Involuntary Overtime. In the event voluntary overtime lists are insufficient to provide adequate coverage and subject to operational needs such as knowledge, skills, and abilities as determined by the Employer, employees shall be assigned on a rotating basis in the inverse order of seniority among those employees in the classification who are able to perform the work.
Involuntary Overtime. A. Involuntary Overtime is defined as hours worked by an employee under the following conditions:
1. The employee has not signed up to work voluntary overtime on a given day; and
2. The employee has been ordered to remain on-duty following the end of the employee's scheduled work hours that day due to a staffing shortage. However, employees who are held beyond the end of their scheduled work hours on incidents or who respond to incidents before or after their scheduled work hours are not considered to be working involuntary overtime.
B. When it is apparent that overtime hiring will be required on a given day, and there is an insufficient number of bargaining unit employees who have previously signed up to work overtime that day on a voluntary basis, the following steps must be taken before any bargaining unit employee is assigned to work involuntary overtime:
1. A Department official will send a notification through the MCEN system so that every bargaining unit member will receive either a text message or email explaining that personnel may be assigned involuntary overtime and the work hours involved.
Involuntary Overtime. When an open shift is identified, the employer will follow the provisions of Subsection 8.3 A before the involuntary process is implemented. When involuntary overtime is required, it will be assigned to employees on duty in inverse order of seniority, provided the employee has the skills and abilities required of the positions. The inverse order will be re-established when the list has been exhausted,
Involuntary Overtime. Where there is an insufficient number of volunteers, overtime shall be assigned on an inverse seniority basis. In a circumstance when no employee from the list is available or everyone has rejected the opportunity to perform overtime work, the Employer will assign the work to that person with the least seniority within the job classification in the department. Once an employee has worked mandatory overtime, his or her name will be rotated to the bottom of the list for purposes of mandatory overtime. If any employee feels that he or she has been wrongfully overlooked or denied an overtime opportunity, he or she shall bring the oversight or denial of overtime to his or her supervisor’s attention before or at the time the overtime is scheduled to be worked.
Involuntary Overtime. To assure that in cases of emergency the District has the proper staffing to operate all school facilities, the District reserves the right to assign overtime to the first available employee qualified to perform the required services. The employee will be compensated at a rate equal to one and one-half times their regular rate of pay.

1. A Department official will send an email to "#frs.DFRS" explaining that personnel may be assigned involuntary overtime and the work hours involved.
2. Each station officer will be expressly informed to advise on-duty personnel in his/her station that the potential for involuntary overtime exists.
C. Following the steps in subsection B above, if a sufficient number of bargaining unit employees have not elected to work overtime on a voluntary basis, involuntary overtime shall be assigned in the following manner: The employee currently in the station with the least seniority that meets the qualifications to fill the position will be assigned to work the overtime hours; provided, however, that a more senior employee currently in the station may choose to accept the overtime assignment, and in so doing, will be considered to be working involuntary overtime.
D. Except when there are extenuating circumstances, no bargaining unit employee shall be required to work involuntary overtime on more than one occasion during any forty-five (45) consecutive calendar day period.
Involuntary Overtime. In the event overtime is refused by all members on the rotation list, the least senior employee who is qualified in the classification shall be required to work, unless a substitute or temporary worker is employed by the administration for this purpose.
Involuntary Overtime. A. If an overtime opportunity need cannot be met on a voluntary basis, the Agency can meet the need by assigning involuntary overtime, using the involuntary overtime roster. The roster will list the least senior employee to the most senior for involuntary overtime. The Agency will maintain a record of the overtime rosters and selection of employees for involuntary overtime for 180 days. The roster will be reset on October 1st and April 1st.
B. Each involuntary overtime need will be assigned to qualified employees on the roster on a rotational basis.
C. The Agency may skip over an employee on the roster when it is determined that the employee does not possess the proper or desired qualifications/expertise or knowledge to perform the overtime assignment. In such cases, the employee who was skipped retains the employee’s position on the roster for the next assignment.
D. Employees on approved leave during the period of an unscheduled overtime assignment will generally not be required to work involuntary overtime unless mission or coverage requirements necessitate such assignment(s).
Involuntary Overtime. When extra work occurs and nobody volunteers for such work, the least senior employee(s) available in the classification will be required to work progressing up the seniority list until all outstanding work is filled. The following conditions will cause the least senior employee(s) to be bypassed for involuntary overtime:
A. If the employee has worked thirteen (13) or more hours the previous day, either forced or voluntarily.
B. If the forced work would result in the employee not having any day off that workweek.
Involuntary Overtime. In the Department of Health and Human Services hospitals and centers, if not successful, supervisors will then go to the involuntary overtime list that consists of 100% of the employees on a shift in a classification series and assign the overtime. The involuntary overtime list will be arranged in seniority order, and initially the least senior employee will be assigned the overtime and so on through the list on a rotational basis. An employee that is not on duty, for any reason, at the time they are to be assigned involuntary overtime will be bypassed and placed at the top of the list for the next involuntary overtime assignment. Employees added to the list will be placed on the list according to their seniority and will be assigned involuntary overtime when their name comes up in the rotation. At the end of the first full pay period in January, April, July and October of each year, the list will restart with the least senior employee. The involuntary overtime procedure is an appropriate subject for secondary negotiations in all Departments. In all Departments, employees may not be mandated to work beyond the end of a voluntary overtime shift, beyond two consecutive shifts, or the
