Train the Trainer. The third element in the train-the-trainer component fee is supplemental travel. If the train-the-trainer workshop extends over a two-week period, staff will return to Toronto for the weekend, thus incurring additional travel costs that equal to the original return-trip costs. On-site Transportation The fourth element is on-site transportation (e.g., taxicab service) amounting to $60.00 per person, per day. Annual Licensing Fee In addition to the above one-time fees, each of the Ambassador and Accessible courses includes an annual licensing renewal fee of $1,000. This fee would include an annual review of the programme by the City of Toronto, recommending changes and/or updates as deemed appropriate. It would also include an accompanying proposal for carrying out those recommendations. These additional services would be provided under the original agreement, and at the option of the client municipality, and would be assessed on a case-by-case basis. The additional fees would be based on a rate of $50 per staff-hour plus applicable expenses and taxes. The $1,000 licensing renewal fee would be incurred automatically by the client on an annual basis unless the client terminates the agreement and informs the City of Toronto accordingly. Programme reviews would be carried out by the City upon receipt of the corresponding renewal fee. Other Considerations In the case where two programmes, such as the Ambassador and Accessible, are procured simultaneously by a municipality, certain charges would become redundant. These are identified below. Although the licensing of two programmes would result in a longer train-the-trainer and therefore higher lodging and staffing costs it would not impact on certain costs such as travel to location (unless trainers are using their own vehicles to travel to and from every day). If travelling by air, flight fares would remain unchanged. By making the train-the-trainer longer, however, supplemental travel could increase. Administrative Discretion Finally, it is recommended that staff be given an administrative discretion in setting the fees established through the above formula within a range determined at ±15%. This discretion would provide some flexibility in addressing the financial constraints of client municipalities. The principle of equity (as opposed to equality) would be employed in determining its application. For example, although Ambassador Course fees, as calculated using the fee formula, for cities such as Xxxxxxxx an...
