Holiday Benefit. Every eligible employee working a 2080-hr. work year shall receive 13 hours of straight time pay as their holiday benefit, for every holiday not identified in paragraph 2 of this section. Every eligible employee working a 2184-hr. work year shall receive 14 hours of straight time pay as their holiday benefit for every holiday not identified in paragraph 2 of this section. Every eligible employee working a 2496-hr. work year shall receive 16 hours of straight time pay as their holiday benefit for every holiday not identified in paragraph 2 of this section. In the alternative, bargaining unit employees may elect compensatory leave in lieu of straight time pay at 13, 14 or 16 hours consistent with the employee's annual work year. The benefit shall be recorded on the time sheet for the pay period in which the holiday falls and paid in the next paycheck. For Inauguration Day, Presidents’ Day, Election Day, and Columbus Day every eligible employee may elect between the straight time pay as described in paragraph 1 of this section, or at their election, receive an alternative benefit of 13, 14 or 16 hours of compensatory leave. The purpose of this alternative is to provide for an alternative day off on these days. It is the intent of the Employer to open the government for normally scheduled business on these days, and each employee normally scheduled to work should anticipate having to work on these days.

A Permanent Part-Time unit member who works throughout the fiscal year fifty percent (50%) or more of the normal work week for the full--- time equivalent of the unit member’s classification shall earn holiday pay on a pro- rata basis according to the time worked in relation to the normal workweek for the full-time class.

b. To be eligible for holiday pay, the employee must work the scheduled workday before and after the recognized holiday. Paid time on vacation, sick leave, or CTO shall be considered hours worked for the purpose of holiday pay eligibility.
c. If the recognized holiday falls on a Saturday, the preceding Friday shall be considered the employee's holiday.
d. If the recognized holiday falls on a Sunday, the following Monday shall be considered the employee's holiday.

These hours may be supplemented with vacation, PTO, compensatory time, special leave without pay and/or other leave without pay if the awarded holiday hours do not cover the employee’s regular shift (i.e., a 10-hour shift or a 8-hour shift for part-time employees). Employees whose assigned schedule does not include the holiday may cash out holiday hours or save the hours for future use.
Holiday Benefit. Employees shall be paid for a holiday or a day observed in lieu of a holiday (either but not both) as if they had worked their normal scheduled hours of work as long as the employee was in paid status on the employee’s work days immediately prior to and following the holiday. Employees requesting an alternative work schedule shall not be afforded holiday pay in excess of the equivalent standard eight hours per holiday or that based on their normal schedule. Employees shall accrue compensatory time off at straight time based on FTE for a holiday or a day observed in lieu of a holiday (either but not both) if their normal time off falls on such days, unless they are asked by their supervisor and agree to work on one of those days, in which case Section 16.5 will apply. Employees and supervisors may mutually agree to adjust the employee’s work schedule in order to accommodate the holiday.
