Bidding Services. 2.3.6.1 The Engineer shall prepare specifications in accordance with the Construction Specification Institute (CSI) standard format adopted by the City. The Engineer shall use the City Standard Specifications Table of Contents for Construction Documents as a guide for organization of the Contract Documents. The City Standard Specifications (Divisions 00-16) are prepared to include the requirements, features, construction materials, and related items desired by the City based on the City’s experience and needs. The Engineer shall review each Standard Specification and supplement as necessary to suit Project-specific requirements and to meet the design intent of the Project. Supplements to the Standard Specifications shall not be incorporated based solely on the Engineer’s preference. Supplements are subject to review and acceptance by the Director. The Engineer shall prepare additional nonstandard specifications necessary for bidding and construction of the Project. Incorporate Guide Specifications necessary for bidding and construction of the Project. 2.3.6.2 The Engineer shall incorporate the CSI Division 00 front-end documents provided by the City into the Project specifications. 2.3.6.3 The Engineer shall prepare detailed Construction Documents and Conformed Drawings based on the guidelines provided by the Director. The Construction Documents shall set forth recommended alternate bid items for the Project in a manner that permits ready evaluation and comparison. The Engineer shall furnish copies of the Construction Documents and the Conformed Drawings to the City within ten business days after bid award, or as otherwise stated by the City, in the following numbers and formats: 10 full size sets; seven reduced size drawings (11 inches by 17 inches); eight sets of the project manual; and one compact disc of all associated reports. Conformed Drawings represent the Bid Documents revised to reflect all addenda changes made during the bid period. 2.3.6.3.1 The Engineer shall furnish the City with an electronic copy of the final plans in a format usable by AutoCAD 2016. 2.3.6.4 The Engineer shall assist the City in conducting the pre-bid conference and submit meeting minutes within three business days. 2.3.6.5 The Engineer shall prepare necessary addenda to address issues or clarifications necessary for completion of the bidding process. 2.3.6.6 The Engineer shall furnish three copies of the tabulation of bids received with a written recommendation for the awa...

The Engineer will be responsible to provide the City of Laramie with PDF files of all plan sets and project manuals relevant to the project. 2. The City Project Manager will upload bid documents to the Quest CDN web site and make available. 3. Bidder’s questions will be initially directed to the City Project Manager, and then forwarded to City Project Engineer or Engineer for responses when necessary. 4. The Engineer shall prepare all addendums and submit addendum documents to the City Project Manager for upload to Quest CDN. 5. Attend and assist City of Laramie staff at a pre-bid meeting. This may include a project walk thru following the pre-bid meeting. The pre-bid meeting shall involve the following. i. Instruct prospective bidders and suppliers as to the types of information required by the contract documents and the format in which bids should be presented. ii. Review special project requirements and contract documents in general. iii. Receive requests for interpretations and answer questions. iv. Prepare minutes of the conference. 6. The Engineer shall attend the bid opening. 7. The Engineer shall review the bids for accuracy, prepare and distribute formal bid tabulation sheets, evaluate bids, and make written recommendations to the City concerning contract award. This shall include creating a spreadsheet combining all bids and the Engineer’s Estimate into a single sheet, showing maximum and minimum bids and the average price. 8. The Engineer shall issue the contractor Notice of Award, after receiving authorization to do so from the City.
Bidding Services. Consultant shall assist Owner in: establishing a list of bidders; participating in pre-bid conferences; responding to questions from bidders and clarifications or interpretations of the Bidding Documents; and documenting and distributing bidding results.
Bidding Services. The consultant shall coordinate closely with the Orange County Procurement Division for the bidding of the project. Bidding services for projects may include, but not be limited to, the following tasks: a. determine Procurement Division requirements and coordinate with Division staff to expedite the bidding process; b. preparation of all required bidding documents; c. answering by written addenda any potential bidders’ questions; d. attending pre-bid conferences and prepare minutes of the meeting; e. prepare addendum to the contract documents as necessary; and, i. evaluate and tabulate bids, check contractors’ references, certify bid tabulations and recommend award of construction contracts.

Bidding Services. 2.3.1 Based on the “Design and Construction Schedule”, Exhibit “E, upon completion of the Construction Documents, the DB shall provide to the Owner a final GMP proposal for all construction work contemplated by the Construction Documents. The DB's proposal will be based on bids solicited by the DB from as many subcontractors as required by the Owner’s procurement policy. 2.3.2 Within fifteen (15) days of the Owner's receipt of the DB's proposal, the Owner will have the option, in its sole discretion, to either reject or accept the DB’s proposal. If the Owner accepts the proposal, a change order will be issued to reflect any change to the “Guaranteed Maximum Price”, Exhibit “C”, and the Contract GMP. 2.3.3 If the Owner rejects the proposal, this contract shall be terminated in accordance with Article 24 of the Design / Builder Supplemental Conditions, Exhibit “A”. 2.3.4 The Owner may request from the DB a modified GMP proposal utilizing the DB’s suggested, and Owner approved, modifications to the Construction Documents, which are determined to be necessary to reduce the project costs to come within the project budget. All reasonable costs incurred to incorporate the approved modifications into the Construction Documents shall be the responsibility of the DB and DB hereby agrees to pay for all such costs. 2.3.5 Nothing contained in this Contract shall require the Owner to accept any of the DB's proposals. Further, the DB agrees that the Owner has the unrestricted discretion to 2.3.6 The Owner's failure to specifically notify the DB of the Owner's decision not to accept the DB's proposal shall not be construed as the Owner's implicit acceptance of the proposal. Rather, in order for the DB's proposal to be accepted, the Owner must so specify such acceptance in writing. 2.3.7 Whether the Owner accepts or rejects any modified proposals, the Owner is not responsible for payment of any costs incurred by the DB in preparing revisions to the proposal or the modified proposal. 2.3.8 The DB agrees, notwithstanding any other provisions to the contrary, that should the Owner reject the DB's proposal, or modified proposal, the Owner has the discretion, but not the obligation, to procure construction management services for the Project through competitive bidding pursuant to Florida Statute 287.057, or competitive selection/negotiation pursuant to Florida Statute 287.055 and 1013.45(1)(c), using the documents generated and created during the pre-construction phase.
