jobs. 34.3: It is the understanding and agreement of the parties hereto that each officer working an off-duty detail is deemed to be an independent contractor and as such shall not be covered by the City for benefits afforded to on-duty police officers. However, police officers on off-duty details shall be permitted to utilize a Pembroke Pines police uniform, radio and vehicle. For such usage, the City shall receive two (2) dollars per hour for every detail worked. 34.4: Details shall be assigned only to those officers who are off duty and no officer shall accept any off-duty detail when it interferes with his/her normal working hours. 34.5: All police officers engaged in off-duty details shall be permitted to wear an official Bargaining Agent pin signifying that the officer is engaged in off-duty employment. 34.6: Each officer, while working off-duty details, shall adhere to shall adhere to all policies, rules and regulations of the City of Pembroke Pines Police Department. Any misconduct or breach of policies, rules and regulations will be handled through the Department the same as any on-duty activity. 34.7: Any police officer who is on sick leave, workers' compensation or working light duty will not work any off -duty detail during that period. 34.8: Any detail that required five (5) or more police officers shall have one (1) police supervisor. If a police supervisor is not available, the senior police officer shall be in charge. 34.9: Any police officer on leave due to disciplinary matters shall not work off-duty jobs during the period of that suspension or removal from active duty.
OFF DUTY DETAILS. Beginning May 1, 2019, bargaining unit members working off-duty details will be paid through the City's payroll system. The hourly rate to be paid to Bargaining unit members will be $40.00 per hour for regular hours and $50.00 per hour for working on holidays recognized by the City. Deductions for required federal and state taxes will be withheld. Management reserves the right to establish the rate charged to the private sector organization, which shall include an administrative fee and any other associated costs that are required to ensure compliance with Florida State statute barring pubic agencies from subsidizing a private sector organization. Such costs shall include the expense of providing Workers Compensation and General Liability insurance to Bargaining unit members perfonning an off-duty detail. Management also reserves the tight to require agreements to be executed between the City and the private sector organization preserving the City's sovereign immunity and indemnifying the City for liability claims. Compensation received for working Off Duty Details shall not be considered pensionable under A1iicle 14 of this Agreement. Hours worked on Off Duty Details shall not be included when calculating overtime pay.

Command positions will be paid at $50 per hour. Section 1.1 Any bargaining unit employee who reports one (1) hour or less after the scheduled starting time of detail will receive a counseling slip. Section 1.2 The Fire Chief or designee may elect, in a manner which is not arbitrary or capricious, to consider mitigating circumstances for the employee’s failure to report in a timely manner so as to permit the employee to work details, notwithstanding the provisions of the Section 1.1 above. Section 1.3 Off-duty detail opportunities will be distributed equitably among eligible bargaining unit members as defined in Article 2 of this Agreement. Although temporary imbalances in the distribution of off-duty details may occur, nothing in this section shall be construed as alleviating the continuing intent of departmental management to distribute off-duty details fairly and equitably over an extended period of time.

OFF DUTY DETAILS. Effective 7/1/95, separate and apart from the Town Details and Town Detail Rate, "closed mall details" shall be offered first to the Mall Police on a rotating basis. Such detail(s) shall be paid at the rate of $31.00 dollars per hour. However, if a Mall Police Officer is offered a Town detail, he/she shall be paid the Town detail rate, and his/her name shall be placed on the bottom of both the Town's and Mall's detail lists.

The parties recognize that special details are a form of outside contractual employment with individuals operating under the licensure and protocols of the Department. Section 1.1 Any bargaining unit employee who reports one (1) hour or less after the scheduled starting time of detail will receive a counseling slip. Any bargaining unit employee who reports one (1) hour or less after the scheduled starting time of the detail for a second time within a twelve (12) month period will be denied the right to work details for a period of one (1) year from the date of the second infraction. Any bargaining unit employee who reports more than one (1) hour after the scheduled time of the detail or fails to report to detail, will be denied the right to work details for (1) year from the date of the infraction. Section 1.2 The Fire Chief or designee may elect, in a manner which is not arbitrary or capricious, to consider mitigating circumstances for the employee’s failure to report in a timely manner so as to permit the employee to work details, notwithstanding the provisions of the Section 1.1 above. Section 1.3 Off-duty detail opportunities will be distributed equitably among eligible bargaining unit members as defined in Article 2 of this Agreement. Although temporary imbalances in the distribution of off-duty details may occur, nothing in this section shall be construed as alleviating the continuing intent of departmental management to distribute off-duty details fairly and equitably over an extended period of time. At the discretion of the Fire Chief or designee, and based on the complexity of the detail, Fire Captains may be permitted to work command opportunities if no other Battalion Chiefs apply to work a proposed command detail. Non-Bargaining Unit members of the Fire Department shall be permitted to work off-duty details.
