Transfer of Leave Credits. Employees shall be allowed to transfer leave credits from sick leave to vacation or vice versa under the conditions listed in this section. No other leave balances may be used. The transfer may not exceed one complete block of eighty (80) hours per fiscal year per employee. The transfer must be from one balance to the other in one block and in only one direction per fiscal year. The cap on either balance may not be exceeded with the transfer of credits.

Transfer of Leave Credits. A. Upon request of an employee and upon approval of a department director or designee, leave credits (CTO, personal leave, annual leave, vacation, and/or holiday credit) shall be transferred between family members, in accordance with departmental procedures, for issues relating to Family Medical Leave Act, Pregnancy Disability Leave, parental leave or adoption leave as indicated in the relevant articles of this agreement. Donations may be made by a child, step child, adopted child, parent, spouse, domestic partner that has been defined and certified with the Secretary of State’s office in accordance with Family Code section 297, brother, sister, or other person residing in the immediate household. B. Upon request of an employee and upon approval of a department director or designee, leave credits (CTO, personal leave, annual leave, vacation, and/or holiday credit) shall be transferred from one or more employees to another employee in accordance with the departmental policies, when the receiving employee faces financial hardship due to injury or the prolonged illness of the employee, employee’s child, step child, adopted child, parent, spouse, domestic partner that has been defined and certified with the Secretary of State’s office in accordance with Family Code section 297, spouse’s or domestic partner’s parent, brother, sister, or other person residing in the immediate household. C. For the purpose of transferring leave credits the following definitions shall apply: 1. Sick leave credits cannot be transferred; 2. The receiving employee has exhausted all leave credits; 3. The donations must be a minimum of one (1) hour and thereafter, in whole hour increments and credited as vacation or annual leave; 4. Transfer of annual leave, personal leave, vacation, CTO, and holiday credits shall be allowed to cross departmental lines in accordance with the policies of the receiving department; 5. The total leave credits received by the employee shall normally not exceed three (3) months; however, if approved by the receiving department, the total leave credits received may be up to six (6) months; 6. Donations shall be made on a form to be supplied by the State, signed by donating employee, and verified by the donating department. When donations are used, they will be processed based on date and time received (first in, first used). Unused donations shall be returned to the appropriate donor; 7. Transfer of Leave Credits. Upon official request by an employee experiencing a catastrophic illness/injury or event, the employee’s department director or the Association on behalf of the employee, the City Manager or his designee may allow individual employees the opportunity to transfer sick leave, vacation or holiday credits to another employee who has experienced a catastrophic event. All conditions for this transfer shall be in compliance with the City’s Transfer of Leave (Catastrophic Leave) Policy. Xxxx leave donated will not be counted against sick leave incentive pay.
Transfer of Leave Credits. The Hay River Health and Social Services Authority will discuss with the Government of the Northwest Territories the transferring of leave credits for newly hired employees who are leaving the employ of the Government of the Northwest Territories and taking employment with the Hay River Health and Social Services Authority.

ARTICLE IV: TRAINING, CAREER DEVELOPMENT AND INCENTIVES‌ IV. A. TUITION AND TRAINING REIMBURSEMENT‌ 282. The Court shall allocate fifteen thousand dollars ($15,000) for each year of this Agreement for tuition and training reimbursement for the use by classifications represented by Local 21. Any portion of this amount which has not been used by June 30 each year shall not be carried forward into subsequent fiscal years.

The following regulations apply to transfer of leave credit: a. The receiving employee must have exhausted all leave credits. b. The donations must be a minimum of ½ day (four hours) and will be credited as Personal Time Leave. c. Transfer of credits may be across departmental lines. d. A maximum of 75% of accrued Personal Time Leave time may be donated. e. All donations of Personal Time Leave shall be anonymous.
