Customized Training. ICF begins every training project with a needs assessment to identify the requirement, relevant competencies, and corre- sponding skill gaps. We develop training plans that include a rationale and cost analysis/business case to enable cost-ef- fective training decisions. Our training managers prioritize client needs based on mission requirements and available resources. ICF uses instructional systems design, a proven meth- odology for developing training solutions. It provides a step-by-step system for the assessment of learners’ needs, design and development of training materials that address those needs, and evaluation of the training’s effectiveness. While well versed in the traditional XXXXX model (analyze, design, develop, implement, evaluate), our team also com- xxxxx the Agile Scrum framework (often used for complex software development efforts) with XXXXX so that learning solution design and development adapts to the client’s evolving needs and priorities. ICF’s proprietary Agile Learning Design model—illustrated in Exhibit 9—dives deeper into one or more subsets of the larger effort early in the development Exhibit 9: ICF’s proprietary agile learning design model DocuSign Envelope ID: 5BF1998C-9A9A-4602-8351-F41AFE760225 process to work out, present, and test the learning solutions in 1- to 4-week cycles. We rapidly analyze, design, build, and test a base, incrementally adding onto it while tweaking along the way to exactly meet the client’s needs. Our Agile Learning Design teams are highly collaborative and include any individual involved with creating the learning product, including instructional designers, instructors, evaluation experts, programmers, animators, and graphic artists.
Customized Training. KPMG’s approach to training is to holistically consider how learning occurs in the workplace and how training advances organizational change. KPMG leverages the “XXXXX” model as the core methodology for developing and delivering trainings. The model provides a standard approach that can be applied to the training development lifecycle regardless of the scope and complexity of training needs. This is critical, as the level and type of training requirements may vary across projects, but overall should maintain a consistent and repeatable methodological approach. — Analysis: Once organizational change impacts have been identified for end-user roles, KPMG conducts a more detailed analysis to identify skill gaps and document which roles will require specific process and system knowledge. — Design: Collaborating closely with our client stakeholders, KPMG designs the full curriculum of training program, associated templates for courses and learning assets, and the training development plans to create all materials. — Development: Our methodology focuses strongly on project management principles to drive efficient completion of the materials and manage the logistical complexity associated with the development process. — Implementation: As part of the training management plan, we clearly define ownership for training delivery, training logistics management, administration of a Learning Management System, and program tracking. — Evaluation: Our approach is to collaboratively define the right level of measurement for the specific transformation effort—from end user satisfaction through behavioral change adoption.

Customized Training. 🢝 🢝 We conduct various types of staff training needs assessments prior to designing training materials, so we can learn what types of training materials are best suited to the learning needs and styles of each state user. Ex: For the Washington State child welfare IT system training effort, we assessed the training needs of staff in 39 counties to identify appropriate training methods and tools. Policy and Regulation Development 🢝 🢝 As we develop new policies or regulations, we continuously validate them with state program and legal staff to ensure we account for all of the potential impacts the new policies/regulations may have on current programs. Ex: When we provided consulting services for the Philadelphia Child Welfare Review Panel, we collaborated with city lawyers to develop and vet recommendations for policies to improve child safety before formally submitting them to the city. Process and Productivity Improvement 🢝 🢝 Learn activities are vital to understanding all of nuances to a state's processes and workflows in order to create new ones that provide efficiencies and cost-savings. Ex: For the Ohio Child Care Assessment Project, we interviewed staff at every level of the state and county child care programs to create detailed As-Is workflows and process descriptions for more than 40 state and county-based child care processes. Advisory and Assistance Services 🢝 🢝 Execution of TA and advisory requires close collaboration with customers to tailor methods to their unique situations. Ex: For our NAMRS and NCANDS TA projects, we meet with each state's representatives to ensure our TA approach will be effective for their users and stakeholders. Systems Alignment 🢝 Evaluating project impacts against customer mission and goals is critical to ensure a system transformation effort is helping the customer more effectively realize its mission.
