Proposal to Meet Program Requirements. The Project Narrative must include a proposal that explains the approach the applicant is considering to establish a State-operated Exchange. This section should be in alignment with the Work Plan and may provide a narrative description of the approach to achieve milestones or tasks outlined in the Work Plan. The applicant should describe how the Exchange will meet each of the program requirements set forth in this Funding Opportunity Announcement (see Section I.5). This proposal must include a description of the approach and the activities the State will undertake under each Exchange Establishment Core Area. If a State intends to apply for funds in certain Core Areas and not others, the applicant should provide a description of the activities it will undertake. For example, to meet program requirements for performing Stakeholder Consultation, the proposal to meet program requirements must answer questions such as which stakeholders are involved in the Exchange establishment process, what roles the stakeholders have in the process, and how collaboration with stakeholders will continue throughout the establishment process. To answer questions such as these, the applicant could describe what forums will be used to engage with stakeholders, how stakeholder input will be gained and applied to inform the establishment process, and how the Exchange will identify stakeholders. Providing assistance to individuals and small businesses is a priority of the Exchange. Therefore, the proposal must address how the Exchange will work to meet the needs of consumers and ensure that these services are provided. In the discussion of the Exchange IT Systems Exchange Establishment Core Area, applicants must address how the Exchange will carry out due diligence in assessing the applicability of the system models developed by ―Early Innovator‖ States. If the applicant does not intend to use these models, this must be justified. (Awardees of Early Innovator Cooperative Agreements do not have to include this in their discussion.) States may choose to develop their own systems, which may be done in many ways, including use of commercial off the shelf products (COTS); or States may adapt systems developed by other States. Systems must be interoperable and/or integrated or interface with both the State Medicaid and Children’s Health Insurance Program (CHIP) programs and be able to interface with HHS in order to verify and acquire data as needed. Proposal to Meet Program Requirements. ‌ The California Exchange is seeking funding for a second Level I Exchange Establishment grant (1.2) to implement the next level of planning and development activities. As described in detail below and in the work plan attached as Attachment A, during this proposed period of the second Level I grant (August 15, 2012-June 30, 2013) the California Exchange will:  Engage in ongoing planning, research and stakeholder consultation;  Actively collaborate with state partner agencies administering public coverage programs and regulating health insurance markets to maximize coordination and integration of existing and newly developing health coverage programs, consumer services and oversight functions;  Design and refine program and operational elements, including advancing the development of CalHEERS and internal operational policies to support a seamless and coordinated enrollment and eligibility function and effective consumer assistance and support;  Refine and implement an aggressive marketing, outreach, and public education program to set the stage for 2014 in the public arena and among targeted, potentially eligible constituencies;  Finalize and execute a procurement and certification process for qualified health plans to be offered in the individual and SHOP Exchange starting in 2014;  Submit the Exchange Blueprint, secure federal approval for the operation of a state-based Exchange and submit a Level II multi-year establishment grant proposal, budget and timeline;  Develop and execute a multi-year plan for evaluation and monitoring of California Exchange programs and implementation of federal health reforms in the state; and,  Maintain and enhance operational coordination, financial management support and business operations in service of the mission and functions of the Exchange. The California Exchange will continue to make progress in most of the federal core areas during the Level I grant (1.2) period. Figure 5 identifies and compares the federal core areas with the work plan core areas used by the California Exchange in developing this grant proposal. The proposal must include a description of the approach and the activities the Territory will undertake under each Core Area below.
Proposal to Meet Program Requirements. This section of the application will provide CCIIO with a high level overview of the State’s strategic plan to establish an Exchange, participate in the Federally-facilitated Exchange, or collaborate with the Federally-facilitated Exchange in a State Partnership model on certain activities. Regardless of the Exchange model a State wishes to pursue- either short or long-term- CCIIO is prepared to tailor each Cooperative Agreement to a State to meet the needs of their consumers and will use this section to continue a strong collaborative effort. In the proposal to meet program requirements, the applicant should discuss the overall strategy of a State to fulfill the required Exchange Activities. A State that plans to transition or is transitioning between Exchange models or where responsibility for specific activities is changing should provide a timeline for changing models or transferring ownership of activities. Discuss any activities that the State must execute in order for a fully functional Exchange to operate in the State. Please refer to Appendix A for a breakdown of activities and ownership responsibilities.  Discuss the State’s strategy to address the early benchmarks identified in Section I.4. These elements are identified as the early benchmarks that all States, regardless of model, should complete.  Describe the proposed solution for Exchange IT Systems. Will this be an independent application, an enhancement to existing functionality, or some other solution option? Outline how tightly coupled the proposed Exchange systems will be with existing Medicaid/CHIP systems. Cleanup: When performing work on site at a TIPS Member’s property, Vendor shall clean up and remove all debris and rubbish resulting from their work as required or directed by the TIPS Member or as agreed by the parties. Upon completion of work, the premises shall be left in good repair and an orderly, neat, clean and unobstructed condition. Preparation: Vendor shall not begin a project for which a TIPS Member has not prepared the site, unless Vendor does the preparation work at no cost, or until TIPS Member includes the cost of site preparation in the TIPS Sale Site preparation includes, but is not limited to: moving furniture, installing wiring for networks or power, and similar pre‐installation requirements. Registered Sex Offender Restrictions: For work to be performed at schools, Vendor agrees that no employee of Vendor or a subcontractor who has been adjudicated to be a registered sex offender will perform work at any time when students are, or reasonably expected to be, present unless otherwise agreed by the TIPS Member. Vendor agrees that a violation of this condition shall be considered a material breach and may result in the cancellation of the TIPS Sale at the TIPS Member’s discretion. Vendor must identify any additional costs associated with compliance of this term. If no costs are specified, compliance with this term will be provided at no additional charge. Safety Measures: Vendor shall take all reasonable precautions for the safety of employees on the worksite, and shall erect and properly maintain all necessary safeguards for protection of workers and the public. Vendor shall post warning signs against all hazards created by the operation and work in progress. Proper precautions shall be taken pursuant to state law and standard practices to protect workers, general public and existing structures from injury or damage. Smoking: Persons working under Agreement shall adhere to the TIPS Member’s or local smoking statutes, codes, ordinances, and policies.

  • Minimum System Requirements The following summarizes the minimum office system requirements for all Contractors and Architect/Engineer to possess in order to participate. It is the responsibility of all Contractors and Architect/Engineer to possess these minimum requirements at no additional cost to Princeton University.
