PRIVATE DETAILS. Private details shall be those assignments for private companies, contractors or organizations that are not listed under section 13.6.9 below. A private detail assignment shall be for a minimum of four (4) hours and the officer shall be paid at a rate of $45.00 per hour. For any officer who became a contributing member of the NH Retirement System on or after July 1, 2011, the Town will make a contribution of $10.00 for each hour of detail work to a 457(b) retirement account for the officer. The Town’s contribution is contingent upon the officer making a voluntary employee contribution to the same 457(b) account of 11.55% (or the then‐current NHRS employee rate) on all private detail earnings. Payment of these amounts to the 457(b) account will be made by the Town at the same interval as all other payments made to 457(b) accounts for all Town employees. It is recognized the funding for the Town’s contribution will be coming from the special detail fund and no other Town funds shall be used for this purpose. If the private detail is cancelled two (2) hours or less prior to the scheduled start of the assignment, the officer will be paid for four (4) hours at the private detail rate. If the private detail is cancelled two (2) hours or less prior to the scheduled start of the assignment, the officer will be paid for four (4) hours at the private detail rate. If the private detail assignment is cancelled with more than two (2) hours notice, the officer assigned will not be entitled to any compensation. The officer whose detail is cancelled with more than two (2) hours notice will be offered the next available detail assignment and, regardless of whether he/she accepts that assignment or not, will remain in the same spot on the detail list as though he/she had worked the original detail. The officer will only be offered one alternative detail assignment, regardless of the reason for declining.
PRIVATE DETAILS. Details shall be assigned on a rotating basis by departmental seniority among the Department's personnel, including those who hold the rank of Assistant Chief. The Town retains the right to assign any employee to a private detail should there be no employees wishing to accept same. All details shall be assigned through the Department. The Town shall be required to pay any employee who has worked a private detail even if the person or corporation for whom the detail is performed fails to pay for the detail. The amount of the detail pay is set forth in Article XXVII, Section 6. Employees assigned to a private detail shall be subject to the SOG, General Orders and policies of the Department.
PRIVATE DETAILS a. Whenever a member of the bargaining unit is assigned to a private detail of a non-civic nature where the duties of a Firefighter/EMT may be required by law or at the discretion of the Fire Chief, and the detail is being paid for by the individual, corporation or organization, then the Members so detailed shall be compensated for a minimum of four (4) hours at the rate of pay at which the current East Greenwich Police detail pay is, but not less than forty-five ($45.00) per hour, whichever is greater. In addition, any such non-civic detail occurring on Christmas Eve, New Year’s Eve or on the 12 paid holidays outlined in section 23-7 of this agreement, the private detail rate shall be $90.00 per hour with a four (4) hour guarantee or at the rate of pay at which the current East Greenwich Police detail pay is, but not less than ninety ($90.00) per hour, whichever is greater. The Detail rate for any civic detail paid by the Town of East Greenwich shall be $35.00/hour with a four (4) hour minimum.
b. Whenever an employee of the Department who has been assigned to a private or special detail is injured in the course of such detail, he shall be compensated by said Department for all medical and hospital expenses, etc. and the regular rate of pay is to be continued during the period of incapacity as provided by Section 45-19-1 of the General Laws of R.I. 1956, as amended.
c. In the event any employee covered by this Agreement is sued in any civil proceeding as a result of actions performed by said employee in the performance of their duties on a private or special detail, the Department agrees to provide the employee with all necessary legal assistance and further agrees to pay any judgment rendered against said employee in any such proceedings.
d. If any apparatus or equipment is needed on a detail, it will require the hiring of a minimum of two (2) employees to operate each piece of apparatus or equipment.
e. The employee shall be required to report to work thirty (30) minutes prior to the start of the detail to obtain equipment. The employee shall be compensated for this time. Additionally the department shall compensate the employee for thirty (30) minutes after the conclusion of the detail to return any equipment back to the fire house.
PRIVATE DETAILS. The assignment of private details shall be made by the Fire Chief or his designee as follows:
PRIVATE DETAILS. Section 1. Private details are those work details which are not considered as public employment by the Board, i.e. that is: not supported by local property tax dollars.
Section 2. All private details shall be paid to members of the Association assigned, at the following rates: A surcharge, set by the Town shall be added to said hourly rate to be paid to the Town by the contracting party as administrative and collection surcharge for all private details. The Town shall not involve itself in establishing and/or quoting prices for special details, but all payments by vendors shall be made directly to the Town in accordance with regulations established by the Town.
Section 3. Association members are guaranteed a minimum of four (4) hours per private detail, and shall be paid for all private details worked by separate pay check on the next regular pay day or no later than the second regular pay day after the detail.
Section 4. Private details are NOT subject to the OVERTIME provisions of this Agreement.
Section 5. Private detail assignment shall be made in accordance with departmental regulations. But nothing contained herein or in any such regulation shall obligate any member to serve/accept any private detail(s). All private details shall go to members of this ASSOCIATION first, in order of seniority,
Section 6. Any and all reporting of income earned from private details shall be separate and apart from any and all reporting of income earned through regular duty and shall always clearly specify that such income was earned by the Association member off-duty, working additional off-duty hours, above and beyond that member’s regular work schedule.
PRIVATE DETAILS. Private details are those details which are not considered as public employment by the Town, that is, supported by local property tax dollars. All private details will be compensated on the basis of four (4) hours minimum.
Section 2. Private details shall be compensated as follows:
A. Regular details: thirty two ($32.00) dollars per hour upon ratification and thirty five ($35.00) dollars per hour effective 4/1/2013, or the officer's overtime rate whichever is higher.
B. Alcohol details: where alcohol is served for consumption, an additional three ($3.00) dollars per hour.
C. Road Construction details: thirty two ($32.00) dollars per hour upon ratification and thirty five ($35.00) dollars per hour effective 4/1/2013, or the officer's overtime rate whichever is higher but not to exceed forty two ($42.00) dollars per hour after ratification and forty five ($45.00) dollars per hour after 4/1/2013.
Section 3. Private details may be cancelled with four (4) hours notice to the Department. Private details shall be filled in accordance with the procedure set forth in Section 5 of Article 12 entitled, "Overtime", provided, however, that for the period beginning one week before Memorial Day and ending one week after Labor Day of each calendar year, no special police officer shall be called for private detail unless that special police officer has worked at least three (3) regularly assigned shifts for the Department the preceding week if such regularly scheduled shifts are available.
PRIVATE DETAILS. Section 1
PRIVATE DETAILS. 15.1 Unit employees who are certified by the New Hampshire Police Standards & Training Council as full-time police officers and otherwise qualified (trained) to work special private details shall be eligible to volunteer for such work during off-duty times on a first-come, first- served sign-up basis, provided, however, that requests for specific officers will be honored to the extent possible.
15.2 All employees who work a private detail will be paid at a rate of sixty dollars ($60.00) per hour, except for the Bank of New Hampshire Pavilion which shall have a paid detail rate of seventy dollars ($70.00) per hour. The minimum pay shall be four (4) hours. Employees who have signed up for a private detail that is canceled within twelve (12) hours of the scheduled start time shall be paid for two (2) hours. Employees who have signed up for a School District detail that is canceled within two (2) hours of the scheduled start time shall be paid for two (2) hours.
15.3 Travel time to a private detail work site shall not count as hours worked, but employees shall be compensated for mileage (from the Police Station to the detail site) or provided with a Town vehicle at the discretion of the Police Chief.
15.4 Notwithstanding the provisions of Article 15.5 below, the Police Chief shall have the ultimate authority to develop and implement a private detail sign-up system, assign specific personnel, (including supervisors), cancel details, decline a request to provide a detail officer or mandate detail coverage as deemed to be in the best interests of public safety. Details other than Bank of New Hampshire Pavilion will be arranged via a rotation that allocates two-thirds (2/3) of all detail assignments to bargaining unit members and the remaining one-third (1/3) shall be assigned to non-bargaining unit members to the greatest extent practical.
15.5 If no volunteers sign-up or in the event a private detail assignment becomes available with less than seventy-two (72) hours’ notice, the Police Chief may assign qualified employee(s) who are not otherwise scheduled to work, to be distributed on an equitable rotating basis to the greatest extent possible.
PRIVATE DETAILS. Whenever any private person or organization is required to or shall seek the services of employees of the Fire Department for fire watch duty, such work shall be rotated by the Chief among those employees who volunteer for such work during their off-duty hours. The rate of pay for this work shall be in accordance with the directive issued by the City Manager on January 6, 2013. This rate shall be increased from time to time to reflect the detail rate of the Cambridge Police Department, as appropriate. Effective 7/1/13, the City shall set up a revolving fund for purposes of paying employees for details worked. The City will make every effort to pay members no later than sixty (60) calendar days from the date of the submission of the signed detail slip. Company strength shall not be reduced to provide fire watch for service for any private persons or organizations. The Department shall establish and publish an SOP for members performing private detail work. Violation of same may result in discipline, up to and including loss of Section 111F benefits and/or loss of detail pay.
