Pursuant to Texas House Bill 3650 (86th Legislature, 2019) and HB 1638 (85th Legislature, Regular Session), as codified in Texas Education Code, Section 28.009 (b-1) and (b-2), requires the THECB and the TEA to collaboratively develop statewide goals for dual credit programs in Texas. These goals provide guidance to institutions of higher education and school districts on components that must be in place to ensure quality dual credit programs are provided to Texas high school students. These statewide goals address enrollment in and acceleration through postsecondary education, performance in college-level coursework, and strong academic advising. The College and the School District set forth the following goals for dual credit to align with statewide goals for dual credit programs in Texas, as prescribed by the THECB and the TEA.

b. MCC recruiters will collaborate with the High School to provide additional assistance to students and families seeking information or assistance with enrolling at MCC.

a. The MCC dual credit program requires all new dual credit students to complete an online orientation to facilitate the transition to college coursework.

c. The program has identified a Transfer Block of courses that transfer well to Texas public colleges to encourage selection of courses that will apply to a four-year degree.
d. Dual credit students will be advised by MCC to enroll only in courses applicable to their selected degree plan.

a. The MCC dual credit program requires all students who select courses outside of the Transfer Block, who plan to attend a private or out-of-state institution, or who have goals other than an AA, AS, or bachelor’s degree to meet with a college transfer advisor each semester prior to registration.
b. All dual credit students will have access to drop-in college advising via regularly scheduled Zoom sessions, email, or by visiting the Dual Credit offices located on the first floor of the Xxxxxxxxx Academic Center.
c. All support services at MCC are available to dual credit students. Note that the College provides online and in-person tutoring, library instruction, and success coaching to promote student success.
d. MCC and the High School will collaborate to encourage dual credit students to make use of support services available at the College.

A. College and Dallas ISD shall provide online dual credit information to thepublic.
B. College and Dallas ISD dual credit and advising staff shall provide dual credit information sessions at the Dallas ISD high schools, College, and at community events.
C. College Dual Credit Office will collaborate with the ECHS or E-TECH and Dallas ISD to assist with recruitment of students and to provide students and families with information about Dallas College and educational opportunities.
D. The ECHS recruitment and enrollment processes shall identify, recruit, and enroll the subpopulations of at-risk students (as defined by Public Education Information Management System (PEIMS)), including, but not limited to, students who are of limited English proficiency, students with disabilities, or students who have failed a state administered assessment. Enrollment decisions shall not be based on state assessment scores, discipline history, teacher recommendation, parent or student essays, minimum grade point average (GPA), or other criteria that create barriers for student enrollment.
E. The ECHS shall identify, recruit, and enroll subpopulations (in addition to those who are at risk as defined by PEIMS) that are historically underrepresented in college courses (e.g., first generation college goers, students of low socioeconomic status, African American, Hispanic, Native American.)
F. The ECHS shall clearly document recruitment and enrollment policies and practices; refining and improving them annually based on data reviews.
G. Recruitment and enrollment processes (including marketing and recruitment plans, materials, and timelines) shall include input from key stakeholders (e.g., parents and community members; postsecondary partners); target student populations as described in E and F above; and include regular activities to educate students, counselors, principals, parents, and school board and communitymembers.

D. College provides an online resource tool to help students find a career and related guided pathways. The pathways will help students identify and select approved dual credit courses that are listed within this Agreement, Attachment B and B-1.
E. Students may take approved dual credit courses that apply toward the core curriculum, a certificate program, an Associate of Applied Sciences, an Associate of Arts, or an Associate of Science. College courses, certificates and degree plans are made available within the college's online catalog.
F. College shall provide students with information regarding the requirements of filing a degree plan with the college and consulting with an academic advisor.
