Institutional Development and Capacity Building. 1. Cooperation shall pay systematic attention to institutional aspects and in this context, shall support the efforts of the ACP States to develop and strengthen structures, institutions and procedures that help to: a) promote and sustain democracy, human dignity, social justice and pluralism, with full respect for diversity within and among societies; b) promote and sustain universal and full respect for and observance and protection of all human rights and fundamental freedoms; c) develop and strengthen the rule of law; and improve access to justice, while guaranteeing the professionalism and independence of the judicial systems; and d) ensure transparent and accountable governance and administration in all public institutions. 2. The Parties shall work together in the fight against bribery and corruption in all their societies. 3. Cooperation shall support ACP States’ efforts to develop their public institutions into a positive force for growth and development and to achieve major improvements in the efficiency of government services as they affect the lives of ordinary people. In this context, cooperation shall assist the reform, rationalisation and the modernisation of the public sector. Specifically, cooperation support shall focus on: a) the reform and modernisation of the civil service; b) legal and judicial reforms and modernisation of justice systems; c) improvement and strengthening of public finance and fiscal management with a view to developing economic activities in ACP countries and increasing their tax revenues, whilst fully respecting the sovereignty of the ACP States in this area. (i) enhancing capacities for domestic revenue management, including the building of effective, efficient and sustainable tax systems; (ii) promoting the participation in international tax cooperation structures and processes with a view to facilitating the further development of and effective compliance with international standards; (iii) supporting implementation of international best practices in tax matters, including the principle of transparency and exchange of information, in those ACP countries that have committed to them; d) accelerating reforms of the banking and financial sector; e) improvement of the management of public assets and reform of public procurement procedures; and f) political, administrative, economic and financial decentralisation. 4. Institutional Development and Capacity BuildingThe Project will also provide institutional development and capacity building in small city and town development, municipal infrastructure, environmental management, and policy reforms to ensure sustainability of the Project and Project facilities. Furthermore, such assistance will also strengthen the institutional capacity in Subproject implementation and operation of Project facilities and services.
Institutional Development and Capacity Building. This Project Activity, in conjunction with the Legal and Procedural Change and Communication Project Activity, will improve institutional capacity to deliver land services in rural areas. Specifically, MCC Funding will support: (i) improved land registration and mapping services, including institutional modernization analyses, training and capacity building, the purchase of equipment, imagery products, and surveying technology; (ii) decentralization of land tenure services, including training and support for new local land services personnel and the construction and basic equipping of up to 47 municipal buildings to provide offices for the decentralized municipal land services while also serving as offices for other key local government functions; and (iii) capacity building to mediate land conflicts, including (A) capacity building within the justice sector through training for judges and associated personnel and practicing lawyers; (B) new law school curriculum modules focusing on land law and land conflict; (C) training of municipal officials, local village councils and local land services personnel on land conflict mediation; and (D) support for mobile land conflict tribunals. MCC Funding also will support implementation of environmental and social mitigation measures as identified in the Environmental and Social Management Framework, or as otherwise may be appropriate, consistent with MCC Environmental Guidelines and OP 4.12.
Institutional Development and Capacity Building. (a) Develop and implement a plan to improve monitoring of water quality in Bengbu Municipality and the Counties of Guzhen, Huaiyuan and Wuhe, including establishment and equipping of data monitoring and processing stations and systems. (b) Provide support for implementation of the Project through the following: (i) With respect to Mohekou Industrial Zone (“MIZ”) in Wuhe County, provision of technical assistance for: (A) preparation of detailed designs of infrastructure investments; (B) development of rules and operations procedures for management of said zone; and (C) preparation of request for proposals for selection of a professional manager. (ii) Provision of technical assistance to aid implementing agencies and entities in their review of designs of infrastructure facilities, in Project management and in monitoring Project implementation (including implementation of EMPs and RAPs). (c) Enhance various aspects of the institutional capacity of implementing agencies and entities through the following: (i) Provision of technical assistance, equipment, vehicles and other goods to strengthen the management and financial capacity of the Project Companies and the implementing agencies within Bengbu Municipality. (ii) Development of a water sector management strategy for Bengbu Municipality. Carrying out resettlement and rehabilitation of Displaced Persons in connection with the implementation of Parts 1, 2 and 3 of the Project.

Institutional Development and Capacity Building. Carrying out an institutional development and capacity building program for the irrigation and drainage sector at the primary, secondary and tertiary levels within the Project Area, through the provision of consultants’ services, goods and training, for: (1) the establishment of secondary irrigation and drainage system branch canal water boards (BCWBs) and district water boards; (2) the formation of mesqa water users associations within the BCWBs; (3) the establishment of integrated water management districts; (4) conducting cadastral and water users registration surveys and preparing the relevant data bases; and (5) preparing updated digital and hard copy maps. Part D: Project Management, Coordination and Integration Support to the Project management and coordination entities within MWRI to strengthen their institutional capabilities, and ensure effective planning and implementation, through the provision of consultants’ services, goods and training, with special focus on the PMU and the regional coordination units.
