Subrecipient Obligations. 1. Sub-recipient must have written approval for all contracts should there be a need to engage any parties not within Strengthen ND. Prior to awarding a contract using CDBG-NDR funds, the sub- recipient shall submit to the City all procurement documents such as advertisements for professional services, Invitation to Bids, Request for Qualifications, cost estimates prior to advertisement, cost reasonableness analysis or other actions to procure contractors for this project. 2. The Subrecipient will provide the Grantee with a copy of their procurement policy and procedures should there be a need to procure outside support for this project. 3. The Sub-recipient will provide the City’s NDR Program Manager with a copy of any proposed contract documents, conditions of contract, and related documents prior to executing a contract. 4. Sub-recipient must have contracts that complies with HUD regulations for all project procurements. All work or services covered by this Agreement shall be specified by written contract and subject to all provisions of this Agreement. Contracts will be reviewed by the City prior to execution. 5. Sub-recipient shall adhere to the uniform administrative requirements as specified in 24 CFR 570.502. 6. Sub-recipient shall adhere to all applicable environmental regulations prior to the expenditure of any CDBG-NDR funds. 7. Sub-recipient shall comply with the requirements and standards of 2 CFR 200 et. seq. as applicable, including establishing and/or maintaining compliant accounting systems. 8. Comply with the City of Minot’s indemnification and insurance requirements. 9. Comply with and require all contractors and subcontractors paid with funds provided by this agreement to comply with all applicable provisions of the Housing and Community Development Act of 1974, as amended 24 CFR Part 570 and Special Conditions for activities assisted pursuant to Title I of the Community Development Act of 1974 including Xxxxx-Xxxxx. 10. Sub-recipient shall comply with Conflict of Interest provision for HUD and the City of Minot and shall incorporate these provisions in all contractor and subcontractor agreements. 11. Sub-recipient will prepare and submit to the City status reports with each voucher for payment of a share of the funds.
Subrecipient Obligations. As a condition of receiving this subaward, the Subrecipient shall manage and administer the Phase 2 Park South Project, including all required project procurement, design, preparation of plans and specifications for new construction, preparation of bids for construction including green-building and accessibility, construction, inspection and completion of the work described in this agreement. The Subrecipient shall complete the activities in a manner satisfactory to the Grantee and consistent with the terms of conditions of this agreement and applicable Federal statutes and regulations. In addition, the property described herein will be subdivided into 3 parcels, one of which will be a parcel for the Park South Phase 2 Project.

Subrecipient Obligations. The Subrecipient will: i. Assist in the recruitment of applicants to become AmeriCorps VISTA Member(s). ii. Arrange and be responsible for providing on-site orientation and training for all incoming AmeriCorps VISTA Member(s) within the first month of their service. iii. Assist in the provision of pre-service, early service, and in-service training, as specified in the Statement of Work. iv. Operate the project in accordance with the provisions of the Act, applicable program policies and regulations, and other federal laws, v. Provide on-the-job transportation and other project support as specified in the Statement of Work. vi. Ensure that the Subrecipient’s AmeriCorps VISTA Supervisor(s) participates in AmeriCorps VISTA supervisory orientation provided by the Corporation as available. vii. Make every reasonable effort to ensure that the health and safety of AmeriCorps VISTA Member(s) are protected during the performance of their assigned duties. The Subrecipient shall not assign or require AmeriCorps VISTA Member(s) to perform duties, which would jeopardize their safety or cause them to sustain injuries. viii. Must indicate to the Sponsor the actual departure date(s) of AmeriCorps VISTA Member(s) who leave prior to completion of service date(s). ix. Allow AmeriCorps VISTA Member(s) opportunities to participate in local and/or national emergency disaster relief efforts if needed in the event of a disaster. All AmeriCorps VISTA Program policies, terms and conditions remain in effect and benefits and protections afforded and provided to AmeriCorps VISTA Members and Sponsors and Subrecipients shall continue while on special disaster relief assignment as if the AmeriCorps VISTA Member(s) are in traditional service at the originally assigned Subrecipient. x. Allow AmeriCorps VISTA Member(s) to participate in Days of Service, e.g., Xxxxxx Xxxxxx Xxxx, Xx. Holiday, National Volunteer Week, and other community VISTA projects, should activities be organized in the communities where the members are in service. xi. Report to the Sponsor, within 24 hours, of the unscheduled departure of your AmeriCorps VISTA Member(s), and otherwise keep the Sponsor timely informed of unscheduled changes of status and conditions of AmeriCorps VISTA Member(s), such as arrests, hospitalization, and absence without leave. xii. The Subrecipient agrees to pay the Sponsor for the Subrecipient’s cost- share on a quarterly basis upon the completion of each quarter served. In the event that VI...

Subrecipient Obligations a. To submit documents required by Federal and State law and implementing regulations and requirements pertaining to receipt of federal funds to authorities and to RECIPIENT, including, but not limited to the following: Title VI civil rights plan and compliance to noticing requirements, equal employment opportunity policy and compliance to noticing requirements, half fare policy and compliance to noticing requirements, Disadvantaged Business Enterprise (DBE) program, DBE triennial goal, and DBE semiannual report, and noticing requirements, preventive maintenance program and documentation of performance, public participation plan, service and fare change policy, compliance with Americans with Disabilities Act, procurement policy, cost allocation plan and compliance with plan, compliance with drug and alcohol testing program and drug-free workplace policy, financial capacity plan, and school and charter bus service policy, if deemed applicable by FTA; b. To cooperate with RECIPIENT in the administration of federal funding by timely provision of documents, records, plans and procedures as requested; c. To cooperate with RECIPIENT in monitoring for, and preparation of, Triennial Reviews as mandated by FTA; d. To cooperate with RECIPIENT in monitoring for SUBRECIPIENT reviews as required by FTA; e. To coordinate with the RECIPIENT to produce information as needed in electronic format and/or hard copy for submission of the FTA Award Form; f. To submit Annual Certifications and Assurances and any other documents necessary for completing the Award Form discussed in Clause 6 below to appropriate authorities and to the RECIPIENT; g. To provide in a timely manner to RECIPIENT information required for quarterly Federal Financial Reports and Milestone Progress Reports by the 15th day of the month following close of each calendar year quarter; h. To prohibit use of any vehicle, equipment, personnel, facilities, or other asset funded with federal funds for any purpose other than public transportation; i. To comply with any changes to federal requirements which may occur during the term of this agreement; j. To allow federal and RECIPIENT administrators access to SUBRECIPIENT’s records, and to allow federal and RECIPIENT administrators to audit SUBRECIPIENT’s accounting documents, records, payroll, and accounts for the purpose of verifying compliance with the requirements of federal funding; k.
