Minimally Required Deliverables/Tasks. Under the direct supervision of DEO’s Chief Information Officer (CIO) or their designee, Contractor will provide the following in support of the Reemployment Assistance Modernization Program.
1. Contractor shall designate a Senior Project Manager to oversee the Reemployment Assistance Modernization Program’s strategic planning activities who will report to DEO’s CIO or their designee and who possess the knowledge, skills, and abilities outlined in section 1.2.2. within five (5) days of execution of this Contract. Contractor’s Senior Project Manager will be responsible for the following:
a. Supporting DEO’s aspiration to establish an overall project management center of excellence, as detailed in section 1.2.
b. Developing and managing a progressively elaborated Project Management Plan for the Reemployment Assistance Modernization Program that includes but is not limited to managing the Project Scope, Schedule Baselines, Change Management, Communications, and Costs for each of the projects summarized in Table 1 and in accordance with Rule 60GG-1.009(7), Florida Administrative Code. The Project Management Plan must adhere to the requirements outlined in 60GG-1, Florida Administrative Code.
c. Applying methods and tools, such as forecasting, metrics, analyses, modeling, and scorecards and dashboards to measure, assess, and report on performance, efficiency, progress, productivity, and quality of the Reemployment Assistance Modernization Program and each project at least once a week.
d. Providing written weekly status reports on the Reemployment Assistance Modernization Program and its projects to DEO’s CIO or their designee via email utilizing a template approved by DEO’s CIO or their designee regarding performance, efficiency, progress, productivity, cost, and quality. DEO’s CIO or their designee reserves the right to request more frequent or additional updates as needed. DEO’s CIO or their designee also reserves the right to request additional information to be included in the weekly status report as needed.
e. Notifying all parties identified by DEO immediately of any deviation in the Reemployment Assistance Modernization Program’s budget, schedule, scope, or status utilizing a method of communication approved by DEO’s CIO or designee.

The IV&V Management Plan must include the consumer-first workforce system program, which includes the plans and procurements for the consumer-first workforce system program, contain the review of the elements outlined in the value-added domains identified in sections 1.1.1.A. - 1.1.1.G. below, and ensure the elements are successfully monitored and implemented for each consumer-first workforce system project.

The IV&V Management Plan must describe the activities, personnel, schedule, standards, and methodology for conducting IV&V services.

Contractor must perform ongoing Modernization Program‐ and Modernization Project‐specific analysis to enable continuous observations and assessments needed to ensure each individual Modernization Project’s progress is successfully in line with Modernization Project requirements and Modernization Program goals, help facilitate coordination across the Modernization Projects, and to enable overall Modernization Program improvement, and will make observations and review and validate issues, deficiencies, and risks identified with the Modernization Program and Modernization Projects. Analysis includes, but is not limited to:
1. Providing personnel, processes, approaches, and tools to perform IV&V services.
2. Examining all project artifacts and documents to evaluate the effectiveness of the Modernization Program and Modernization Project’s management controls, procedures, and methodology.

4. Verifying and validating the quality of Modernization Program and Modernization Project work products, including other contractor deliverables and DEO procurements and contracts to verify alignment between requirements and solicited or contracted terms.
5. Reviewing any Modernization Project solicitation, procurement, or contract documents to verify that, at a minimum, the evaluation criteria are clearly articulated and are consistent with Modernization Program and Modernization Project(s) objectives, and that the obligations of DEO, contractors, subcontractors, and stakeholders are clearly defined and aligned to facilitate success.
6. Monitoring and verifying that the work performed by XXX, contractors, subcontractors, and stakeholders meet the goals, objectives, and deliverables for the Modernization Program and Modernization Project.

A. A detailed project plan, which includes at a minimum, a project schedule, tasks, objectives, and anticipated resource needs in order to complete the scope outlined in Section 1.2. The project plan and execution of the project plan must adhere to Chapter 60GG-1, Project Management and Oversight, Florida Administrative Code (FAC). The project plan must be submitted to DEO for review and approval within seven (7) calendar days of execution of the Contract.
B. Coordinate and host weekly meetings with the DEO Project Manager and stakeholders to provide a status of project completion as it relates to the deliverables and tasks as specified in this Section 1.3. Contractor shall also submit written status reports on a weekly basis to the DEO Project Manager of the work completed identifying the current status of each project deliverable and task as specified in this Section 1.3. The weekly written status reports must detail all activities completed, progress made, and issue and/or risks identified related to completion of the deliverables specified in Section 1.3.
C. Conduct and write an assessment of security controls report in accordance with Section
1.2.1 of the planned System infrastructure and associated applications, including reviewing proposed software, hardware, architecture, infrastructure, Information Technology Service Management (ITSM) processes, and all other relevant information resources, to recommend appropriate security controls for the existing and proposed System. The assessment of security controls report must incorporate threat identification and risk analysis. The assessment of security controls report must include, at a minimum, a detailed list of recommended security controls, a gap analysis to identify recommended controls not yet in place, threats identified through threat modeling, risks posed, and recommended security controls. Contractor must submit the assessment of security controls report to DEO for review and approval within 45 business days of execution of the Contract.
D. Conduct and write a skills and capabilities assessment and gap analysis report detailing the current DEO staff skills and capabilities to implement the recommended security controls identified in the assessment report created in accordance with section 1.3.
