Partnership Objectives. 4.1 During the continuance of this Agreement, the Partners shall work together to achieve the following objectives: 4.1.1 improve the quality and efficiency of the Services through improvements in integrated care and support; 4.1.2 meet the BCF National Conditions [and any local objectives]; 4.1.3 make more effective use of resources by establishing and maintaining the Pooled Fund to be used for revenue expenditure on the Services [; and] (collectively, the “Partnership Objectives”). 4.2 The Partners hereby agree to use their reasonable endeavours to achieve the Partnership Objectives set out in this clause 4.
Partnership Objectives. 5.1 The over-arching principle of the QNP is that the Local Authorities and others will provide infrastructure, traffic management, parking restrictions, bus priority schemes and an enforcement regime which allows the transport operators to improve operating speeds and hence generate resources to improve frequencies at no additional cost and deliver higher punctuality and efficiency. 5.2 In exchange, the bus and train operators will invest in modern vehicles, staff training, information services and improved standards of service. In addition they will consult the other partners on fares and service frequencies where appropriate. 5.3 This partnership’s objectives will thus include, but will not be restricted to:- • Establishing what bus network is appropriate to the partnership area including routing, frequency, ticketing and bus priority based on careful market research of users and potential users, and co-ordination of bus and train timetabling; • Using the expertise of the transport operators to determine the measures needed to make the network commercially sustainable in the longer term; • Negotiating within the partners and with other stakeholders to implement plan/policies for the creation of the network which takes into account the delivery constraints and Utilise the advice, working methods and policies brought forward by third parties. • Agreeing an appropriate ticketing strategy to encourage optimal use of public transport services. • Working with QNP over branding and publicising the partnership and the services to customers. • Assembling the resources required to facilitate the creation and sustainability of the network whether from statutory sources, Section 106 Agreements or voluntary commitment. • Developing and then entering into Agreements with the transport operators for the provision of the network in the expectation that the network, properly planned and launched, is commercially sustainable in the long term and takes into account funding of socially necessary services; • Establishing mechanisms for funding network wide travel schemes, including partnership travel cards, 16-19 travel schemes, student travel schemes and the fair distribution of revenues to operators; and • Considering any other measures as may be requested by the statutory bodies and members of the partnership to enhance the activities of the partnership and to the benefit of the wider community. 5.4 It is recognised that the objectives described above may require expendi...
Partnership Objectives. 5.2.1 The Partner shall provide the Services within the Partnership Framework with a view to achieving the objectives of the Partnership set out in this clause 5.2 (Partnership Objectives) and Schedule 15 (Partnership Framework). 5.2.2 The Council's aim is to make a genuine difference in the Borough of North East Lincolnshire by physically regenerating the environment, creating job opportunities, developing skills and transforming the delivery of services to the communities it serves. 5.2.2.1 The Council has sought a partner who can for the physical regeneration, property, professional and technical services: (a) contribute to strategic leadership and vision through the delivery of strategies for regeneration and strategic housing and the development of the Regeneration Framework for the Borough; (b) transform service performance through new innovative and best practice ways of working and increasing the pace of change to deliver continuous improvement; (c) bring a range of skills and experience through a multi-disciplinary approach to the services and deliver the Council’s ambitions set out in its strategies; (d) build capability and capacity in the Council by providing additional resources and a transfer of knowledge and skills; (e) focus on management, people and performance management not just process re-engineering and technology, to create a strong customer and performance focused culture; (f) address strategic challenges and barriers to the Council to enable it to achieve the ambitions set out in its strategies; (g) utilise knowledge of the market place to engage other public and private sector partners where added value can be achieved; (h) identify and secure significant private sector funding to enable the delivery of its ambitions and maximise public investments; and (i) actively engage with the wider Community and Council priorities and the Council’s corporate agenda through effective partnership working. 5.2.2.2 The Partner acknowledges that one of the driving objectives of the Council in respect of the Partnership is for the Partner to secure external funding in order to achieve its commitment to the outcomes as stated in clause 6 (The Services) of this Agreement. The specific outputs to be pursued to provide the outcome of a viable alternative to private car use include: • Reduced journey times for buses, demonstrating measurable and passenger perceivable improvements against current timetables and a positive comparison with the equivalent car journey; • Improved reliability, punctuality and information to inspire confidence in the service amongst the travelling public, both present and future; • Maintenance of a stable network of services to further underpin passenger confidence; • Commitment to sustained investment across the public and private sectors providing high quality vehicles and infrastructure across the City Region; and • Establishment of a dedicated set of indicators and targets by which the performance of all parties will be measured, together with an agreed penalty regime applicable to all parties to ensure delivery of those targets. Implementation of this Agreement will be taken forward through the following channels: • A major scheme bid for the Core Commercial network that will be supported by an appropriate binding agreement, such as a Statutory Quality Partnership (SQP) agreement – this bid will include specified improvements across the various corridors and an outline investment plan for additional vehicle investment and new standards of customer service; • Ongoing work to address identified problems on the Secondary Commercial network, supported by the roll out of ticketing, information and marketing initiatives developed through the major scheme bid, fleet renewals to provide an increase in vehicle quality and the provision of new services to serve new markets as regeneration gathers pace; and • A review of the operation of the Tertiary and Rural networks to establish the most cost effective way of serving and developing these important markets. In particular, the Partners will agree a programme of works on a corridor-by-corridor basis across the Partnership Area to be implemented over the lifetime of the Agreement.
