Pupil-Teacher Ratio. Pupil-teacher ratio is an important aspect of an effective educational program, and it is further recognized that normally it is desirable to have a lower pupil-teacher ratio in the primary elementary level than the upper elementary level. Recognizing these considerations, it is agreed to continue the effort to keep class sizes at a level at which the teaching process can be conducted most effectively subject to the financial resources of the District, availability of building facilities and qualified personnel and the overall best interest of the District.

Pupil-Teacher Ratio. (a) Elementary – The Board shall attempt to maintain an average ratio on a system- wide basis of 30 to 1. When an individual class load reaches 35, the administration shall attempt to reduce this number, with the exception of activity classes such as physical education and music which shall be limited to a maximum of 48.
Pupil-Teacher Ratio. The Board and the Association agree that pupil-teacher ratio is the major determining factor in relation to hiring and retention of personnel, the utilization of present facilities, and any future construction or building programs in the District.

C. Notwithstanding the foregoing, the Board of Education retains the right to abolish any vacant position arising by way of attrition related to the voluntary termination, resignation and/or death of an incumbent staff member. Pupil-Teacher Ratio. It is acknowledged that the primary duty and responsibility of the teacher is to teach, and that the organization of the school and the school day should be directed toward insuring that the energy of the teacher is primarily utilized to this end. Because the pupil-teacher ratio is an important aspect of an effective educational program, the parties agree that in no event shall class size exceed maximum standard of 25 students in grade K- 3 and 30 students in grades 4-12, except in traditional large group instruction or experimental classes where the Association has agreed in writing to exceed these limits. If, for any reason, class size exceeds thirty students in grades 4-12, the Board will hire, or appoint upon written request, an Adult Teacher Aide to work with the teacher for one hour per day, and an additional hour per day for each 5 students above 30 students. The Adult Teacher Aide will perform such non-instructional duties as are delegated by the supervising teacher. If for any reason, class size exceeds 25 students in grades K-3, the Board will hire or appoint (upon written request) an Adult Teacher Aide to work with the teacher for an average of 1/2 hour per day and as above if class size exceeds 30 students.

Each secondary school (high school, junior high and middle school) will be staffed at a pupil teacher ratio of 18.65 to 1. 3. Professional staff in the elementary schools will not be increased more than 4.0 above the pupil-teacher ratio for that school as determined above. In the High School, XxXxxx, and Xxxxxxx the professional staffing will not fall below 21.65. In Xxxxxxx X Xxxxxx Elementary and the Xxxxxx Alternative Community School, the professional staffing will not fall below 25.00. 4. The employment of auxiliary personnel will be recommended by the professional staff of that attendance unit. 5. Staff in the Pupil Personnel Services Department will not be assigned as part of the teacher ratio. This group will be comprised of any counselors, psychologists, social workers, speech therapists, occupational therapists, nurse teachers, and dental hygienists. Assignment of personnel in the pupil personnel category will be made by the Assistant Superintendent of Student Services working with members of this department and in cooperation with Principals and other various staff. Instrumental Music teachers at the elementary level and junior high also will be excluded from the ratio and assigned by the supervisor of Music instruction based on criteria developed by the Music department staff. 6. The number of half-time students enrolled in the BOCES program as of February 1 will be counted as 0.7 in the pupil-teacher ratio for each school for the following year. The District will continue to assume the responsibility of providing a wholesome atmosphere for teaching a situation that is conducive to the most effective learning by students. The Royal Education Association and the Royal School Board both desire to provide the best possible education for all students. To this end, the Association and the Board acknowledge that distribution problems in class loads exist which creates problems for both teachers and students. To this end, the Association and the Board pledge to work cooperatively to place students where they will be best served by the teachers, taking into account such problems as non- or limited- English speaking students. In particular, the faculty and administration at all levels shall work together to attempt to create schedules and class loads which maximize the opportunity for students through equitable distribution. The District agrees that the high school and middle school principals will be open to receiving staff input during the process of developing class schedules. Where agreement cannot be reached, the Board retains the right to make the final decision. The District will, where reasonably practical, distribute students proportionately between different sections of the same course or class. Distribution will be considered proportionate if the class size difference is five (5) or less students.
