Professional Development Advisory Committee. The parties recognize that ongoing, high quality professional development is essential to maintaining a quality workforce that can meet the needs of our students. The parties will jointly establish a Professional Development Advisory Committee to gain input from in-the-field Educational Support Professionals about what kind of training is relevant and needed, to evaluate the quality of professional development opportunities and to make recommendations for improving the quality, relevance and impact of professional development. 6.7.1 The Committee will be made up of six (6) members appointed by the Union, and four (4) members appointed by the District. The parties may also invite people to Committee meetings to provide expertise and background relating to various issues being discussed by the Committee. All committee members will be appointed within thirty (30) days of ratification of the 2015-2017 collective bargaining agreement, and the Committee shall meet within sixty (60) days of ratification. 6.7.2 The Committee will initially meet monthly. The Committee will have the flexibility to determine their meeting schedule as needed. Meetings shall occur during the work day and employees will be compensated for their attendance. 6.7.3 The Committee shall issue quarterly reports and recommendations.

Professional Development Advisory Committee. A committee will advise the Superintendent regarding educator needs and interests. Members of the committee will be four (4) administrators and an elected Association member from each grade band K-3, 4-5, 6-8, and two members from 9-12. The Association will hold the elections in a timely manner. The initial meeting of the committee will commence no later than November 1. Meeting dates will be scheduled by the committee and will last no longer than 60 minutes. Employees will be paid curriculum rate for meetings outside the contracted day. Summer meetings, if any, will be paid and will not exceed 3 hours in total length. No more than 33% of District offered professional development should be District wide.
Professional Development Advisory Committee. In order to ensure effective input from UTLA and certificated staff in the development and implementation of the District's staff development programs, there shall be formed a Professional Development Advisory Committee (PDAC). The PDAC shall meet at least once a month to review, discuss and provide recommendations to the Superintendent or designee regarding the development and implementation of the District’s professional development programs. The PDAC composition and responsibilities shall be as follows: a. Each party may appoint up to eight (8) members to the PDAC for the purpose of representing each local district. In addition, there shall be one member designated by the Superintendent and one designated by the UTLA President. The Superintendent’s designee shall serve as Chair of the Committee. b. The Committee shall have the following responsibilities in its role as advisor to the Superintendent or designee: (i) Review, evaluate and provide recommendations concerning any current or proposed District-initiated professional development programs and activities; (ii) Propose the initiation of new professional development programs and activities, including but not limited to the organization of working committees for that purpose; and (iii) Review and provide recommendations concerning the professional development calendar for the year. (iv) Review and provide recommendations with respect to potential use of categorical resources to fund training and/or reimburse teachers for costs associated with securing of Verification Process for Special Settings (VPSS) certification under the requirements of the No Child Left Behind statute. (v) Review and provide recommendations concerning the professional development aspects of the Instructional Coaching program, including matters such as Instructional Coach training, utilization, and program evaluation. c. In addition to the foregoing, the function, purpose and immediate task of the PDAC shall include designing a collaborative structure for the delivery of effective professional development to include the following concepts: (i) Professional development shall be grounded in data and the instructional goals, pedagogy and programs of the District and the school. (ii) The PDAC shall develop and compile information regarding best practices and successful models for the delivery of professional development programs irrespective of content. The purpose of the committee is to work collaboratively to address systemic implementation and individual teachers’ needs. The PDAC will discuss teacher and administrative input to secure, schedule, refine and/or restructure professional development opportunities. 16.4.1 The committee shall be comprised of ten (10) teachers (elementary, secondary, special education represented) and four (4) district/site administrators. 16.4.2 A professional development planning committee shall collaboratively select the members of the committee. The planning committee shall be comprised of two (2) VTA representative and two (2) district representatives. 16.4.3 The Educational Services department shall facilitate the PDAC and any subcommittees formed from the PDAC. The PDAC shall report back to the District and VTA by March 1st of each school year on the progress of the committee. 16.4.4 The PDAC shall work within the parameters of the collective bargaining agreement. Any recommendation of the committee that would necessitate a change in the collect bargaining agreement shall be referred back to the bargaining teams. The committee shall make no change in the collective bargaining agreement.

The goal of the committee is to ensure that professional development is reflective of the board and teachers’ need to improve student achievement and to further enhance professional practice. L17.5.2 The committee shall consist of an equal number of teachers as appointed by the Teachers’ Bargaining Unit President and of Board representatives to a maximum of four (4) members in total. Professional Development Advisory Committee. A committee comprised of three members appointed by the Board and three members appointed by the RPSTA shall be established to make recommendations to the Director concerning the approximate percentage allocation of the Professional Development Fund (Section 2. 02) and specific applications for Sabbatical and Educational Leave, Early Leave, Deferred Salary Leave and Session Awards.

Within two (2) weeks of receipt of an application for Sabbatical and Educational Leave (except Short Term Leave) the Director shall establish a date for a meeting of the Professional Develop- ment Advisory Committee to consider such application in accordance with Section If a teacher requests assisted leave under the provisions of clauses or in the form of a specific amount of money that does not fall within the range provided for in clauses or the Professional Development Committee may recommend that the teacher receive the amount requested or an alternate lesser the Committee deems adequate.

There shall be a Professional Development Advisory Committee (PDAC) composed of a minimum of two (2) members appointed by the Association and the Superintendent or their designee. Prior notice shall be sent to all professional staff announcing the scheduled meeting dates of the PDAC.
