Introduction and Overview. The purpose of the Performance Management1/Continuous Process Improvement2 Strategic Sourcing initiative is to provide best value performance management and continuous process improvement (CPI) services to Federal agencies through a pool of highly qualified contractors. The resulting acquisition vehicle will be a GSA Schedule multiple award BPA. This acquisition solution also offers agencies the opportunity to obtain greater value from their performance management, strategic business related analyses and CPI service expenditures by sharing of best practices across the government, leveraging the requirements, streamlined ordering procedures and standardizing process improvements across the Federal Government.

On February 18, 2010, the United States, the States of California and Oregon, PacifiCorp, Indian tribes, and a number of other stakeholders signed the Klamath Hydroelectric Settlement Agreement (KHSA). The original KHSA was subsequently amended and signed in April 2016; the amendments did not affect the interim measures. The amended KHSA lays out the process for transferring ownership of PacifiCorp’s Klamath Hydroelectric Project to an independent dam removal entity (DRE) and then eventual decommissioning and removal of four dams on the Klamath River (i.e., X.X. Xxxxx, Copco 1, Copco 2, and Iron Gate dams) by the DRE following approvals from the Federal Energy Commission. The KHSA includes provisions and detailed actions for the interim operation of the dams and mitigation activities prior to removal of the dams or the termination of KHSA. One of these measures titled: Interim Measure 15 - Water Quality Monitoring states that PacifiCorp shall fund ($500,000 per year) long-term baseline water quality monitoring to support water quality improvement activities, dam removal studies, permitting studies (as necessary), and form a long-term record to assess trends and other potential changes in the basin. This includes funding for blue-green algae (cyanobacteria) and cyanobacteria toxin monitoring, as necessary to protect public health. This plan addresses the ninth year of monitoring under Interim Measure 15 (hereafter referred to as IM 15). Since the goals and objectives of IM 15 remain the same and the sampling entities and locations are unchanged since monitoring began in 2009, this document provides a brief summary of the of IM 15 goals and objectives, sampling strategies, and any updates and/or changes to the sampling from previous plans (Note: In 2009, sampling was done under an interim settlement agreement). Detailed discussions on goals, objectives and the rationale for the parameters sampled can be found in the previous study plans, available on the Klamath Basin Monitoring Program (KBMP) website (xxxx://xxx.xxxx.xxx under the Collaboration tab on the Home page). Introduction and Overview. Political Science is an academic field of study focusing on key questions of political power, processes, and the authority of the institutions of the state. Analysis of governmental organizations and processes often involves understanding the political system (actors, institutions, and law) as a whole – in other words “politics” – “who gets what, when, and how.” The study of politics also requires examining the role of citizens and how they can influence (and are influenced by) governmental institutions, processes, and the law. Political Science also examines the “behavior” of informal political processes and actors – interest groups, media, public opinion, political culture, and non-governmental actors. Political Scientists study such processes in an effort to develop general principles or theories about the way the world of politics works. Subfields within Political Science include: U.S. institutions and government, international relations, comparative politics, political theory, public administration, public policy, and the law. Overall, Political Science as a discipline is housed within the larger academic sphere of the social sciences and thus employs an array of research methodologies in the development of said principles and theories. In accordance with Article XX-C of the Public School Code of 1949, this Agreement ensures that a student who successfully completes an Associate of Arts (AA) or Associate of Science (AS) degree in Political Science (or any AA or AS degree that incorporates the competencies required and outlined below) at an institution participating in the Commonwealth’s statewide college credit transfer system can transfer with junior standing into a parallel bachelor degree program at a participating four-year institution. Vendor Management Services apply to any existing Learning Vendors as at the Restatement Date and additional Learning Vendors agreed by the parties in accordance with the terms of this Agreement, from time to time thereafter. This Appendix 3‑E supplements any requirements for Vendor Management Services (or Services similar to the Vendor Management Services) set out in any Local Services Agreement as of the effective date of this Agreement, which shall be considered within the scope of Vendor Management Services described in this Appendix 3‑E and the associated Vendor Management Charges.
