Overall Project Implementation and Coordination. 1. The Borrower shall vest responsibility for the implementation of the Project in MLA which shall carry out the Project through an autonomous Project Management Unit located within MLA. The initial phase of the Project shall focus on the Governorates of Ibb, Abyan and Hajja (the Initial Phase of the Project). PMU shall be supported by three (3) Project Implementation Units located within each of the Governorates of Ibb, Abyan and Hajja, respectively. Experience gained during the Initial Phase of the Project shall be relied upon to implement the remainder of the Project which shall focus on the Governorates of Hudeidah, Marib, Lahaj, Al-Mahwit, Amran, Shabwa and Sana’a.
2. For purposes of ensuring proper coordination and execution of the Project, the Borrower shall maintain PMU within MLA with professional staff in adequate numbers whose qualifications, experience and terms of reference shall be acceptable to the Association. PMU shall operate independently under the auspices of the Oversight Committee and shall be administratively accountable to MLA. PMU shall seek approval of the Oversight Committee in relation to decisions pertaining to: (i) the finalization of annual work programs for the Project; (ii) the finalization of annual budgets for the Project; (iii) employment of senior PMU staff; and (iv) the procurement of goods, works and services under contracts whose value exceeds the equivalent of $200,000. The functions of PMU shall include, inter alia, responsibility for: (i) the procurement and disbursement processes under the Project; (ii) monitoring Project performance and implementation progress in accordance with the targets and indicators agreed upon between the Borrower and the Association; (iii) training of SMTs’ staff; (iv) preparation, for submission to the Association, of annual work programs and updated procurement plans; and (v) preparation, for submission to the Association, of the reports referred to under paragraph C (b) (i) of this Schedule. Key staff of PMU shall consist of a manager, a social scientist, a procurement specialist, a financial management specialist and an administrative officer.
3. The responsibilities of the PIUs shall include: (i) the physical planning, implementation and supervision of the Project, and of the procurement and disbursement processes thereunder; and (ii) the supervision of the SMTs’ activities.

Overall Project Implementation and Coordination. (a) The Recipient shall carry out the Project in accordance with the Financial Management Manual and the Environmental and Social Management Framework.
(b) Except as the Association shall otherwise agree, the Financial Management Manual and the Environmental and Social Management Framework shall not be amended, varied or waived, if, in the opinion of the Association, such amendment, variation or waiver may materially and adversely affect the carrying out of the Project or the achievement of the objectives thereof.
(c) The Financial Management Manual shall be updated upon the establishment of AUWSSC to provide that, among other things:
(i) claims for advance payment of financial support under Part 2 of the Project shall be submitted at the beginning of each quarter for the following three (3) month period. Such payments shall be made upon the submission of satisfactory statements of expenditure for the previous three (3) month period provided that any unspent or unjustified amount shall be deducted from the new advance being claimed; and
(ii) unless the Association shall otherwise agree, adjustments to the financial support under Part 2 of the Project for each twelve (12) month period shall be made on the basis of the Financial Statements referred to in Section II paragraph B.3 of Schedule 2 to this Agreement, and shall be submitted not later than three (3) months after the end of the twelve (12) month period.
2. The Recipient shall vest responsibility for the overall management and coordination of the Project in MOUD. MOUD shall ensure that, upon its establishment, AUWSSC, shall have the overall responsibility for the day-to-day management of the Project including, financial management and reporting, disbursement, procurement, implementation, monitoring and evaluation and administration of the Project.
3. For purposes of Part 1(a) of the Project, the Recipient shall:
(a) maintain the working group that has been established pursuant to the Presidential Decree and is comprised of, among others, representatives of MOF and MOUD, to work together with a team of experts in formulating AUWSSC’s legal and operational structure. This will include analyzing the operations, assets and liabilities of CAWSS, selecting management and technical assistance teams for AUWSSC following a transparent and competitive process, assisting in the appointment of the board of directors and performing all the legal processes required to establish AUWSSC, including approval of AUWSSC’...

2. For purposes of assisting MAI in the implementation of the Project and in order to ensure proper coordination of the execution of the Project, the Borrower shall maintain PMU, within MAI, with professional staff in adequate numbers whose qualifications, experience and terms of reference shall be acceptable to the Association. PMU shall operate under the auspices of the Steering Committee to be maintained by the Borrower, with membership acceptable to the Association, whose main responsibility shall be to oversee the implementation of the Project. The functions of PMU shall include, inter alia, responsibility for: (i) the procurement and disbursement processes under the Project and the supervision of the work of the PIUs; (ii) monitoring Project performance and implementation progress in accordance with the targets and indicators agreed upon with the Association; (iii) management of the technical assistance components of the Project; (iv) preparation, for submission to the Association, of annual work programs and updated procurement plans; and (v) preparation, for submission to the Association, of the reports referred to under paragraph B (b) (i) of this Schedule. Key staff of PMU shall consist of a director, a Project engineer, a procurement officer, an institutional specialist, a financial management specialist, a communication specialist and a monitoring and evaluation officer.
3. Each PIU shall be responsible for the supervision of the implementation of the Project in the Governorate in which the respective PIU shall operate.
Overall Project Implementation and Coordination. 1. The Borrower shall vest responsibility for the implementation of the Project in MOC. The Borrower shall cause MOC, with AACA’s assistance, to: (i) carry out the procurement process under the Project; (ii) prepare reports on the progress achieved in implementing the Project; and (iii) submit said reports to the Association in satisfaction of the Borrower’s obligations under paragraphs B (ii) (a) and B (ii) (b) of this Schedule.
Overall Project Implementation and Coordination. 1. The Recipient shall carry out the Project in accordance with the Project Implementation Manual and except as the Association shall otherwise agree, the Recipient shall not amend, vary, or waive any provision of the Project Implementation Manual and the Environmental and Social Safeguards Framework if, in the opinion of the Association, such amendment or waiver may materially and adversely affect the carrying out of the Project or the achievement of the objectives thereof.
(a) The Recipient shall vest responsibility for overall implementation of the Project in MOE, and shall ensure that MOE carries out the Project in accordance with the Project Implementation Manual.
(b) MOE shall maintain a GMU with responsibilities, functions, staffing, and resources satisfactory and acceptable to the Association.
(c) The Recipient shall maintain the Special Disbursement Unit in its Ministry of Finance in a form and with functions, staffing, and resources satisfactory and acceptable to the Association.
3. The Recipient shall ensure that a financial management specialist and a procurement specialist, all suitably qualified and experienced and acceptable to the Association, will be assigned to the Project throughout its execution.
4. The Recipient shall implement, in a manner satisfactory to the Association, the environmental and social risks mitigation, monitoring and other measures set forth in the Environmental and Social Safeguards Framework in accordance with the objectives, policies, procedures, time schedule and other provisions set forth therein, and shall not take or permit to be taken any action which would prevent or interfere with such implementation.
Overall Project Implementation and Coordination. 1. The Project Implementing Entity shall:
(a) vest responsibility for the overall management and coordination of the Project in BEF; and
(b) to that end, ensure that BEF will be maintained, with functions, staffing and resources satisfactory to the Association.
(a) The Project Implementing Entity shall, and shall cause BEF, to carry out the Project in accordance with the Operations Manual and the Environmental Management Framework.
(b) Except as the Association shall otherwise agree, the Project Implementing Entity shall, and shall cause BEF to, not amend, vary, or waive any provision of the Operations Manual and the Environmental Management Framework if, in the opinion of the Association, such amendment or waiver may materially and adversely affect the carrying out of the Project or the achievement of the objectives thereof.
3. The Project Implementing Entity shall cause BEF to select IPs in accordance with eligibility criteria set out in the Operations Manual, to be generally responsible for establishing and operating Community Schools and Private Schools and for carrying out capacity building activities. Specifically:
(a) in the case of Community Schools, CIPs will be responsible for: (i) mobilizing and assisting communities in forming, registering and training of PECs;
Overall Project Implementation and Coordination. 1. The Borrower shall vest MITD with the overall responsibility of the Project implementation. For the purpose of ensuring the proper coordination and overall management of the Project, the Borrower shall maintain within MITD, the BOT to be chaired by the Minister of Industry and Technological Development, and shall include representatives of all Project stakeholders as set forth in the Operational Manual.
(a) For the purpose of ensuring the proper execution of the Project, the Borrower shall cause MITD to maintain the PMU with organization, staffing and terms of reference satisfactory to the Bank.
(b) The Borrower shall, through MITD, cause the PMU to: (i) maintain arrangements satisfactory to the Bank for the overall coordination and supervision of Project implementation; (ii) appoint not later than February 29, 2004, consultants with qualifications and terms of reference satisfactory to the Bank and in accordance with the Operational Manual to assist in the carrying out of the Project; (iii) ensure that PIs are selected in accordance with the criteria set forth in the Operational Manual; and (iv) ensure that Training Sub-projects under Part B of the Project shall be made in accordance with the requirements and other details set forth in the Operational Manual.
(c) The Borrower shall, through MITD, ensure that the PMU shall: (i) prepare annual work plans, budgets and quarterly reports in accordance with the Operational Manual; (ii) furnish to the Bank not later than October 1st of each year, the proposed annual work plans and budget for the following year, and (iii) afford the Bank at the most one month thereafter to review such proposed annual work plans and budget.
Overall Project Implementation and Coordination. 1. The Borrower shall vest responsibility for the implementation of the Project in MAI, in accordance with the Project Implementation Plan (PIP). Except as the Association shall otherwise agree, the Borrower shall not amend or waive any provision of the PIP if, in the opinion of the Association, such amendment or waiver may materially and adversely affect the carrying out of the Project or the achievement of the objectives thereof.
2. The Borrower shall establish by no later than July 1st, 2004 and thereafter maintain a Steering Committee, with membership acceptable to the Association as set forth in the PIP. The Steering Committee shall have overall responsibility for Project oversight and coordination.
3. For purposes of assisting MAI in the implementation of the Project and in order to ensure proper coordination of the execution of the Project, the Borrower shall maintain the PCU, within MAI, with professional staff in adequate numbers whose qualifications, experience and terms of reference shall be acceptable to the Association. The PCU shall operate under the auspices of the Steering Committee. The functions of the PCU shall include, inter alia, responsibility for: (a) overall day to day management and coordination of the Project; (b) the procurement and disbursement processes under the Project and the supervision of the work of the field units; (c) monitoring Project performance and implementation progress in accordance with the targets and indicators agreed upon with the Association; (d) management of the technical assistance components of the Project;
Overall Project Implementation and Coordination. 1. Except as the Bank shall otherwise agree, the Project Implementing Entity shall give the responsibility: (a) generally for overall management and coordination of the Project, and specifically for the carrying out of Part 2(c) of the Project, to Pⅅ (b) generally for day-to-day operations under the Project as a whole, and specifically for the carrying out of Parts 1 and 2(b) of the Project, to PMDFC; and (c) for the carrying out of Part 2 (a) of the Project, to LG&RDD.
2. Except as the Bank shall otherwise agree, the Project Implementing Entity shall ensure:
(a) that the Project will be carried out in accordance with the Operations Manual, the Financial Manual and the Environment and Social Framework; and
(b) that the Operations Manual, the Financial Manual and the Environment and Social Framework will not be amended, varied or waived, if, in the opinion of the Bank, such amendment, variation or waiver may materially and adversely affect the carrying out of the Project or the achievement of the objectives thereof.
Overall Project Implementation and Coordination. The Project Implementing Entity shall maintain its Steering Committee established on September 7, 2009, throughout the duration of the Project, with membership and terms of reference acceptable to the Bank. The Steering Committee shall have responsibility for Project oversight and coordination.
