Step Advancements. Within the base salary range of each Group designation, all step advancements will be made at the beginning of the pay period following the pay period in which the employee completes the required number of service hours. Approval for advancement shall be based upon completion of required service hours in the classification and satisfactory work performance (i.e., a “meets standards” Work Performance Evaluation). An employee whose step advancement is denied shall not be eligible for reconsideration for step advancement except as provided in the Article, “Merit Advancements.” Service hours shall be defined as regularly scheduled hours as a nurse in a paid status, up to eighty (80) hours per pay period. Overtime hours, disability payments, Medical Emergency Leave, and time without pay shall not count toward step advancements. Step Advancements. New employees shall be hired at Step 1 of the established base salary range, except as otherwise provided in this MOU. Variable entrance steps may be established if justified by recruitment needs with the approval of the Appointing Authority and the County’s Human Resources Director. For example, an employee works 12 consecutive pay periods and codes at least 72 paid hours in each of those pay periods. The employee then codes only 40 paid hours in the next pay period. The employee would be required to work an additional pay period and code at least 72 paid hours before the employee is eligible to receive his step advancement. The County’s Human Resources Director, in consultation with the Chief Executive Officer or his/her designee, may authorize in limited exceptional circumstances, and with adequate justification, the adjustment of the salary step or salary rate of an employee to maintain salary equity within the system, to prevent undue hardship or unfairness due to the application of any rule or policy, or to correct any salary inequity. Step Advancements. Step advancements are merit increases and are not automatic. An employee must perform the duties of the position in a manner satisfactory to the department head to receive a step advancement. Eligibility for such step advance shall be upon completion of twelve months satisfactory service in the employee's prior step. The step system shall consist of five (5) steps and an employee's initial placement on the step system shall be determined by Sections 25- 5.04 or 25-5.06 of the Monterey City Code (Personnel Rules and Regulations). Step advancements shall be made on the Anniversary Date. No advancement shall be made without a performance evaluation with a written recommendation by the department head and approval of the City Manager or designated representative.

Step Advancements. Annually, whether during the term of the contract or hiatus, each teacher will be advanced one full step on the salary schedule, provided his/her work has been judged satisfactory by the principal and Superintendent, and approved by the Board. Upon recommendation of the principal and Superintendent, the Board may withhold all or part of the annual step of any teacher whose work or maintenance of professional standards is not satisfactory. No teacher's annual step shall be withheld unless there has been adequate prior notice, supervision and an opportunity to correct the problem. Such step may in the future be restored, in part or in full, upon recommendation of the principal and the Superintendent.
