Staffing and Training Requirements. A. The Provider, pursuant to this Agreement, shall ensure that:
(1.) All services by the Provider’s staff and the staff of the Provider’s subcontractors are provided in a manner that demonstrates cultural competency; and,
(2.) Staffing level adequacy, consistency and programming continuity are maintained in the provision of services under this agreement.
B. The Provider shall provide notice to the Payor immediately whenever services, and/or staffing of services required hereunder have not been or cannot be provided.
C. The Provider shall ensure that the Provider’s staff and the staff of the Provider’s subcontractors, when performing services required hereunder, comply with all applicable provisions and requirements for services in the Mental Health Code, Public Health Code and Administrative Rules, the MDHHS Rules, Medicaid regulations, and the MDHHS/PIHP Contract.
D. The Provider shall ensure that orientation of and ongoing training of the Provider’s staff and the staff of the Provider’s subcontractors shall, at a minimum, include those offerings/courses as identified on the attached “MSHN Minimum CMHSP Training Requirements” The Provider assures the Payor that, pursuant to this Agreement, all individuals employed by the Provider or the Provider’s subcontractors shall receive training related to recipient rights protection before or within thirty (30) days after the commencement of such employment/contract.
Staffing and Training Requirements. The City shall ensure that APD and the Civilian Police Oversight Agency have a sufficient number of well-trained staff assigned and available to complete and review thorough and timely misconduct investigations in accordance with the requirements of this Agreement. The City shall re-assess the staffing of the Internal Affairs Professional Standards Division after the completion of the staffing study to be conducted pursuant to Paragraph 204. The City further shall ensure sufficient resources and equipment to conduct thorough and timely investigations.

iii. The PROVIDER shall maintain staffing consistency and programming continuity in the provision of services to CONSUMER(s) hereunder.
b. The PROVIDER’s staff, when performing services under this Agreement, shall comply with:
i. All applicable provisions and requirements for services in the Mental Health Code, the MDHHS Rules, Medicaid regulations, and the MDHHS/PIHP Master Contract for Medicaid Funds and the MDHHS/CMHSP Master Contract for General Funds; and,
ii. All applicable policies, guidelines, and standards established by the PROVIDER.
c. Orientation of and ongoing training and education of the PROVIDER’s staff shall follow minimum training requirements as listed in Attachment E - Training Requirements.
d. The PROVIDER shall mandate continuing education to the PROVIDER’s staff as needed or when necessitated by changes in the PROVIDER’s programs or as stated in recipient rights requirements, including but not limited to the requirements identified by MDHHS in its Technical Requirement “Continuing Education Requirements for Recipient Rights Staff”.

PROVIDER will designate a Program Coordinator to manage their Family Planning Program and provide FHCCP with the name of this person and his/her contact information. PROVIDER will coordinate and communicate all Family Planning Program related activities with FHCCP through FHCCP’s Director of Provider Relations. PROVIDER will collect attendance records ensuring that the roles listed below have the specified credentials, skills or experience: • Medical positions requiring licenses will maintain professional credentials and licenses. • Medical Director will have training and/or experience in family planning/GYN services. • Family Planning Coordinator will have family planning and/or administrative experience. PROVIDER will ensure the roles listed below have the specified credentials, skills, and/or experience: • Medical Director will have training and/or experience in family planning/gynecology services; • Medical positions requiring licenses will maintain professional credentials and licenses and; • Family Planning Coordinator will have family planning and administrative experience. PROVIDER will ensure that all new employees involved in the Family Planning Program receive the following training(s): • Family Planning Orientation; • Cultural Competency; • Child Abuse;* • Voluntary Services/No Coercion regarding contraceptive methods or abortion;* • HIPAA; • Human Trafficking,* and • Adolescent Family Involvement and Resisting Coercion.* Asterisked topics must be reviewed with all staff at least once every three years.
Staffing and Training Requirements. 7.1 Contractor shall adhere to applicable staffing and training requirements as described in the OPOH and shall obtain written approval from COR for any exceptions.
7.2 Contractor shall identify a process to determine bilingual proficiency of staff prior to hiring. Contractor shall hire bilingual and bicultural staff that reflects the culture, ethnicity, and language of the client population.
7.3 Contractor shall be responsible for ensuring that staff meets the requirements of Federal, State, and County regulations related to licensure, training, and staff qualifications for providing services. Contractor shall obtain written approval from the COR for any exceptions. Contractor shall maintain documentation of staff qualifications and authorized exceptions at the program site.
7.4 Contractor’s Program Manager shall be a 1.0 FTE (full-time equivalent), California licensed mental health professional AGREEMENT WITH [#CONTRACTOR’S NAME] FOR [#SERVICES TO BE PROVIDED] with a minimum of three (3) years, full-time direct clinical experience post-Master’s degree working with children and adolescents. Any exceptions to this requirement shall have prior written approval by the COR.
7.4.1 Contractor’s Program Manager shall serve as the single point of contact for County correspondence.
7.4.2 Contractor’s Program Manager shall be available during regular business hours and respond to emails, telephone calls, and other correspondence from the COR within two (2) business days.
7.4.3 Contractor’s Program Manager shall notify the COR if he/she will be absent from the program for more than two

The Contractor's services are appropriately configured and staffed to assure the quality and effectiveness of those services for individual participants. All persons and entities the Contractor engages under this contract, including its employees, must be appropriately trained, licensed, certified, and credentialed as required by law. All employees providing career services to individuals with disabilities must pass a 7-year standard background check and meet the following qualifications: High school diploma, General Educational Development (GED) certificate or High School Equivalency Test (HiSET) and at least one of the following: Two years of experience working with individuals with disabilities OR 30 semester hours of college credit with a minimum of 15 semester hours in special education, specific disabilities, social work, counseling, business or a related field All persons the Contractor engages under this contract, including its employees must meet the following annual training requirements: attend a minimum of 3 training sessions (offered monthly) facilitated by Xxxx Xxx Institute through Cornell University, either in-person or by watching the recorded training and completing an associated learning activity OR actively participate in the annual in-person Employment Services Boot Camp also facilitated by Cornell University’s Yang Tan Institute. Contractor employees are held to the training requirements outlined above following 6 months of employment. Training is tracked on the contract year from July 1, 2024 – June 30, 2025. To support its mission to “promote opportunities for Montanans with disabilities to have rewarding careers and achieve maximum personal potential,” VRBS is encouraging Certified Employment Specialist Professional (CESP) credentialling for employees of CRPs. When a CRP employee is 1) APSE certified and 2) has provided direct services to a VRBS client for more than 50% of the billable time and 3) the client is exiting VRBS as a successfully employed exit, will pay a bonus of $200 at the same time as the successful outcome fee. VRBS will pay for the Contractor’s travel time if the client is over 30 miles (one way) from the service delivery hub where the primary provider office is located. Travel time will not be covered if services are provided within the 30-mile radius surrounding the hub.
