Home Dispatch. It is expressly understood that a participating employee must, at all times, provide a secure parking location for the Company motor vehicle at her place of residence. This may include, with the Company's approval, a secure parking location which is not necessarily situated on the property of the employee's place of residence. A participating employee is authorized to use the Company motor vehicle assigned to her only in the performance of her work and for traveling between her work and her place of residence. The operating and maintenance costs of the vehicle will be at the Company's expense. The Company will make arrangements for the maintenance of the vehicle; however, it will be the responsibility of the participating employee to ensure that the vehicle is properly maintained. Insurance coverage for the vehicle will continue to be provided by the Company as long as the employee respects Company practices, this Memorandum of Agreement and the arrangement reached with her immediate manager. Article 31 of the Collective Agreement is replaced by the following:
Home Dispatch. A Home Dispatch Program shall operate within the following classifications on a voluntary basis: • Field Service Technician • Central Office Technician • Line Cable Technician • Construction Coordinator • Cable Locator • Building Equipment Worker • Building Utility Worker The following shall govern the terms and conditions of the Home Dispatch Program: The Company and the Union agree that, at the discretion of the Company, employees who are regularly assigned a vehicle for use in completing their work assignments may be allowed to drive their assigned vehicles home from their last job site after completion of their shift and from home to their first job site for arrival at the beginning of their shift. The Company and the Union agree to encourage employees to participate in the Home Dispatch Program. Participation shall be voluntary and employees shall be selected by seniority provided the employee is qualified and has satisfactory work performance. Employees wishing to participate in the Program shall make application in writing to the Company. The Company shall select the localities in which the Program will operate and will select employees residing in close proximity to each selected locality. The Union Business Office shall be notified in writing of all selected locations and participating employees, as well as any changes to the Program, participants or selected locations. An employee’s participation in the Program may be terminated at any time by the Company. An employee may terminate his/her participation by providing ten (10) working days notice to the Company. When an employee’s participation is ended, he/she shall be reassigned to a Work Centre. Employees participating in the Program will not suffer a loss of regular hours of work or wages as a result of such participation. Overtime will be administered in accordance with Article 8 of the Collective Agreement. Participants will remain on their regular shift and vacation schedule. An employee participating in this Program will not be deemed to be on Standby unless otherwise scheduled under the provisions of the Standby Program. Employees participating in the Home Dispatch Program are required to be on the worksite and ready to begin work at the start of their regularly scheduled shift. When applicable, employees will leave directly from the worksite at the end of their regularly scheduled shift, to return to their normal place of domicile. Home Dispatch. A9.01 An employee who regularly utilizes a Company vehicle in performing daily work assignments may, by mutual agreement between the employee and the manager, be assigned to the Home Dispatch Program.
A9.02 The time spent travelling in the Company vehicle from the employee’s home to the first job and from the last job to home will be unpaid and on the employee’s own time provided that the job site is within the employee’s headquarters area, or within a radius equivalent to the distance from the employee’s home to the employee’s headquarters, or within thirty (30) minutes travelling time from the employee’s home. Travel time beyond the greater of the above conditions will be paid as travel time at a rate of one and one-half (1½) times the employee’s basic hourly rate of pay, where the employee is required by the Company to travel on the employee’s own time.
A9.03 The location of an employee’s home who is on Home Dispatch will not be used to bypass the job posting process.
A9.04 Thirty (30) days’ notice will be given by the Company to change or terminate the participation of any employee on Home Dispatch. In addition, participation in the Home Dispatch Program may be terminated immediately for cause. The Company may terminate the Home Dispatch Program in whole or in part, within 60 days’ notice to the employees affected and the Union.
A9.05 When a vehicle breaks down or is scheduled for maintenance, the Company will determine the method of drop-off and/or pick-up of the vehicle. Where appropriate the Company will provide alternate transportation for the employee.
A9.06 In the event that an employee is unable to park the Company vehicle on the employee’s property, alternate arrangements may be made, as approved by the manager. If suitable alternative arrangements acceptable to the manager cannot be made, participation in the Home Dispatch Program will be terminated by the Company as soon as practicable.
A9.07 With prior management approval, a Shop Xxxxxxx, Local Union Representative or Table Officer will have access to Company premises for the purposes of holding a meeting with the employees who are on Home Dispatch. These meetings will be held prior to or after the employees’ assigned shifts and will be on the employees’ own time.
Home Dispatch a. The Memorandum of Agreement on Home Dispatch will be amended to remove the exception of 18.24 and 18.25. The language is attached herein as Appendix “R”.
Home Dispatch. 26.1 The parties agree that the Company may establish "Home Dispatch" in those locations and among those positions where it is determined by the Company to be economically and operationally feasible. The Company’s Home Dispatch Guidelines/policy, if any, will apply to all Home Dispatch assignments; should there be a direct conflict between the provisions of the Home Dispatch Guidelines/policy and the provisions of this Article, the provisions of this Article will apply.
26.2 The Company shall determine the eligible job classifications and work groups. The Company may establish eligibility criteria for participation in the Home Dispatch Program. The Home Dispatch Program may be presented on an individual basis or to groups of employees, at the Company's discretion.
26.3 Under this program, employees will report directly to a work site or sites and will travel on their own time. The scheduled workday will commence at the time designated by management, and the employee's scheduled tour will begin at the designated work site. The employee's first and last assignments should normally be within the exchange(s) that serves as their base location or zone. On occasions when the first or last assignment is outside the home exchange(s), employees will be paid for the reasonable time to travel from their base location to the first job site or return to their base location from the last job site.
26.4 Participation in the Home Dispatch Program will be voluntary; however, employees who elect to participate will be required to remain in the program for a minimum of ninety (90) days.
26.5 Employees who participate will be furnished a Company vehicle for travel to and from work. These vehicles will be used only for business purposes. Travel time to and from home shall not be paid.
26.6 Employees must live within twenty-five (25) miles of their Headquarters location to be eligible to participate in the Home Dispatch Program. Should the employee live beyond the twenty-five
Home Dispatch. Home Garaging will be administered in accordance with the current Company policy. The Company reserves the right to N amend or discontinue the policy in accordance with Section 5.02.

Home Dispatch. 29.1 The Company shall have the ability to provide Home Dispatch to employees within the classification of install/repair, central office and outside plant mapping. The effective classification(s), if offered would be offered to all employees within that classification(s), excluding personnel assigned to construction. The decision to accept Home Dispatch will be voluntary and the employee will participate in the program for at least six (6) months.
29.2 Other than driving to and from work, Company vehicles will only be used for business purposes. Employees will report to the designated, work site at the scheduled start time and shall leave at the scheduled stop time. Travel from home shall not be paid for anytime one-half (1/2) hour or less.
29.3 The employee will be responsible for maintaining his/her assigned vehicle in accordance with the Company’s preventive maintenance procedures during non-working hours at Company expense. Vehicle breakdowns or other vehicle problems occurring during working hours will be corrected during working hours.
29.4 The employees will be expected to exercise good judgment in the use, storage and care of Company vehicles.
29.5 The Company shall reserve the right to discontinue this practice with a ninety (90) day written notice to the Union.
Home Dispatch. The Company may, at its discretion, implement a mandatory Home Dispatch Program. The Company may change the program at its discretion. Once implemented, the Company can cancel the program with thirty (30) days notice.
