Consortium Description. All members of the ViSiCAST consortium have been working with the deaf people and/or on synthetic sign language systems for a number of years. ViSiCAST is a mix of public bodies, academic institutions and commercial interests, all with extensive experience of collaborative projects. The ViSiCAST consortium will be led and co-ordinated by the UK Independent Television Commission (ITC). The ITC is the public body responsible for licensing and regulating commercially funded television services provided in and from the UK, including digital terrestrial television, which has a legal requirement for sign language transmission. The ITC has a long track record of participation and co-ordination in European collaborative projects. Germany’s Institut fuer Rundfunktechnik (IRT) is the research and development body of the public broadcasting authorities in Germany (ARD and ZDF), the Austrian Broadcasting Corporation (ORF) and the Swiss Radio and Television Corporation (SRG). Within ViSiCAST, IRT will be responsible for transport protocols for the transmission of sign language, the development of necessary hardware and field testing with German broadcasters. Televirtual is an advanced entertainment technology company, with special expertise in the areas of digital animation, virtual reality characters, motion capture and environments. The company was also one of the original three participants in the ‘Simon-the-Signer’ project, within the ITC’s R&D programme, which developed a prototype system to convert a textual input (such as teletext) to synthetic virtual human signing. Televirtual dealt with real-time animation and modelling issues: the linguistic problems of translating text, prepared in standard English, into the different grammatical and syntactical structures used by sign-supported languages were addressed by the School of Information Systems at the University of East Anglia, UK (UEA). The UEA is a well-established UK academic institution with an internationally recognised research reputation, with nearly ten thousand students, a fifth of them post-graduates. The University philosophy has always encouraged inter-disciplinary study and research: its School of Information Systems has the requisite expertise in computational linguistics, computer graphics and imaging, and speech recognition. Consortium Description. The MEANING consortium is composed by four academic partners (UPC, ITC-IRST, UPV/EHU and UoS). Partners in the consortium, with the exception of UPV/EHU, have a long tradition in participating in EU actions, having co-ordinated several successful EU projects. The academic partners are all well-known players in Language Technology, and specially Natural Language Processing. They have a long profile developing language resources and have been involved in the construction of wordnets for languages other than English: UPC for Spanish and Catalan, ITC-IRST for Italian and UPV/EHU for Basque. The representative of Xxxxx was the project manager of the LE-EuroWordNet project, which guarantees both a high degree of competence and a strong commitment of the industrial partner in all the project phases. All the involved groups have a strong motivation in developing technologies to enhance the usability of wordnets and using them in real applications. Also all partners are involved with WSD, as demonstrated by their participation at the SENSEVAL competition. Although there is a broad overlapping in their interests, partners have addressed the WSD problem from different, even if complementary, points of view, which makes the MEANING collaboration a unique opportunity to produce significant scientific impulse. The role of each partner in the workplan reflects this situation. UPC, UoS, UPV/EHU and ITC- IRST will all work on their respective languages, each providing resources and tools to be used in the acquisition/porting cycle of the project. Responsibilities are balanced among the partners, with UPC serving as coordinator and Xxxxx being responsible for user requirements and user validation. The integration of the knowledge acquired and uploaded into the Multilingual Central Repository will be co-ordinated by the UPC. They will develop the technology for the automatic alignment of large-scale and complex knowledge bases. This technology will provide compatibility to the Multilingual Central Repository across the European wordnets, past and new. ITC-IRST invested a large effort studying the linguistic relations between the levels of information present in documents and their representation into WordNet. Consortium Description. This project brings together almost all the leading research teams in the area of affective computing in Europe, with a view to making the most of all the skills available within a single project. Some of the best European Research Institutes that embrace expertise from in Computer Science in general, AI, Computer Graphics, Human/Computer Factors, Psychology and Philosophy are present in this project. The main thread uniting the various elements is that all of them recognize the need to consider affective interactions between humans and computers and have worked intensively in affective interactions, personality and emotion-based architectures for autonomous agents. However, each partner brings to the consortium its own specific topic of expertise within this new research and development area (as illustrated in the Table 1).

Consortium Description. According to the project challenges and objectives, we have established a project consortium of six partners. The consortium’s roles discussed in this section have been identified as mandatory for fulfilling the project goals. The project will be co-ordinated by the Computer Networks Department of the Istituto di Informatica e Telematica (IIT). IIT is an Institute of the Italian National Research Council –CNR, Italy (CNR). The other partners of the consortium are: CR2- the Computer Laboratory at University of Cambridge, England (UCAM-CLAB), CR3 the Institut Eurécom, France (Eurecom), CR4 the Networking Laboratory At Helsinki University Of Technology, Finland (HUT), CR5 Netikos SPA, Italy-Finland (Netikos), CR6 Scuola Universitaria Professionale della Svizzera Italiana, Switzerland (SUPSI). SUPSI participates with two departments: the Department of Computer Science and Electronics (SUPSI- DIE), and the Department of Social Work (SUPSI-DLS). The partners of this consortium provide a complementary and consolidated expertise that is required for meeting the project objectives. As detailed in the part B, the objectives of this project are twofold: technical solutions and business and social impact. To achieve them we have identified a set of activities (innovative solutions) that must be performed. Hereafter, for each partner, taking into consideration his expertise, we define the activities of the project where it will mainly contribute. However, since all the partners of the consortium have a consolidated expertise in networking and distributed systems, we can expect that the partners will be able to provide contributions also to the other parts of the project, particularly to the two global issues (energy management and co-operation model). The project is unique in proposing fully functional prototype. In order to achieve this, new access technologies for a MobileMAN need to be defined using methodologies designed and validated for stabilising the behaviour of random access protocols under a large population of users (CNR). Then these technologies need to be developed and implemented in hardware and low-level software (SUPSI-DIE). The networking paradigm is totally modified with respect to the legacy Internet: nodes collaboration and social oriented approaches, as well as the introduction of the nodes position, are fundamental for the design and development of new schemes for routing, addressing and location in MobileMAN ( CNR, HUT). Consortium Description. One of the strong points of this proposal is the mix and complementarities of the expertise of the partners. LIRA-Lab at DIST has been working on biologically motivated artificial systems for many years also in collaboration with neuroscientists. Vis-Lab at the Instituto Superiore Tecnico (Portugal) has a long-time tradition on different aspects of control theory applied to real-world robotic systems (including flying and underwater robots). LIRA-Lab and Vis-Lab have been collaborating in international project since many years. The aspect of visuo-motor representation of human complex gestures is carried into the project by the Department of Biomedical Sciences of the University of Xxxxxxx (Italy) where electrophysiological studies of "mirror neurons" is carried out (as we ll as many other fundamental anatomical and physiological findings of motor cortices). The group at the Department of Psychology of the University of Uppsala (Sweden) is a world leader in the study of human development with particular emphasis on sensorimotor development. This multidisciplinarity is in itself a challenge to the project but could be one of the major achievements to help the formation of a new scientific community. We are confident that the role of each partner is clearly defined and complementary and it is worth noting that the European dimension is not only advantageous but also essential to cover the required know-how. All the partners have an extend experience with EC projects. LIRA laboratory has been working (and in some cases coordinating) in a number of EU-supported projects (ESPRIT projects VOILA, VAP, NARVAL, ROBVISION, SVAVISCA). It collaborates with other European research institutions through a Human Capital and Mobility Network. The IST/ISR is currently involved in several national EU-funded projects including ESPRIT, MAST, INCO- COPERNICUS and BRITE/EURAM acting as coordinator in some cases. There exists a long-term successful collaboration on EU-funded projects between LIRA-Lab and IST/ISR, e.g. currently running project NARVAL. UNIFE was involved in both national (CNR) and international projects. The Department of Psychology at Uppsala University (UU), Sweden has a long tradition in research on perception, especially motion perception. Consortium Description. Description of the consortium The CYCLADES consortium is well assorted in terms of the skills, experience, and qualifications necessary to achieve the goals of the project. All the partners, with the exception of GMD-FIT, have a common, strong expertise in the field of digital libraries as two of them (CNR and FORTH) participated in the development of the ERCIM digital library (ETRDL) and one of the them (Cornell) developed the DIENST distributed digital architecture, protocol and system. ETRDL is a very successful example of an operational digital library, containing technical reference material produce by IT research centers. The system has been successfully demonstrated at two international conferences (European Conference on Digital Libraries: ECDL’98, ECDL’99) and papers have appeared in the ECDL’99 proceedings and the D-Lib magazine (December 1999). DIENST has been proven in numerous production systems, including the Networked Computer Science Technical Reference Library (NCSTRL), the Cornell Making of America Collection, and the Historical Math Books Collection. UniDO has been involved in a number of German national project on digital libraries, among them the Medoc project. All partners also have a high level of expertise in topics which are crucial for the achievement of the project objectives. CNR has a documented experience in research and development of personalised information gathering and dissemination and digital libraries. It has co-ordinated (April 98-January 00) the EUROgatherer project (IE-8011) which aims at developing a personalised information gathering system for Web documentation. It also co-ordinates the ECHO project (IST- 1999-11994) which aims at developing a digital library of documentary films. GMD has a documented experience in research, development and implementation of computer supported co-operative work. In particular, the group has carried out research and development projects on workflow systems, directory systems, organisational knowledge modelling and CSCW development tools. Recently, the group launched a five years programme called 'Social Web' which is particularly focused on the development of novel applications for Web based communication and co-operation. University of Dortmund has a very good expertise in information retrieval models, information categorization, and digital libraries.
