BACKGROUND AND DISCUSSION. On January 31, 2017 and after earlier authorization by the XxXxxxx County Board, XxXxxxx County and Home of the Sparrow, Inc. entered into a Subrecipient Agreement for the use of HOME Investment Partnerships Program funding for a Scattered-Site Acquisition and Rehabilitation Program. The purpose of the $415,000 allocation was to acquire and rehabilitate existing XxXxxxx County housing for use as affordable housing rental for homeless and formerly homeless women and children. Since that date, Home of the Sparrow, Inc. has successfully been able to acquire three properties that are now rented to program participants. Of the original $415,000 allocation, $41,484.20 remains unspent in HOME funding. Home of the Sparrow, Inc. has requested that its remaining funding be converted to a Tenant- Based Rental Assistance Program (TBRA). A TBRA is an eligible activity in XxXxxxx County’s 2015-2019 Consolidated Plan. A TBRA allows for temporary rental assistance for a period of up to two years. It also allows for some consideration of utility costs, housing inspections, and income verifications. A TBRA will allow for Home of the Sparrow to continue in its efforts in ending family homelessness in XxXxxxx County. Community Development staff worked with Home of the Sparrow, Inc. to determine a new project time line and use of the funding in order to develop the attached amendment to the original Subrecipient Agreement.

BACKGROUND AND DISCUSSION. The current Agreement is scheduled to expire on June 30, 2019. A request for proposals was sent to eight (8) hazardous waste management firms by Xxxx Xxxxxxx Waste Management Authority. Two proposals were received. The proposal from Stericycle Environmental Solutions, Inc. contained a very complete Scope of Work and lowest overall cost. Stericycle Environmental Solutions, Inc. operates numerous household hazardous waste collection facilities throughout the State. The term of the proposed agreement is three years, and the Agency has the option to exercise up to two one-year extensions. Annual costs are based on the types and amounts of hazardous materials received as well as the size of temporary household hazardous waste collection events, with a contractual limit of $57,000 each fiscal year. BACKGROUND AND DISCUSSION. 3.1 Cabinet has received a number of reports on the joint working proposals between Dartford Borough Council (DBC) and Sevenoaks District Council (SDC). Initially, the joint working arrangements have focused on the Revenues and Benefits service and Internal Audit and Fraud functions. There are proposals to extend joint working to other services. Further reports will be presented to Members in due course.

In 1999 the Government issued consultation (National Framework for Tenant Participation Compacts) detailing its aim for all social landlords to introduce Tenant Participation Compacts. A Tenant Participation Compact is an agreement between the landlord and its tenants and leaseholders, which sets out how they are to be involved in all decision making process relating to housing services delivered by the Council.

The current legal agreement between the Council and Kent County Council was made in May 2005 and although this has operated well it is good practice to review working arrangements periodically. The agreement has been revisited through the Kent Secretaries group which comprises legal representatives from all of the District and Borough Councils in Kent and Kent County Council. A revised agreement is attached at Appendix A to the report and includes a provision for review every four years.

BACKGROUND AND DISCUSSION. Alameda County issued a request for proposals in December 2016 for Community Outreach, Marketing and Customer Notification services. Four proposals were received by the Community Development Agency’s (CDA) Planning Department and were reviewed pursuant to the County’s procurement process. On January 13, 2017, a County Selection Committee (CSC) panel of two Community Choice Aggregation (CCA) Steering Committee members convened to interview, score, and rank the proposals. Circlepoint, a certified Small, Local, Emerging Business (SLEB), was the top scoring proposal and recommended to the board, resulting in Procurement Contract No. 14862 that went into effect on April 11, 2017 and ends on April 11, 2018. On April 12, 2018, EBCE entered into a Professional Services Agreement with Circlepoint to cover the remaining budget originally allocated to this agreement based on the approval of the Board at the April 11, 2018 public meeting. The agreement amount was $295,000 with a term through June 30, 2019 and a scope to support the launch of Phase 1 and begin planning for Phase 2. On July 18, 2018, EBCE amended the agreement to add budget in order for Circlepoint to continue to support community outreach, marketing, and customer notification for the Phase 2 launch to residential customers. The amended agreement was not to exceed $828,510. On April 17, 2019, the Board approved an extension to the Circlepoint agreement through August 31, 2019 in order to allow time for a competitive solicitation of services from similar firms to address EBCE’s on-going needs. At this point, EBCE is executing many aspects of the agreement through in-house staff but continues to need support for graphic and web design. EBCE staff issued a competitive solicitation for an independent graphic and web design consultant on April 25, 2019. Ten proposals were submitted by the deadline of May 17. A small committee of three staff members scored the proposals independently and interviewed the top four contenders. Based on the interviews and references, staff selected Celery Design Collaborative, a small firm located in Berkeley and registered as a Small, Local, and Emerging Business (SLEB) with the County of Alameda. BACKGROUND AND DISCUSSION. As a result of the high cost of housing in the San Francisco Bay area, the City of Vallejo has suffered in increase in homelessness among its residents. This has placed an increased strain on public services and resulted in increased crime against a vulnerable population, placed homeless individuals at risk on our streets, increased potentially serious public health issues, and impacted the City’s neighborhoods and public facilities in a negative way. Staff recommends that the City of Vallejo and Vallejo Housing Authority establish a joint powers authority in order to provide the City’s homeless population with access to vital services, with temporary housing at a navigation center, which will include an opportunity to be connected to permanent housing, jobs and an income so that they may become self-sufficient. Under Chapter 5, Division 7, Title 1 of the Government Code of the State of California (commencing with section 6500), the Charter Members hereby create a separate joint exercise of powers agency which is named the Vallejo Homeless Navigation Center Joint Powers Authority (the “Authority”).The board, as proposed in the attached Agreement, will be responsible for the overall administration of the Authority and the successful development, implementation and operation of the project. The Board will be composed of eleven (11) total board members constituted as follows: (a) the seven (7) elected members of the Vallejo City Council (City Council) who are also members of the Board of Directors of the Vallejo Housing Authority; (b) one resident appointed by the Housing Authority; (c) one representative appointed by the County Board of Supervisors; (d) one representative from the Vallejo Senior Center Xxxxxxxx Xxxxxxx Senior Advisory Group; and (e) one member who is a member of and is appointed by the Vallejo Housing and Community Development Commission. BACKGROUND AND DISCUSSION. At the Authority’s April, 2017, Board of Directors meeting, the Board authorized the Executive Director to enter into negotiations for the possible purchase of additional property adjacent to the south property line of the DRTS. That property is currently owned by Napa Airport Partners, LLC. The subject 17-acre parcel (“Property”) would serve as buffer between DRTS and surrounding parcels and provide room for future expansion of DRTS facilities if necessary. Staff subsequently engaged Xxxx Xxxxxxx of Colliers International to provide information and advice and to interface with the Seller. The negotiations resulted in the proposed Agreement for purchase of the Property. The agreed upon purchase price (subject to Board approval) was $5.9 million, or approximately $8 per square foot. The Seller would agree to assume liability for future offsite road improvement costs currently assigned to the property. The property’s pro rata share of these costs is approximately $300,000; however, the Seller’s liability is not limited to $300,000 if costs are actually higher. The Seller’s agreement to absorb these offsite costs makes the effective price of the parcel $5.6 million, or about $7.56 per square foot. Staff believes that the sale price represents fair market value and will be prepared to present information on comparable property sales in the area. The Authority will have a 90 day due diligence period in which to have technical experts examine the site for potential physical, environmental or other constraints. At the conclusion of the due diligence period staff will present findings to the Board so that they may determine whether or not to close escrow. The legal description of the property will be determined by a lot line adjustment to the Seller’s current parcel, which will be prepared and submitted for approval by the Authority with cooperation by the Seller. The Seller has communicated its acceptance of these terms and is ready and willing to execute the Agreement. Staff believes that these terms are fair and reasonable and recommends approval. Thus, staff is requesting that the Board take the actions and provide the authority first described above in the Recommendation section. SUPPORTING DOCUMENTS None
