Scheduling and Accrual. When practicable, vacation time shall be scheduled at times most desired by employees, with priority by rank and within rank to the employees having the most rank seniority. An employee may submit his or her preference for vacation, requesting such time in two (2) week increments first. After the yearly vacation schedule passes through an employee’s shift or work group, the remainder of any vacation time available to the employee may be scheduled by repeating the process. If an employee declines to schedule accrued vacation time during the period designated for vacation scheduling by the Police Chief, then an employee must submit his or her vacation request subject to availability and approval by the Village Police Chief or his designee. Unused vacation time shall not accumulate from year-year unless specifically authorized in writing by the Chief of Police or the Village Manager. In conjunction with the 6+3 schedule concerning vacation days, either one holiday or one personal day or one eight (8) hour compensatory day or one additional vacation day either before or after the vacation will be approved.

The most senior employee shall select one vacation preference of continuous days (not to exceed 2 calendar weeks) and shall then rotate to the bottom of the list. All Union employees working a 24/48-hour shift are limited to 2 weeks’ vacation during the months of June, July, August and September on the initial round of vacation picks. No employee may schedule more than 3 consecutive weeks of vacation without the Chief’s prior written approval.

The following dates shall be blocked out from vacation requests for Deputies, Detectives, Corrections Officers, and Telecommunicators, unless the Sheriff otherwise approves the scheduling of vacation during these dates: Independence Day, Labor Day, Thanksgiving, Christmas Day and New Year’s Day. Once approved by the Sheriff, or the Sheriff’s designee, vacations shall not be cancelled by either the employee or the Employer except in the event of an emergency or by the employee providing prior notice to cancel no less than five (5) calendar days prior to scheduled start of the vacation period, unless the cancellation was not within the control of the employee.

Requests for a floating vacation day must, absent emergency, be submitted at least two (2) full days in advance of the date sought, and such request may be denied by the Employer for good reason. Requests for two or more consecutive days of floating vacation must be submitted to the Employee's immediate supervisor, and can be taken only with his authorization. No vacation days may be taken without prior notice to and approval of the Chief of Police or designee.

Such vacation pay will be paid as stated in Article 7, “Shift differential shall also be applicable to holidays, sick, personal and vacation leave” as well as longevity and stipends.Employees who leave the Town’s employ for military service and return to the Town’s employ at the completion of such service shall be given credit towards vacation for the time in service.

The Village may limit the number of employees of a given rank or position that can be off at any one time. The employees on each shift shall then select their vacation preferences in the order of their seniority, with the most senior employee having first choice, the next most senior having second choice, and so on. The vacation periods requested pursuant to this procedure shall be submitted to the Police Chief or his designee for approval by December 21 of each year. The Police Chief or his designee shall review the requests and post a vacation schedule on or before January 1. After the vacation schedule has been established, employees can switch vacations only with approval of the Police Chief or his designee. After the vacation schedule has been established, any remaining unscheduled vacation days shall be taken on a first-requested, first-received basis. Previously unscheduled vacation time must be scheduled with the Police Chief or his designee and is subject to his approval. Requests to take previously unscheduled vacation must be submitted to the Chief or his designee at least forty-eight (48) hours in advance of the start of the vacation, and will be subject to departmental policies limiting the number of employees that will be allowed time off at any one time. Vacation allowances are earned on an anniversary year basis. Vacations to be scheduled and taken during a given calendar year are vacation allowances earned during the employee's anniversary year that will be completed during that calendar year (for example, an employee hired on August 1 will schedule vacation days for 1989 that he earns from August 1, 1988 to August 1, 1989.) In the event an officer's seniority is terminated for any reason after he has taken vacation time that was not fully earned, the Village may deduct any vacation benefits that were used but unearned from any final compensation due to the officer. All vacation days must be taken by the end of the calendar year in which they are to be scheduled or they will be lost, unless the Police Chief and Village Administrator approves an exception to this rule in writing.
