PROMOTIONAL VACANCIES.
21.01 Should a vacancy occur within the bargaining unit as determined by the City or when a new position is created in a job classification within the Bargaining Unit that is not merely a reclassification of an existing title which there is a qualified incumbent employee, unless herein excluded, the City agrees to post notices thereof for a period of five ten (510) working days during which any applicant or City employee who is not on initial probation may request to be considered for the vacant position. Such initial probationary employees shall be considered for positions within their department when there are no other qualified candidates or when approved by the Human Resources Director. Applicants desiring to be considered shall do so in writing to the Human Resources Office by the deadline announced in the job announcement. Notices of vacancies described above shall be provided to the Union President or designee and posted in areas accessible to employees, including bulletin boards, city public computer network, official city internet website, and the job hotline. Employees interested in job vacancies will make a request in writing on the form provided by the Human Resources Dept.
21.02 Vacancies will be filled by selecting the most qualified candidate. The City shall interview any bargaining unit members that make written application and meet the minimum requirements for the position. The City shall be the judge of selecting the best qualified based on the results of the screening procedure outlined below. The methods may include, but not limited to:
a. Written exam.
b. Operation exam (conducted by the department or division head responsible for the equipment being tested) and, if available shall include, one (1) person selected by the Union, who has on-the-job experience on the equipment being tested.
c. Prior experience directly or indirectly related to the job.
d. Education and formal training.
e. Aptitude or familiarity with required duties of the vacant position.
f. Prior attendance record.
g. Performance history.
h. Required licenses and certificates, including all State regulations for water and wastewater licensing.
PROMOTIONAL VACANCIES. 1. Notice of a vacant position covered by this agreement shall be posted for a period of five (5) working days, such time to be prior to notifying the public, on appropriate City bulletin boards. Any regular employee of the City who is interested in filling the vacancy, shall complete the promotional vacancy application and submit it to the receptionist at City Hall prior to the indicated closing date on the job announcement sheet.
2. All employees completing the promotional/vacancy application before the closing date shall be considered for the vacant position. The vacancy shall be filled on the basis of qualifications and documented work history/experience. If these criteria are equal, department seniority shall be the governing factor in making the selection.
3. The City shall provide internal applicants for a position, preference in filling the position as long as such internal applicant possess the equivalent combination of skills, experience, qualifications and work history. The Department Head selecting to fill the vacant position is not bound to accept an internal applicant if such applicant’s behavior, demeanor, skills, work experience, qualifications or work history are not acceptable. The selection/promotions may only be grieved to the City Manager. Grievances are limited to the issue of job qualification only. Where qualifications and skills are equal between two (2) or more employees, the employee with the most seniority will prevail. Skills may be determined by a proficiency test.
4. Employees promoted shall move to the minimum rate of the new pay grade they are advancing to or receive a minimum pay increase of five percent (5%), whichever is greater. Employees may not exceed the maximum of the pay range.
5. In the event an employee is promoted or transferred within the same division, that employee will serve a probationary period of ninety (90) days in the new position, which may be extended an additional ninety (90) days by the City, regardless of the length of the employee’s seniority, not to exceed a total of one hundred eighty (180) days. In the event an employee is promoted or transferred outside of the division or department he or she is currently assigned, or the transfer or promotion requires special training or licensing, that employee will serve a probationary period of six months in the new position, which may be extended an additional six months by the City, regardless of the length of the employee’s seniority, not to exceed a to...
PROMOTIONAL VACANCIES. A. Notice Notice of all administrative and supervisory positions as identified on the A&S salary schedule, as well as those positions not on the A&S salary schedule which pay a differential above the base salary, shall be posted on the job vacancy bulletin board (Board’s website) on the SMCPS electronic system. During the school year such announcements will be sent electronically to employees at the school or office site. During the summer, such announcements will be distributed to employees via email. The notice will include the requirements for the position.
PROMOTIONAL VACANCIES. A. Announcements must be distributed at least twelve (12) calendar days (exclusive of Board designated holidays) before the closing dates for accepting applications.
B. Submission of Application: Candidates must submit a letter of application to the appropriate office designated in the advertised vacancy.
PROMOTIONAL VACANCIES. Notices of promotional vacancies shall set forth the information pertinent to the positions, i.e., qualifications, requirements, duties, salary, plus any other items deemed pertinent. Promotion is defined as the achievement of a professional position which pays a higher salary differential or is on a higher salary schedule than the regular teacher's salary schedule.
PROMOTIONAL VACANCIES. 22.1 Notice of a vacancy that the City desires to fill in an existing position covered by this agreement shall be posted for a period of five (5) working days on all City bulletin boards. Any employee, who has completed his /her probationary period and is interested in filling the vacancy, may apply in writing to the Personnel Department. Note: employees serving the six-month promotional probationary period may bid on internal department opportunities.
22.2 The City reserves the right to fill vacancies with the best candidate available with the opportunity provided current employees first. If the best candidates are within the City's current work force, the vacancy shall be filled on the basis of the following:
PROMOTIONAL VACANCIES. 1. Promotional positions are defined as follows: positions within the bargaining unit paying a salary differential.
2. Teachers who desire to apply for such vacancies shall submit their applications in writing to the Superintendent of Schools or his/her specified representative within the time limit specified in the notice.
3. Candidates shall be recommended on the basis of qualifications as determined by the Superintendent of Schools, for the position. Where qualifications are equal, seniority in the Narragansett School System shall prevail.
4. Upon written request, a teacher who has not been appointed to a promotional position for which he/she has made application shall have the right to request a meeting with the Superintendent of Schools to discuss the reasons why he/she was not appointed.
PROMOTIONAL VACANCIES. 1. Whenever a promotional vacancy shall occur in a professional position in the school district for which certification is required, the Board shall publicize the same by giving written notice to the Union and by providing for appropriate posting in all schools.
2. A teacher who desires to apply for any such vacancy shall file his/her application in writing with the District Office.
3. When in judgment of the Board qualifications and ability are relatively equal, preference in filling vacancies within the bargaining unit shall be given to the employee with the greatest length of service in the school district.
4. The Board agrees to give full consideration to the professional background and attainments of applicants for administrative openings.
PROMOTIONAL VACANCIES. The Employer shall determine whether a promotional vacancy exists and is to be filled. Promotional selections shall be subject to the grievance and arbitration procedure. All members of the Bargaining Unit shall be given the opportunity to bid on vacant positions. In all applications of seniority under this Agreement, the ability of the Employees shall mean the qualifications and ability of an Employee to perform the required work. Where qualifications and ability are equal, seniority shall be the determining factor.
