Provision of technical assistance to the Recipient for purposes of strengthening its institutional framework for flood control, improve its effectiveness in rationalizing the emergency response and general maintenance phases of flood control, and to develop plans to respond to flood events and adapt to the rising sea level, including, inter alia, the development of a contingency plan for flood events and for the consolidation of flood control actors.
Institutional Strengthening and Project Management. Provision of technical assistance, training and equipment, with a view to strengthening the legal, regulatory and institutional framework governing the management of historic sites and cities and to building capacity for Project management by: Strengthening the administrative and technical capacity of the municipalities of the cities of Ba’xxxxxx, Byblos, Saida, Tripoli and Tyre by rehabilitating, developing, maintaining and managing their historic centers, including, inter alia: (a) the promotion of public-private partnerships; (b) the establishment of municipal inventories and real estate transaction registration system; (c) supporting the operation of the municipal implementation unit of each of, respectively, Ba’xxxxxx, Tripoli and Tyre; and (d) assisting DGU in: (i) developing urban planning instruments, including the enforcement of zoning and building regulations for historic city centers, and (ii) reviewing the legal and regulatory framework governing the protection of historical urban areas. Reviewing the legal, regulatory and institutional framework governing cultural heritage, including the reform of the DGA, with a view to strengthening DGA’s capacity and improving management of cultural heritage. Strengthening DGA’s technical and regulatory functions, including, inter alia: (a) the review of its financial, administrative and organizational framework; (b) the carrying out of capacity building activities for administrative and professional staff; (c) the upgrade of office technology and information management systems; and (d) assistance in conducting scientific oversight of the methodology used for conservation of archeological artifacts under the Project. Support to the Project Management Unit to strengthen its capabilities in implementing the Project. * * * The Project is expected to be completed by June 30, 2009. Institutional Strengthening and Project Management. 1. Carrying out of a program for strengthening the capacity of public sector institutions at the national, regional, district and community level, including: (a) the carrying out of an assessment of the roles of MWRWH, MLGRD and Community level institutions in policy making, planning implementation, coordination monitoring, supervision and reporting of activities; (b) the provision of training to Regional Coordinating Councils for the supervision and coordination of the District Assemblies in the implementation of water and sanitation Subprojects; (c) strengthening the capacity of key directorates in MWRWH, and MLGRD for planning and overall monitoring; (d) the provision of technical advisory services, training and logistical support for District Assemblies to, inter alia, assume key monitoring and evaluation role in water and sanitation development and operations in rural and small town Communities; and (e) the Provision of training and logistical support to non-governmental organizations and private service providers, to ensure that there is a competitive and efficient private sector to provide to Communities under the Project quality goods, works and services relating to water and sanitation, including providers of training and Community development services.
Institutional Strengthening and Project Management. The Project shall support the development of capacities and capabilities at the smallholder, village, and Provincial Directorate levels. This shall include the training of provincial and district agricultural staff in areas of improved service delivery, including training of farmers, monitoring and evaluation, development of farming business skills and new technology. Technical Assistance for the training shall be provided to support these activities including assistance in delivering training to farmers in the areas of adoption of new technologies and investment planning. The Project shall provide funding for the establishment and operation of the Project management structure at the Project Area level. Support shall also be provided for Project related rehabilitation of the Provincial Directorate of Agriculture (PDA) and District Directorate of Agriculture (DDA) offices; purchase, operation and maintenance of vehicles; information technology equipment; office and meeting room furniture; office operating costs; travel allowances and air fares; translation services; and expenditures associated with the MARA-UNDP Service Agreement described in paragraph 7 below.
