JBE’s Requirements and Description of the Work. The Judicial Council of California (“JCC”) is seeking software development services to send data from the Tyler Odyssey CMS to the JCC Data warehouse via a set of RESTful interfaces which will be consumed by the JCC ETL tool (Talend) and feed into the JCC data warehouse for pretrial and Judicial Branch Statistical Information System (JBSIS) The selected Proposer will develop the necessary RESTful interfaces (APIs) to meet the JCC requirements, and to provide and maintain operational support through the end of the contract.
JBE’s Requirements and Description of the Work. The Contractor shall provide the following services (the “Work”) to the JBE: Work is to be performed both on-site and/or off-site, depending upon the service needed. Be able to connect off-site to provide services that can be performed off-site. Be able to travel to the JBE in Downieville, California to be on-site as needed. Provide required deliverables which include reports summarizing the Contractor’s findings, to include status reports if/when a task will require more than 72 hours to complete or when a project is detailed and lengthy. Ability to properly install hardware, software and peripherals as needed by the JBE. The JBE will provide and pay for any hardware, software and peripherals requested by the Contractor to perform the Work and which the JBE agrees is necessary to perform the Work. Ability to properly maintain and upgrade operating systems and database platforms as necessary for new versions and releases. Organize, modify, implement, and maintain systems software required to support network and the associated infrastructure. Perform quarterly software, operating systems and antivirus updates. Ensure continued compliance with applicable laws and recommendations from the Judicial Council of California. Provide support for hardware and general software programs used by the JBE; maintain and troubleshoot desktop computers, laptops, mobile devices, printers, audio/visual systems, network connectivity and related peripherals. Provide JBE with a dedicated online help desk ticketing system. Manage server applications and complete the installation process for new programs; install and test hardware/software on workstations and servers. Provides regular onboarding “health” check-ups for all systems and equipment. Compile statistics on network, hardware and software performances, including general monitoring and reactive investigation as needed; test new technology and keep current on latest technology trends. Ability to perform related administrative tasks; prepare budget information for potential upgrades and new program purchases; create and maintain delivery reports; maintain program inventory information. Manage software subscription inventory and renewals; maintain a detailed equipment inventory of all JBE owned devices. Provide and manage cloud services. JBE’s Requirements and Description of the Work. Project Summary Provide a total replacement of audio and video system for (9) courtrooms in the Imperial County Historical Courthouse. There are (4) small courtrooms, (2) medium courtrooms, (2) large courtrooms and the Department 1 courtroom. All courtrooms should be receiving the same equipment update that should provide new microphones, speakers systems, display systems, video inputs, control systems and UC conferencing solutions that include USB cameras and audio integration. Project Objective Provide easy to use and dependable solutions for the spaces that should encourage users to want to use the technology. The systems should also provide the ability to scale as needed in the future to allow new audio and video devices or sources to be added as required with minimal cost and disruption to the existing systems. Project Notes • All systems should include a 1-Year warranty on equipment and workmanship. • All displays also include a 3-Year manufacturer warranty. • All displays are 4K UHD, 3840*2160 60Hz. • All Power and client LAN connections will be provided by owner. Project Requirements Microphones – Desktop microphones should be installed at Judge, Witness and all attorney table locations. Four tabletop wired mics should be the minimum. Two handheld wireless microphones should also be provided for each courtroom. Speakers – A distributed speaker system should be installed in all courtrooms. The speaker’s configuration should have ability to separate into zones if needed. Audio Signal Processing – A digital signal processor should be installed to provide audio routing and control. The system should include echo cancelation for audio conferencing along with a VoIP interface and USB audio for (2) separate devices. The USB devices would include an owner-furnished recording computer and an owner-furnished laptop or computer used for video conferencing. Video Displays – All courtrooms should have large wall mounted flat panel displays and a single 22” desktop display located at the Judges bench for evidence viewing and video conferencing use. Small and Medium courtrooms should include (2) 75” displays. The Department 1 courtroom should have (1) 75”, (1) 85” and (1) 55” displays installed. JBE’s Requirements and Description of the Work. The Judicial Council’s Phoenix Program manages an SAP system and requires support for the 58 California Trial Courts. The Program manages an SAP S4HANA on premise solution and as such requires maintaining a license for the SAP HANA. The Program also requires certain platform development tools to maintain its user interface. The Contractor shall provide: Continue annual maintenance for SAP HANA Database (Enterprise Edition); and Continue subscription for development tools that are being migrated from SAP Cloud Platform to the SAP Business Transformation Platform. JBE’s Requirements and Description of the Work. 2.1 Strategic Analysis • Leverage prior research on our current web management ecosystem across the branch (to be provided to the winning bidder) to establish a Drupal-based web content management framework to support Judicial Council web properties, including: o A new digital services web portal to serve Self Represented Litigants (SRLs) throughout California. o An analysis and scope for establishing several legacy sites on the new Drupal platform, including: subsections and content on: xxx.xxxxxx.xx.xxx, currently managed via OpenText/RedDot CMS. o A JCC Intranet, currently on a ColdFusion platform. o A password-protected branch Extranet, currently an html site utilizing “include” files to manage site navigation and templates. o Up to six (6) ‘partner’ sites, current managed via OpenText/RedDot CMS. o Eight (8) trial court sites currently managed via OpenText/RedDot CMS. (The plan should scale to manage new trial court sites that wish to leverage our platform.) • Deliver a report synthesizing research and proposing a strategic approach to architecting, designing, and delivering a federated, multi-site management and content production platform, built upon the Drupal framework. • Provide Project Management services to coordinate vendor activities and synchronization between other partners working on this initiative.

JBE’s Requirements and Description of the Work. [The solution must provide dependency attorneys access to a web-based caseload management system (CMS) that generates invoices and maintains legacy data and reporting. The solution will not be hosted locally at a JCC facility and the solution must: • Generate reports using current caseload data as well as legacy data, • Interface and map caseload and provider documents among multiple systems to reduce duplicate data entries, • Secure, archive, and protect caseload/ invoice files, i.e., personnel records, operational expenses, travel, etc. in a queue that tracks the providers invoices submissions and maintains the program reimbursement review process, and • Provide ongoing system maintenance and support, including hosting virtual or in-person training of personnel who may utilize the system.
